The I.C.C. can be gained via a direct assessment (0.5 - 1 day or via  a 2 day RYA Powerboat Level 2 course provides the skills and background knowledge needed to drive a powerboat and is the basis of the International Certificate of Competence (ICC).

The International Certificate of Competence (ICC)

  • The ICC is often thought of as similar to a driver’s license for boats.
  • Once you have obtained your PB2, you are able to apply to the RYA for the ICC.
  • There is no engine size restriction, but it is limited to vessels up to 10 metres in length.
  • Administration fee of £47 payable to the RYA with your application. Free to RYA members.

ELIGIBILITY

The UK ICC issued by the RYA, is issued on behalf of the UK Government under the authorisation of the UK Maritime and Coastguard (MCA). It is issued in conformity with Resolution No. 40 of the United Nations Economic Commission for Europe (UNECE) Working Party on Inland Water Transport.

In accordance with Resolution No. 40, it is only available to a person who fulfils the following eligibility criteria:

  • has reached the age of 16; and
  • is physically and mentally fit to operate a pleasure craft, and in particular, has sufficient powers of vision and hearing.

Evidence of applicant’s identity and eligibility Before issuing, amending or replacing an ICC the RYA must verify the applicant’s identity and their nationality (as the UK ICC issued by the RYA is not available to the nationals of countries that have adopted Resolution No. 40 unless they are resident in the UK).

You must provide copies of official documents which collectively evidence your name, address, date of birth, nationality and that the photograph you have supplied is a true likeness of you. See part 2 of the ICC application form for details of acceptable documents and a list of the countries that have adopted Resolution No. 40.

Across much of Europe, the ICC is acceptable as the licence to use a British flagged vessel for leisure. The ICC may be accepted for their native flagged vessels, eg. if you were to rent a boat in Europe, but you should seek confirmation from the hirer.

Who Can Obtain an ICC?

Ineligible Countries for RYA-Issued ICC: The RYA cannot issue an ICC to nationals of specific countries, including Austria, Belgium, France, Germany, and others. Citizens of these nations are advised to obtain an ICC directly from their government, meeting their respective requirements for proving competence in driving a pleasure craft.

Countries Eligible for RYA-Issued ICC: Nationals of several countries, such as Albania, Canada, Greece, Italy, Spain, the United States, and more, can receive an ICC from the RYA. The holders of the RYA Powerboat Level 2 Certificate can directly apply for an ICC without further assessments.

The ICC Assessment Process:

The Direct Assessment pathway for RYA Powerboat Level 2 or ICC applications is suitable for candidates with significant experience of driving powerboats on tidal waters. This assessment is only suitable for those who are already comfortable handling a powerboat on tidal/coastal waters, with a good grasp of background knowledge.

Direct Assessment format:

  • Pre-assessment knowledge check (online) covering topics from the RYA ICC Power assessment and Coastal assessment syllabus and RYA Powerboat Level 2 syllabus
  • Boat familiarisation session
  • Practical assessment – see diagram below:

Assessment Outcomes

At the end of the assessment, candidates will be told if they have met the required standard for issue of an RYA Level 2 powerboat certificate or ICC application, with one of the following outcomes:

  • Pass – you have met all of the relevant syllabus requirements
  • Action Plan – there are some area(s) which do not currently meet the required standard

If you receive an action plan, you will be advised on the level of training you may require before attending a re-assessment. You will only need to demonstrate competence in the area(s) which did not meet the syllabus standard during your first assessment.

If you fail to demonstrate sufficient competence across multiple areas of the syllabus, you may be advised to attend a full training course rather than applying for re-assessment.

International Certificate for Operators of Pleasure Craft

The International Certificate for Operators of Pleasure Craft (ICC) is intended to provide evidence of competence when requested by officials in foreign countries – and is often required when chartering a boat abroad. It is issued by the RYA in the United Kingdom to British Nationals and UK Residents (of any nationality), aged 16 or older.

The RYA Powerboat Level 2 certificate can be used as evidence of competency for an ICC application, for the category of Powered craft (up to 10m) in  Coastal  waters. (For  inland  waterways in Europe, see the  CEVNI  section below)

It’s easiest to apply for the ICC online – via the RYA website: https://www.rya.org.uk/knowledge/abroad/icc

ICC applications are currently priced at £47 (March 2022) which is payable direct to the RYA – or,  free  for RYA Members.

