State Spacing Requirements

Many states require specific spacing between the prefix and suffix of your registration number. We've made that process very easy using this feature. Just check the box and indicate the spacing using the drop down options.

If you're wondering why this option is already enabled it is because the state you entered requires this spacing.

Our site will get an approximate mock up with the spacing, however, please keep in mind the site will not be able to get it exact. We will review the design and make sure the spacing is correct before we produce it. Keep in mind we will add spacing into the design while keeping the size the same.

Why are some colors hidden?

We only allow certain combinations of specialty colors. Colors like Ultra Metallic, Reflective, and Fluorescent for example cannot be mixed together on the same graphic.

A few additional options are available when doming is enabled. This includes the addition of chrome mirror.

Cruising the Moskva River: A short guide to boat trips in Russia’s capital

There’s hardly a better way to absorb Moscow’s atmosphere than on a ship sailing up and down the Moskva River. While complicated ticketing, loud music and chilling winds might dampen the anticipated fun, this checklist will help you to enjoy the scenic views and not fall into common tourist traps.

How to find the right boat?

There are plenty of boats and selecting the right one might be challenging. The size of the boat should be your main criteria.

Plenty of small boats cruise the Moskva River, and the most vivid one is this yellow Lay’s-branded boat. Everyone who has ever visited Moscow probably has seen it.

This option might leave a passenger disembarking partially deaf as the merciless Russian pop music blasts onboard. A free spirit, however, will find partying on such a vessel to be an unforgettable and authentic experience that’s almost a metaphor for life in modern Russia: too loud, and sometimes too welcoming. Tickets start at $13 (800 rubles) per person.

Bigger boats offer smoother sailing and tend to attract foreign visitors because of their distinct Soviet aura. Indeed, many of the older vessels must have seen better days. They are still afloat, however, and getting aboard is a unique ‘cultural’ experience. Sometimes the crew might offer lunch or dinner to passengers, but this option must be purchased with the ticket. Here is one such  option  offering dinner for $24 (1,490 rubles).

If you want to travel in style, consider Flotilla Radisson. These large, modern vessels are quite posh, with a cozy restaurant and an attentive crew at your service. Even though the selection of wines and food is modest, these vessels are still much better than other boats.

Surprisingly, the luxurious boats are priced rather modestly, and a single ticket goes for $17-$32 (1,100-2,000 rubles); also expect a reasonable restaurant bill on top.

How to buy tickets?

Women holding photos of ships promise huge discounts to “the young and beautiful,” and give personal invitations for river tours. They sound and look nice, but there’s a small catch: their ticket prices are usually more than those purchased online.

“We bought tickets from street hawkers for 900 rubles each, only to later discover that the other passengers bought their tickets twice as cheap!”  wrote  (in Russian) a disappointed Rostislav on a travel company website.

Nevertheless, buying from street hawkers has one considerable advantage: they personally escort you to the vessel so that you don’t waste time looking for the boat on your own.

Prices start at $13 (800 rubles) for one ride, and for an additional $6.5 (400 rubles) you can purchase an unlimited number of tours on the same boat on any given day.

Flotilla Radisson has official ticket offices at Gorky Park and Hotel Ukraine, but they’re often sold out.

Buying online is an option that might save some cash. Websites such as  this   offer considerable discounts for tickets sold online. On a busy Friday night an online purchase might be the only chance to get a ticket on a Flotilla Radisson boat.

This  website  (in Russian) offers multiple options for short river cruises in and around the city center, including offbeat options such as ‘disco cruises’ and ‘children cruises.’ This other  website  sells tickets online, but doesn’t have an English version. The interface is intuitive, however.

Buying tickets online has its bad points, however. The most common is confusing which pier you should go to and missing your river tour.

“I once bought tickets online to save with the discount that the website offered,” said Igor Shvarkin from Moscow. “The pier was initially marked as ‘Park Kultury,’ but when I arrived it wasn’t easy to find my boat because there were too many there. My guests had to walk a considerable distance before I finally found the vessel that accepted my tickets purchased online,” said the man.

