Scheherazade, lo «yacht di Putin» è stato sequestrato

«The Italian Sea Group comunica che la Guardia di Finanza di Massa Carrara ha dato esecuzione al Decreto di congelamento di risorse economiche del 06 maggio 2022 del Ministero dell’Economia e delle Finanze con il quale è stato disposto il congelamento dell’imbarcazione Sherazade IMO 9809980». Lo annuncia la società di nautica di lusso in una nota in cui sottolinea che ciò «non genererà alcun impatto su tutte le proprie attività che procederanno regolarmente» e che «continuerà a collaborare con le autorità».

I lavori di manutenzione sul misterioso Scheherazade , lo yacht di 140 metri dal valore di 700 milioni di dollari che si sospetta possa essere di Putin, non sono ancora terminati. Il bacino della società privata che lo ospita nel porto di Marina di Carrara è stato però riempito d’acqua e dunque il panfilo avrebbe potuto tornare in mare aperto molto presto. Venerdì 6 maggio è arrivata la notizia del blocco della nave: il ministro Daniele Franco ha firmato il decreto di congelamento dell’imbarcazione di lusso. L’imbarcazione, battente bandiera delle Isole Cayman e ormeggiata a Marina di Carrara, era da tempo all’attenzione delle autorità competenti.

Il motivo non è l’appartenenza del super yacht al capo del Cremlino che non è stata accertata, almeno per ora. Formalmente la proprietà del panfilo è riconducibile all’oligarca Eduard Khudaynatov, ex presidente di Rosneft e proprietario di Villa Altachiara, la residenza sul promontorio di Portofino dove morì la contessa Francesca Vacca Agusta . E anche se c’è il sospetto, da parte dei servizi segreti americani e del team del dissidente russo Alexsej Navalny che Putin possa avere a disposizione questo lussuoso gioiello galleggiante, manca la prova regina. Adesso però è l’ufficiale proprietario a rischiare provvedimenti. L’Italia, secondo l’ Ansa , ha chiesto che il nome di Khudaynatov sia inserito nella black list europea e, in attesa che questo avvenga con conseguente sequestro ( un altro oligarca, Andrey Melnichenko, ha messo in mano a un pool di avvocati la pratica del suo yacht da 530 milioni sequestrato a Trieste dalla Guardia di Finanza, ndr ), lo yacht è stato «congelato» con un provvedimento del ministero dell’Economia. A chiamare lo Scheherazade «lo yacht di Putin» erano stati, come riportato dal New York Times, alcuni membri dell’equipaggio. Poi, dopo smentite e contro smentite, erano stati pubblicati i nomi dei membri dell’equipaggio e l’ipotesi Putin aveva preso ancora più forza.

La rivelazione di Navalny

Il team di Aleksei Navalny, l’attivista politico russo avversario di Putin prima avvelenato e poi imprigionato nelle carceri di Mosca, aveva rivelato che nella lista dei 23 nomi dell’equipaggio compilata a Carrara il 17 dicembre del 2020 (la yacht arriva spesso in Toscana per lavori di manutenzione) apparivano nomi legatissimi al leader del Cremlino . Secondo Maria Pevchikh e Georgi Alburov, due persone del gruppo vicino al dissidente Navalny, «il numero due dello yacht si chiama Sergey Grishin, registrato nelle rubriche telefoniche di diverse altre persone come Sergei G Fso. A seguire, c’è Anatoly Furtel, residente a via Furmanova, 10, a Sochi, sede dell’ufficio dell’Fso che garantisce la sicurezza della residenza del presidente di Bocharov Ruchey». Un altro membro dell’equipaggio sarebbe Evgheny Schvedov, ufficiale di sicurezza per l’unità militare 38974, che poi risulta essere sempre l’Fso per il Caucaso. Putin avrebbe scelto Scheherazade dopo aver trasferito il precedente yacht, chiamato Graceful, all’oligarca Gennadi Timchenko.

Italy won't say who's paying for the care of a $700 million superyacht tied to Putin

The Scheherazade, a 460-foot superyacht, has been held in Italy since May 2022 in response to Russia's invasion of Ukraine. It is believed to have ties to Russian President Vladimir Putin.

The Scheherazade superyacht was impounded by the Italian government in May 2022 in response to Russian President Vladimir Putin's invasion of Ukraine. Instead of falling into disrepair, Italy has allowed its owner to maintain and refit the vessel, but it won't disclose who is footing the bill.

The Financial Times reported on Sunday that the vessel has been held at port in Marina di Carrara, located almost 90 miles northwest of Florence, since it was impounded by authorities in the spring of 2022. For over a year, the Italian government has permitted the owner to continue paying for the ship's staff, its maintenance and refitting of the vessel. But Italy won't identify the owner.

Italy's Finance Ministry said in a May 2022 news release that the superyacht had "significant economic and business links" with "prominent elements of the Russian government" but didn't name the owner of the ship.