If you require the  inland  category to be validated on your ICC (this is required for use of inland waterways – rivers, canal systems and lakes in Europe), you will need to complete a  CEVNI  theory test. Successful candidates will be issued with a laminated RYA photocard certificate.

The intent of many people undertaking boat training is not simply to learn how to safely operate a boat, but to take their vessels out into international waters, or to hire one abroad. The hiring of a boat in most European countries now requires holding an International Certificate of Competence (ICC), which is informally known as the ‘Boat Driving License.’ Be aware however, an ICC is not recognised automatically in every European country, and other local laws and restrictions may apply. For further information on the certificate itself, consult the RYA website . The ICC is divided into numerous categories, but for the most common, which entitles the holder to sail power boats of under 10m, the pathway is straightforward.

While it is possible to take the test for the ICC directly, an individual would have to display knowledge equivalent to a Powerboat 2 course, which means the majority of people wouldn’t possess the prerequisite knowledge to successfully pass the direct ICC test. However, by undertaking a Powerboat Level 2 course, you become accredited and can apply for an ICC simply by sending off a passport photo and a copy of your certificate.   • The ICC (International Certificate of Competence) is the minimum required qualification you need to have to drive and charter a powerboat in many European countries, including Greece.
  • The full title of the ICC is the International Certificate of Competence for operators of pleasure craft, and it is a certificate that is intended to provide evidence of competence when requested by the authorities.
  • The ICC Powerboat is the only powerboat license approved by the United Nations as a legitimate recreational powerboating license.
  • The ICC Powerboat cannot be commercially endorsed and should never be used as evidence of competence for commercial activities.

  • If you are a national of one of the countries above then you should be able to obtain an ICC from your government provided you can meet their requirements for evidence of your competence to drive a pleasure craft.

The ICC assessment

  • On your arrival, you will be welcomed by one of our RYA-qualified instructors. Once the necessary paperwork is done, our instructor will guide you to the training boat of our school which is going to be used for the assessment. You will have a proper handover and you will have enough time to familiarise yourself with the boat and her equipment before the assessment.
  • The assessor will be one of our RYA-qualified instructors, he/she will brief you about the assessment and he/she will make sure that the whole procedure will be pleasantly conducted in a friendly environment. The assessment usually starts with the theory aspects followed by the practical assessment.. The minimum duration is 4 hours and is conducted at our base in Lygia.

Before booking your assessment

  • It is important to note that this ICC assessment is not a substitute for taking a theory and practical course. It is not a course and you will be assessed on your knowledge, understanding, and handling skills.
  • If your handling and navigation skills do not reach the standard required to be issued an ICC your assessor will not be able to sign your ICC application form. If you are in any doubt you should consider taking the RYA Essential Navigation and Seamanship Theory and RYA Powerboat Level 2 course instead.
  • An RYA center is unable to physically present you with the ICC certificate. Upon successful completion of the assessment, the assessor will sign the ICC form, which then needs to be sent to the RYA which is the only governing body in the U.K. that can issue the certificate. The turnaround is roughly 2 weeks. You are not legally qualified until you have the physical ICC on hand.

The International Certificate for Operators of Pleasure Craft (ICC) is a certificate that provides evidence of competence when you’re boating abroad. The ICC is the only international evidence of competence that exists for recreational boaters in Europe. Since 2021, the ICC has been accepted by the Spanish maritime authority as proof of competence for UK passport holders and UK residents.

The UK ICC issued by the RYA is issued on behalf of the UK Government under the authorisation of the UK Maritime and Coastguard (MCA).

ICC Assessment of competence

Applicants for the ICC can take an ICC assessment to demonstrate their competence in different categories. The ICC issued by the RYA will reflect the categories that you have been examined for. You can do an ICC assessment for sail or power boating. The sail category applies to sailing vessels up to 24 metres in length. The power category can apply either (1) to vessels up to 10 metres or (2) to vessels up to 24 metres.

The RYA will issue the ICC to UK nationals and UK residents i.e. people who are settled in the UK and whose primary residence is in the UK. Applicants must be at least 16 years old.

The RYA will also issue the ICC to nationals of other countries that have not accepted Resolution No. 40 because they may otherwise be unable to obtain an ICC. However, if the relevant country later accepts Resolution No. 40, the certificate holder will no longer be eligible to have an ICC issued by the RYA and will not be able to amend or renew that certificate.