There are two main boarding piers in the city center:  Hotel Ukraine  and  Park Kultury . Always take note of your particular berth when buying tickets online.

Where to sit onboard?

Even on a warm day, the headwind might be chilly for passengers on deck. Make sure you have warm clothes, or that the crew has blankets ready upon request.

The glass-encased hold makes the tour much more comfortable, but not at the expense of having an enjoyable experience.

Getting off the boat requires preparation as well. Ideally, you should be able to disembark on any pier along the way. In reality, passengers never know where the boat’s captain will make the next stop. Street hawkers often tell passengers in advance where they’ll be able to disembark. If you buy tickets online then you’ll have to research it yourself.

There’s a chance that the captain won’t make any stops at all and will take you back to where the tour began, which is the case with Flotilla Radisson. The safest option is to automatically expect that you’ll return to the pier where you started.

The Francis Scott Key Bridge in Baltimore, Maryland collapsed Tuesday into the Patapsco River after it was struck by a large cargo ship.

The bridge's collapse has prompted huge emergency response, with the Baltimore City Fire Department describing the collapse as a mass-casualty incident, and rescue crews searching for seven people in the river. Maryland Gov. Wes Moore has declared a state of emergency.

Baltimore  Mayor Brendon Scott  said on X that he was aware of the incident and was en route to the bridge. "Emergency personnel are on scene, and efforts are underway," he said.

The 1.6 mile, 4-lane bridge named for the author of the "Star-Spangled Banner," was the second-longest continuous-truss bridge span in the United States and third in the world.

How a cargo ship took down Baltimore’s Key Bridge

To bridge experts, the collapse of Baltimore’s Francis Scott Key Bridge after being hit by a heavy cargo ship was as inevitable as it was devastating.

When a vessel as heavy as the Singapore-flagged Dali crashes with such force into one of the span’s supercolumns, or piers, the result is the type of catastrophic, and heartbreaking, chain reaction that took place early Tuesday.

“If the column is destroyed, basically the structure will fall down,” said Dan Frangopol, a bridge engineering and risk professor at Lehigh University in Pennsylvania who is president of the International Association for Bridge Maintenance and Safety. “It’s not possible to redistribute the loads. It was not designed for these things.”

No bridge pier could withstand being hit by a ship the size of the Dali, said Benjamin W. Schafer, a professor of civil and systems engineering at Johns Hopkins University.

“These container ships are so huge,” Schafer said. “That main span has two supports. You can’t take one away.” He called the accident “a huge infrastructure failure,” but not because of the bridge collapse; he said the shipping industry needs systems to keep a ship on track when it loses power, as the Dali did before the collision.

The bridge itself, which carried more than 30,000 vehicles daily, appeared to be structurally sound. Its condition was rated fair, according to data in the 2023 National Bridge Inventory maintained by the Federal Highway Administration. Maryland state officials said they were focused on search-and-rescue operations and did not provide later inspection data. National Transportation Safety Board Chair Jennifer Homendy said excavating detailed inspection history information — and what was done in response to any earlier findings — will be a cumbersome and protracted part of the agency’s investigation.

But bridge safety and engineering experts are emphasizing a separate issue: protective barriers.

When the span opened to traffic in 1977, many ships were smaller and the standards for protecting bridges against them were lower, they said.

A few years later, a Liberian cargo ship crashed into a bridge in Florida , sending a Greyhound bus, a pickup truck and six cars into the Tampa Bay and killing 35 people, according to the NTSB. That deadly 1980 collision helped lead to the adoption of stronger national standards for bridges, including protection from errant ships, in the years that followed, safety experts said.

Sherif El-Tawil, a professor of civil and environmental engineering at University of Michigan with expertise in bridges, said if the Key Bridge had been built after those updated standards from the American Association of State Highway and Transportation Officials were put in place, the span could still be standing.

“I believe it would have survived,” El-Tawil said.

Maryland officials did not answer questions Tuesday about what protective devices were in place near the bridge and whether they were sufficient to withstand this type of collision.

Two examples of protective measures that did not appear to have been in place, El-Tawil said, were large fenders designed to direct marine traffic away from the bridge supports and an island built around the pier.

Some states are building these kinds of protection systems around vital bridges. Last year, officials from a joint New Jersey and Delaware bridge authority announced work on eight 80-foot-wide, stone-filled cylinders designed to protect the Delaware Memorial Bridge. The existing protection for the bridge tower piers dates to 1951. “Today’s tankers and ships are bigger and faster than those of the 1950s and 1960s,” the officials said in announcing the nearly $93 million project.

State departments of transportation “are aware of the shortcomings of these bridges,” said Roberto T. Leon, a bridge and structural engineering professor at Virginia Tech. “It’s not that they don’t know. It’s a matter of prioritizing the repairs. It is a very expensive proposition to protect a bridge.”

Ian Firth, a British structural engineer and bridge designer, said he was “not surprised” at how quickly the bridge came down after it was hit. He noted that the support structure that was struck, which would have been made of reinforced concrete, was one of two main supports responsible for doing “all the work” to hold up the bridge.

He said the ship appeared to have strayed to one side before striking the bridge.

The bridge collapse, like other calamities, is probably the result of overlapping low-probability failures, said Edward Tenner, a historian and expert on disasters — akin to what happens when, by chance, the holes in a stack of Swiss cheese slices line up perfectly.

“This might have been a case where there were just an unlikely series of failures,” said Tenner, author of “Why Things Bite Back,” a book about technology and its unanticipated consequences. But he added, “I suspect there was something about the equipment of a huge ship like that, given the potential for damage like this, there should have been more redundancy. There shouldn’t have been one point of failure that could lead to a catastrophe.”

Speaking Tuesday afternoon in Baltimore, U.S. Transportation Secretary Pete Buttigieg called the accident “a unique circumstance,” adding, “I do not know of a bridge that has been constructed to withstand a direct impact from a vessel of this size.”

The ship was towed into the Patapsco River initially, but the tugboats did not accompany the ship all the way to the bridge, said John Konrad, a retired ship captain who runs the gCaptain maritime news website and co-authored a book on the Deepwater Horizon oil spill .

“The safe thing to do is keep the tugs,” Konrad said. “Moving forward, I think that’s going to happen. The Coast Guard is going to say you’ve got to keep the tugs tied up until you pass the bridge.”

In video imagery, the ship can be seen losing electrical power, then briefly regaining it before going completely dark. The ship then veers to the right, directly toward the bridge’s structural support.

The rudder may have gotten stuck in a position that caused the ship to turn, said a senior retired maritime official, who spoke on the condition of anonymity while waiting for more details on the incident. It’s also possible that an incoming tide could have been a factor, he said.

“Obviously, they could not control the ship. They could not stop the ship,” he said.

A deficiency in the Dali’s systems was discovered when the ship was inspected in June, records show. Inspectors at the port of San Antonio, Chile, discovered a problem categorized as relating to “propulsion and auxiliary machinery,” according to the Tokyo MOU, an intergovernmental shipping regulator in the Asia-Pacific region. The issue was classified in the subcategory of “Gauges, thermometers, etc,” but no additional details of the deficiency were provided. The problem was not serious enough to warrant detaining the ship, according to the records.

After a follow-up inspection later the same day, the Dali was found to have no outstanding deficiencies, the records show, indicating that the problem was addressed.

Maryland Gov. Wes Moore (D) said at a news conference Tuesday that the Dali lost power and issued an emergency call for help shortly before the freighter crashed into the bridge. The “mayday” distress call allowed officials to halt vehicle traffic headed over the bridge and saved lives, Moore said.

Gunmen in combat fatigues opened fire and detonated explosives at Moscow’s Crocus City Hall killing at least 115 people and injuring 187 in a brazen attack claimed by the ISIL (ISIS) group .