The UK ICC issued by the RYA is not available to nationals of the following countries that have currently accepted Resolution No. 40: Austria, Belarus, Belgium, Bulgaria, Croatia, Czechia, Finland, Germany, Hungary, Ireland, Latvia, Lithuania, Luxembourg, Netherlands, Norway, Poland, Romania, Serbia, Slovakia, Switzerland, and Ukraine. Spain has not currently accepted Resolution No. 40 and, for this reason, the RYA will issue an ICC to Spanish nationals.

Nationals of countries that have accepted Resolution No. 40 can only be issued an ICC by the RYA if they are resident in the UK.

Unlike the United Kingdom, Spain requires that skippers hold a boat licence to operate boats flying a Spanish flag. The same rule applies if you buy a boat or rent a boat. Whether or not your ICC is acceptable as proof of competence depends on your nationality, your country of residence and the boat’s flag state.

UK nationals and residents

The ICC is now accepted in Spain as proof of competence for UK nationals and bona fide UK residents. This change in the law came into effect on July 1st 2021.

Other flag states

The acceptance the ICC depends on their specific laws and regulations. It is determined by the legislation of the country where the boat is registered (flag state) and the legislation of the country where the boat is being used (coastal state). Acceptance may vary based on factors like the size and type of the boat, the nationality of the owner, the purpose of use, and whether it involves someone other than the owner or commercial activities.

To know if your ICC certificate(s) will be accepted, you need to check the laws and regulations of the flag state and coastal state.

Vessels with a Polish flag

Poland is an example of a flag state that recognises RYA ICC qualifications obtained by skippers who are neither nationals nor residents of the United Kingdom.

More and more boat owners in Spain are registering their boats with a Polish flag. There are many reasons, including:

Cost: The cost of registering a boat in Poland is significantly lower than the cost of registering a boat in Spain. Process: The process of registering a boat in Poland is much simpler than the process of registering a boat in Spain. Freedom: Poland does not have any restrictions on where boats registered in Poland can travel. 

Another important reason for the popularity of the Polish flag is that Polish maritime legislation (Act of 21 March 2003 on Maritime Navigation)

ICC Test Preparation Courses

At the Boat School, we offer two different itineraries for ICC Power assessments. These courses are modular and build up your knowledge and skills gradually. Your choice of training itinerary will depend on your objectives.

ICC Power up to 10 Meters

ICC Power up to 24 Meters

This itinerary is for people who want to drive a larger motor cruiser, usually with twin engines. You will be able to plan a trip and skipper a motor cruiser on short passages.

The training and assessment route map for this category is modular, combining practical courses, an online theory component, an ICC theory exam, and an ICC practical assessment.

Step 1: 2-Day Practical Powerboat Course for ICC Power up to 10 Meters

The first step is to complete the 2-day practical Powerboat course for ICC Power up to 10 meters. If you have already done the RYA Powerboat Level 2 course with the Boat School, you can skip this step.

Step 2: 8-Hour Course Introduction to Cruising

The next step is to complete our 8-hour course “Introduction to Cruising”. This is a blended course that combines study online with an 8-hour practical course. The online theory component includes:

  • Buoyage and pilotage
  • Course to steer
  • Collision Regulations (COLREGs)
  • Introduction to chart work
  • Position fixing

The practical component includes a night sail and a longer passage (usually Denia to Javea). You’ll also get an opportunity to perfect your boat handling skills around the marina. This course includes passage planning, electronic navigation and an introduction to the DSC functions of a fixed VHF radio.

Step 3: ICC Practical Assessment

The third step involves transitioning to a twin-drive cruising vessel. The first half of the day includes a familiarisation with the safety equipment for a vessel operating in (Spanish) Zone 3 (up to 25NM from land), manoeuvring with twin engines around the marina (departing and docking) and boat handling beyond the harbour. The second half of the day is the actual ICC test practical assessment. This includes departing, mooring to a buoy, anchoring, recovering a man overboard, and coming alongside.

First refuelling for Russia’s Akademik Lomonosov floating NPP

The FNPP includes two KLT-40S reactor units. In such reactors, nuclear fuel is not replaced in the same way as in standard NPPs – partial replacement of fuel once every 12-18 months. Instead, once every few years the entire reactor core is replaced with and a full load of fresh fuel.