At least five camouflage-clad gunmen with automatic weapons burst into the packed concert hall in the Russian capital’s western suburbs on Friday night as the audience was gathering to watch the veteran rock band Picnic, shooting into the crowd and setting off explosives that started a massive fire.

At least 115 people have been confirmed killed, Russia’s Investigative Committee said on Saturday, adding that the number of victims was expected to rise further.

At least 187 people including eight children were injured.

Health officials earlier said 60 of the injured were in critical condition.

ISIL, the hardline group that once sought control over Iraq and Syria, claimed responsibility for the attack on its Telegram channel, saying the gunmen had escaped. It was not possible to independently verify the claim.

On Saturday, a spokesperson for Russia’s Investigative Committee said it was too early to say anything about the fate of the attackers, state news agency RIA reported.

The concert hall, one of the most popular in Moscow, can hold some 6,200 people.

Alexei, a music producer, was about to settle into his seat ahead when he said he heard “several machineguns bursts” and “a lot of screams”.

“I realised right away that it was automatic gunfire and understood that most likely it’s the worst: a terrorist attack,” Alexei told the AFP news agency, declining to share his full name.

As people ran towards the emergency exits, “there was a terrible crush” with concertgoers climbing on one another’s heads to get out, he added.

Moscow

Another witness, speaking to the Reuters news agency, also described the terror and panic inside the venue.

“A stampede began. Everyone ran to the escalator,” they said, declining to share their name. “Everyone was screaming; everyone was running.”

The attack, which left the concert hall in flames and its roof in a state of collapse, was one of the worst in Russia since the 2004 Beslan school siege in which more than 330 people, half of them children, were killed. The death toll appeared set to rise, according to unconfirmed reports.

Reporting from Moscow, Al Jazeera’s Dorsa Jabbari said that while the capital was not under lockdown or a curfew, “a number of events over the weekend here have been cancelled, including concerts”.

Russian officials said security has been tightened at Moscow’s airports, railway stations and on the metro system. The mayor cancelled all mass gatherings, while theatres and museums in the area, home to more than 21 million people, were ordered shut for the weekend. Other Russian regions also tightened security.

Moscow Mayor Sergei Sobyanin said Friday’s raid was a “huge tragedy.” President Vladimir Putin was being given continuous updates about the situation, according to his spokesman Dmitry Peskov.

Putin also wished a speedy recovery to those injured, state news agency TASS reported on Saturday, citing Deputy Prime Minister Tatiana Golikova.

An ‘act of terrorism’

The prosecutor’s office said several men in combat fatigues had entered the concert hall, about 20km (12 miles) from the Kremlin and next to the Moscow ring road, and fired on those inside.

Repeated volleys of gunfire could be heard in videos posted by Russian media and on Telegram channels. One showed two men with rifles moving through the venue. Another showed a man in the auditorium saying the assailants had set it on fire, as repeated gunshots rang out in the background.

Others showed up to four attackers, armed with assault rifles and wearing caps, shooting screaming people at point-blank range.

Security guards at the concert hall were not armed, and Russian media said some could have been killed at the start of the attack.

ISIL, in a statement posted by its Amaq news agency, claimed its fighters had attacked on the outskirts of Moscow, “killing and wounding hundreds and causing great destruction to the place before they withdrew to their bases safely”.

Russia has reported several incidents involving ISIL this month, with authorities saying they killed six alleged members of the group in a shootout in Ingushetia in the restive Caucasus region, and the Federal Security Service (FSB) saying on March 7 it foiled an attack by Islamic State in Khorasan Province (ISKP) , an Afghan affiliate of ISIL, on a Moscow synagogue.

The United States had also warned of a heightened threat. Several hours after the FSB announcement, the US embassy in Moscow issued a warning that “extremists” had imminent plans for an attack in Moscow. On Friday night, a US official said Washington had intelligence confirming ISIL’s claim of responsibility for the attack on Crocus City Hall.