The KLT-40S reactor cores have a number of advantages compared with standard NPPs. For the first time, a cassette core was used, which made it possible to increase the fuel cycle to 3-3.5 years before refuelling, and also reduce by one and a half times the fuel component in the cost of the electricity produced. The operating experience of the FNPP provided the basis for the design of the new series of nuclear icebreaker reactors (series 22220). Currently, three such icebreakers have been launched.

The Akademik Lomonosov was connected to the power grid in December 2019, and put into commercial operation in May 2020.

Electricity generation from the FNPP at the end of 2023 amounted to 194 GWh. The population of Pevek is just over 4,000 people. However, the plant can potentially provide electricity to a city with a population of up to 100,000. The FNPP solved two problems. Firstly, it replaced the retiring capacities of the Bilibino Nuclear Power Plant, which has been operating since 1974, as well as the Chaunskaya Thermal Power Plant, which is more than 70 years old. It also supplies power to the main mining enterprises located in western Chukotka. In September, a 490 km 110 kilovolt power transmission line was put into operation connecting Pevek and Bilibino.

For the first time Rosatom Fuel Division supplied fresh nuclear fuel to the world’s only floating nuclear cogeneration plant in the Arctic

The fuel was supplied to the northernmost town of Russia along the Northern Sea Route.

The first in the history of the power plant refueling, that is, the replacement of spent nuclear fuel with fresh one, is planned to begin before 2024. The manufacturer of nuclear fuel for all Russian nuclear icebreakers, as well as the Akademik Lomonosov FNPP, is Machinery Manufacturing Plant, Joint-Stock Company (MSZ JSC), a company of Rosatom Fuel Company TVEL that is based in Elektrostal, Moscow Region.

The FNPP includes two KLT-40S reactors of the icebreaking type. Unlike convenient ground-based large reactors (that require partial replacement of fuel rods once every 12-18 months), in the case of these reactors, the refueling takes place once every few years and includes unloading of the entire reactor core and loading of fresh fuel into the reactor.

The cores of KLT-40 reactors of the Akademik Lomonosov floating power unit have a number of advantages compared to the reference ones: a cassette core was used for the first time in the history of the unit, which made it possible to increase the fuel energy resource to 3-3.5 years between refuelings, and also reduce the fuel component of the electricity cost by one and a half times. The FNPP operating experience formed the basis for the designs of reactors for nuclear icebreakers of the newest series 22220. Three such icebreakers have been launched by now.

For the first time the power units of the Akademik Lomonosov floating nuclear power plant were connected to the grid in December 2019, and put into commercial operation in May 2020. The supply of nuclear fuel from Elektrostal to Pevek and its loading into the second reactor is planned for 2024. The total power of the Akademik Lomonosov FNPP, supplied to the coastal grid of Pevek without thermal energy consumption on shore, is about 76 MW, being about 44 MW in the maximum thermal power supply mode. The FNPP generated 194 million kWh according to the results of 2023. The population of Pevek is just a little more than 4 thousand, while the FNPP has a potential for supplying electricity to a city with a population of up to 100 thousand people. After the FNPP commissioning two goals were achieved. These include first of all the replacement of the retiring capacities of the Bilibino NPP, which has been operating since 1974, as well as the Chaunskaya TPP, which has already been operating for more than 70 years. Secondly, energy is supplied to the main mining companies in western Chukotka in the Chaun-Bilibino energy hub a large ore and metal cluster, including gold mining companies and projects related to the development of the Baimsk ore zone. In September 2023, a 110 kilovolt power transmission line with a length of 490 kilometers was put into operation, connecting the towns of Pevek and Bilibino. The line increased the reliability of energy supply from the FNPP to both Bilibino consumers and mining companies, the largest of which is the Baimsky GOK. The comprehensive development of the Russian Arctic is a national strategic priority. To increase the NSR traffic is of paramount importance for accomplishment of the tasks set in the field of cargo shipping. This logistics corridor is being developed due regular freight voyages, construction of new nuclear-powered icebreakers and modernization of the relevant infrastructure. Rosatom companies are actively involved in this work. Rosatom Fuel Company TVEL (Rosatom Fuel Division) includes companies fabricating nuclear fuel, converting and enriching uranium, manufacturing gas centrifuges, conducting researches and producing designs. As the only nuclear fuel supplier to Russian NPPs, TVEL supplies fuel for a total of 75 power reactors in 15 countries, for research reactors in nine countries, as well as for propulsion reactors of the Russian nuclear fleet. Every sixth power reactor in the world runs on TVEL fuel. Rosatom Fuel Division is the world’s largest producer of enriched uranium and the leader on the global stable isotope market. The Fuel Division is actively developing new businesses in chemistry, metallurgy, energy storage technologies, 3D printing, digital products, and decommissioning of nuclear facilities. TVEL also includes Rosatom integrators for additive technologies and electricity storage systems. Rosenergoatom, Joint-Stock Company is part of Rosatom Electric Power Division and one of the largest companies in the industry acting as an operator of nuclear power plants. It includes, as its branches, 11 operating NPPs, including the FNPP, the Scientific and Technical Center for Emergency Operations at NPPs, Design and Engineering as well as Technological companies. In total, 37 power units with a total installed capacity of over 29.5 GW are in operation at 11 nuclear power plants in Russia. Machinery Manufacturing Plant, Joint-Stock Company (MSZ JSC, Elektrostal) is one of the world’s largest manufacturers of fuel for nuclear power plants. The company produces fuel assemblies for VVER-440, VVER-1000, RBMK-1000, BN-600,800, VK-50, EGP-6; powders and fuel pellets intended for supply to foreign customers. It also produces nuclear fuel for research reactors. The plant belongs to the TVEL Fuel Company of Rosatom.

New modification of Russian VVER-440 fuel loaded at Paks NPP in Hungary

DECEMBER 14, 2020 — After the recent refueling at power unit 3 of the Hungarian Paks NPP, its VVER-440 reactor has been loaded with a batch of fresh fuel including 18 fuel bundles of the new modification. The new fuel will be introduced at all four operating power units of the Paks NPP, and the amount of new-modification bundles in each refueling will be increased gradually.

Development of the new VVER-440 fuel modification was completed in 2020 under the contract between TVEL JSC and MVM Paks NPP Ltd. Its introduction would optimize the hydro-uranium ratio in the reactor core, enabling to increase the efficiency of fuel usage and advance the economic performance of the power plant operation. All VVER-440 fuel modifications are manufactured at the Elemash Machine-Building Plant, a facility of TVEL Fuel Company in Elektrostal, Moscow Region.

“Introduction of a new fuel is an option to improve technical and economic performance of a nuclear power plant without substantial investment. We are actively engaged in development of new models and modifications of VVER-440 fuel for power plants in Europe. The projects of the new fuels for Loviisa NPP in Finland, Dukovany NPP in the Czech Republic, Mochovce and Bohunice NPPs in Slovakia, are currently at various stages of implementation. Despite the same reactor model, these projects are quite different technically and conceptually, since we take into account the individual needs and requirements of our customers,” commented Natalia Nikipelova, President of TVEL JSC.

The project of development and validation of the new fuel has been accomplished with participation of a number of Russian nuclear industry enterprises, such as OKB Gidropress (a part of Rosatom machine-building division Atomenergomash), Bochvar Institute (material science research facility of TVEL Fuel Company), Elemash Machine-building plant and Kurchatov Institute national research center. At the site of OKB Gidropress research and experiment facility, the new fuel passed a range of hydraulic, longevity and vibration tests.

Paks NPP is the only functioning nuclear power plant in Hungary with total installed capacity 2000 MWe. It operates four similar units powered by VVER-440 reactors and commissioned one by one in 1982-1987. Currently, Paks NPP is the only VVER-440 plant in the world operating in extended 15-monthes fuel cycle. The power plant produces about 15 bln kWh annually, about a half of electric power generation in Hungary. In 2018, the project of increasing the duration of Paks NPP fuel cycle won the European competition Quality Innovation Award in the nomination “Innovations of large enterprises”. Russian engineers from TVEL JSC, Kurchatov Institute, OKB Gidropress, Bochvar Institute and Elemash Machine-building plant provided assistance to the Hungarian colleagues in accomplishment of the project.

    The ICC issued by the RYA will reflect the categories that you have been examined for. You can do an ICC assessment for sail or power boating. The sail category applies to sailing vessels up to 24 metres in length. The power category can apply either (1) to vessels up to 10 metres or (2) to vessels up to 24 metres.