Earlier, Russian Foreign Ministry spokeswoman Maria Zakharova said what had happened was a “bloody terrorist attack”. Investigators from Russia’s Investigative Committee, which deals with major crimes, said they had “opened a criminal probe under article 205 of the criminal code [terrorist act]”.

There was condemnation of the attack from across the world .

United Nations Secretary-General Antonio Guterres expressed his shock at the attack, which his spokesman said he “condemns in the strongest possible terms”, while the UN Security Council condemned what it called a “heinous and cowardly terrorist attack.”

French President Emmanuel Macron “strongly condemns the terrorist attack claimed by the Islamic State”, the Elysee Palace said.

“France expresses its solidarity with the victims, their loved ones and all the Russian people.”

Spain said it was “shocked” at events in Moscow, while Italian Prime Minister Giorgia Meloni condemned what she said was an “odious act of terrorism” and expressed her “full solidarity with the affected people and the victims’ families”.

Fire engines outside the venue. Cranes have been deployed. Fire hoses are on the ground. Firefighters are working near the truck and at the scene.

Engulfed in flames

The Kremlin did not immediately blame anyone for the attack, but some Russian lawmakers were quick to accuse Ukraine .

Former Russian President Dmitry Medvedev wrote on the Telegram app that if those responsible for the attack turn out to be Ukrainian, “all of them must be found and ruthlessly destroyed as terrorists”.

Mykhailo Podolyak, an adviser to Ukrainian President Volodymyr Zelenskyy, denied Ukraine’s involvement.

“Ukraine has never resorted to the use of terrorist methods,” he posted on X. “Everything in this war will be decided only on the battlefield.”

Rosgvardia, Russia’s national guard, said it was searching for the perpetrators of the attack, and its units were helping evacuate concertgoers from the burning building.

Rescue services had evacuated about 100 people from the basement of the Crocus City Hall, but there are still people on the roof, Russian news agencies reported.

Media reports said firefighters were trying to contain the fire, as plumes of black smoke rose above the venue into the night sky.

Helicopters were also deployed in an attempt to douse the flames that had engulfed the building.

In the early hours of Saturday morning, authorities said most of the fire had been put out.

“There are still some pockets of fire, but the fire has been mostly eliminated. Rescuers were able to enter the auditorium,” Moscow Governor Andrey Vorobyov said on Telegram.

Videos and Online Profiles Link Suspects to Moscow Attack

Clothing and other details appear to show a connection between four suspects detained by Russia and the men who carried out the concert hall massacre of more than 130 people.

When four men were detained by the Russian authorities in connection with the massacre at a concert hall outside Moscow last week, they were dressed in the same attire as the assailants seen in videos of the attack, according to a New York Times analysis of footage from the hall, social media profiles and images leaked or released by Russia.

The identical clothing and other corresponding details suggest they carried out the attack. A video of one of the suspects being detained, for instance, shows him wearing a light brown T-shirt with a distinctive logo on the left breast and pants with a Boss label: Those details match the clothes worn by a gunman in propaganda footage of the attack released by the Islamic State, a.k.a. ISIS.

In addition, the Times analysis shows, the car that the suspects were driving when they were apprehended is the same color and type as one seen in footage from outside the concert hall during the attack.

The four suspects in the assault that left more than 130 dead were identified in a Moscow court hearing on Sunday night as Saidakrami M. Rachabalizoda, Shamsidin Fariduni, Muhammadsobir Z. Fayzov and Dalerjon B. Mirzoyev. They were charged with committing a terrorist act and remanded to custody until May 22.

Three of the suspects told the court they were from Tajikistan, and in interrogation videos reviewed by The Times, at least two men spoke Tajik. The videos show some of the men being beaten during their detention, and two of the men had clear injuries when they appeared in court. The fourth suspect appeared in court in a wheelchair with apparently limited ability to respond; a leaked copy of his passport suggests he is also a citizen of Tajikistan.

U.S. officials said the attack had been conducted by the Islamic State, which claimed responsibility and released photos of what it said were the attackers and video of the attack itself. President Vladimir V. Putin of Russia blamed the assault on “international terrorism” but did not mention the Islamic State. Russian state media laid the groundwork for blaming Ukraine, which denied any involvement.

Despite carrying out one of Russia’s deadliest terrorist attacks in decades, the gunmen seen in the footage did not appear to be highly trained, according to Rob Lee, a senior fellow at the Foreign Policy Research Institute, which is based in Philadelphia. He said the men seemed to be grouped together during the attack, instead of spreading out and potentially inflicting more damage.

The suspects also did not change their clothes after the massacre, and appeared to have fled in the same vehicle they used to arrive at the scene, both of which would make it easier for the authorities to track them down and link them to the scene.

Russia’s Investigative Committee, a top law enforcement agency, said on Saturday that the suspects had been detained near the city of Bryansk, about 230 miles southwest of Moscow, and that weapons had been recovered from a Renault car. Mr. Putin claimed the men had been trying to escape toward the border with Ukraine.

A video verified by The Times shows at least one suspect, Mr. Rachabalizoda, being marched through the woods to the M3 highway near Bryansk. A photograph also verified by The Times shows a heavily damaged white Renault nearby.

Mr. Rachabalizoda was filmed being detained in the woods, a couple of hundred yards from the car, and identifying himself under questioning. A video of his arrest shared on Telegram shows men cutting off a part of Mr. Rachabalizoda’s right ear and stuffing it into his mouth before leading him out of the woods. State media later published a video interrogation of Mr. Rachabalizoda that shows his ear is heavily bandaged.

In each of the videos, he is wearing clothes identical to those worn by one of the Crocus City Hall attackers.

Mr. Rachabalizoda wears the brown T-shirt with the distinctive logo and pants with a Boss label; they match the clothes worn by a gunman in the Islamic State video and photograph.

The Russian authorities identified a second suspect who was detained and interrogated as Mr. Fariduni.

During his questioning, Mr. Fariduni is seen wearing a gray collared T-shirt matching that worn by one of the four men in the Islamic State photograph.

The shoes worn by Mr. Fariduni during his interrogation also match those worn by one of the assailants seen in the Islamic State video of the attack; they bear the same distinctive white marking and thick soles.

Mr. Fariduni says during his interrogation that he traveled to Russia from Turkey on March 4, the footage showed. Several photographs posted to what appears to be his Instagram and Facebook accounts in February showed Mr. Fariduni at the Fatih Mosque in Istanbul.

A third suspect, Mr. Fayzov, is a 19-year-old barber who appears to have lived in Russia since last year, according to his profile on the Russian social media platform VKontakte. A short video that circulated on the Telegram social media platform shows him being interrogated in a hospital room, where he speaks Tajik and discusses receiving documents at an airport.

A leaked copy of his passport — bearing a face that matches one both in the VKontakte profile and in videos of the detained suspect — suggests he is from Tajikistan. The passport notes that he recently arrived in Russia and lived in Ivanovo, which corresponds with his VKontakte profile.

After his detention, Mr. Fayzov was photographed wearing a green T-shirt with a distinctive, dotted logo on the left breast, the same T-shirt worn by one of the men in the photograph of the assailants released by the Islamic State. Mr. Fayzov also wears the same T-shirt in a photograph posted to his VKontakte account.

A fourth suspect, Mr. Mirzoyev, spoke Tajik through an interpreter during an interrogation that was broadcast on Russian state television. The bearded man also appears to have been beaten during his detention, and his cheek, nose and forehead were bruised and bloodied.

In the video, Mr. Mirzoyev is seen wearing a long-sleeved, crew-neck green shirt, bluejeans and a black belt; they match the attire of one of the attackers in the Islamic State video.

In the ISIS video, the assailant slices the throat of a victim who is lying on the ground, apparently unconscious.