According to the website SuperYachtFan , the 460-foot superyacht belongs to Russian billionaire Eduard Khudainatov. However, Bloomberg News reported in 2022 that he is a "straw owner" of the superyacht — as well as another ship — and that the Scheherazade actually belongs to Putin.

The Financial Times reported that the Scheherazade has 22 cabins, two helicopter decks and a spa and that it's being refitted by the Italian Sea Group. NPR reached out to the Italian Sea Group for comment but did not hear back before publication.

The United States created Task Force KleptoCapture in the wake of Putin's war against Ukraine, aiming to hold Russian oligarchs accountable for evading sanctions. In its one year of operation, the task force has brought charges to at least 35 individuals and entities, NPR previously reported.

Part of those efforts included seizing luxury items belonging to billionaires with ties to the Kremlin. This includes items like a 348-foot yacht seized in Fiji in May 2022, which is valued at about $300 million and is now sitting in San Diego.

Mantenere lo yacht di Putin costa un sacco di soldi all’Italia

È ormeggiato a marina di carrara da quasi due anni, ed è gestito dall'agenzia del demanio che ha speso quasi 5 milioni di euro per pagare la manutenzione e parte dell'equipaggio.

Ormai gli abitanti di Marina di Carrara, in Toscana, non fanno più caso al profilo imponente dello yacht Scheherazade, sequestrato quasi due anni fa dalla Guardia di Finanza. Appartiene formalmente alla Bielor Asset Ltd dell’oligarca russo Eduard Khudaynatov, che secondo diverse inchieste giornalistiche è un prestanome del presidente russo Vladimir Putin: qui in effetti tutti lo chiamano “lo yacht di Putin”.

Percorrendo in auto viale XX Settembre, la strada che collega Carrara al mare, lo Scheherazade è visibile a una certa distanza prima di arrivare al porto. Visto da vicino è ancora più imponente. È ormeggiato a una delle banchine di Italian Sea Group, una delle aziende nautiche più importanti in Italia che si sta occupando di mantenerlo in buone condizioni. È un lavoro continuo e piuttosto costoso per lo Stato italiano: la spesa è arrivata a quasi cinque milioni di euro e aumenterà con il passare del tempo.

Il molo a cui è ormeggiato lo Scheherazade è di fronte al bar del club nautico di Marina di Carrara, dove non è raro imbattersi in qualche curioso arrivato apposta per fotografarlo. Lo yacht è lungo 140 metri, ha 6 piani e 22 grandi cabine di lusso con bagni in marmo, una strumentazione all’avanguardia, due piattaforme per l’atterraggio di elicotteri, un piccolo cinema, una sala da ballo, una palestra con sauna, bagno turco e una sala di crioterapia. Gli interni sono stati progettati dal designer francese François Zuretti. Secondo diverse stime è costato intorno ai 700 milioni di euro.

È stato sequestrato il 6 maggio 2022 dalla Guardia di Finanza in seguito a un decreto d’emergenza del ministero dell’Economia. È un sequestro conservativo, o “congelamento”: non serve a evitare che una persona indagata inquini le prove o a interrompere un reato.

Il congelamento invece pone un vincolo: i beni congelati non possono essere né messi all’asta né assegnati a comunità e associazioni come accade per i beni sequestrati alla mafia. Restano di proprietà delle persone a cui sono stati requisiti, e nessuno può utilizzarli: se per esempio un istituto finanziario mette in atto qualche operazione con il denaro presente su un conto congelato, commette un reato. Non si può parlare nemmeno di confisca, una pena definitiva che può essere stabilita solo dopo una sentenza di condanna.

Lo Scheherazade batte bandiera delle isole Cayman e nelle estati del 2020 e del 2021 è stato segnalato a Sochi, sul mar Nero, proprio dove Putin ha trascorso lunghi periodi durante la pandemia. Indagini fatte negli Stati Uniti hanno accertato che lo yacht è intestato alla Bielor Asset, una società offshore delle isole Marshall.

Pochi giorni dopo l’invasione russa in Ucraina, in seguito alle prime sanzioni introdotte dai paesi occidentali, la Bielor Asset ha cambiato amministratori. Alla guida dell’azienda è stato nominato Eduard Khudaynatov, un oligarca molto vicino al presidente russo. In passato Khudaynatov aveva lavorato per l’azienda energetica Gazprom per poi diventare l’amministratore delegato del gruppo petrolifero Rosneft, nel 2010. Khudaynatov è entrato nella lista degli imprenditori sanzionati dall’Unione Europea soltanto il 3 giugno 2022: oltre allo Scheherazade gli erano stati intestati altri due yacht di lusso, l’Amadea sequestrato negli Stati Uniti e il Crescent in Spagna.

Come avviene sempre in casi simili, il ministero dell’Economia ha affidato il congelamento dello yacht al Csf , il Comitato di sicurezza finanziaria del ministero dell’Economia e delle Finanze, presieduto dal direttore generale del Tesoro e composto da 15 membri che arrivano da vari ministeri, istituti pubblici finanziari e forze dell’ordine.

La gestione del bene congelato spetta invece all’Agenzia del Demanio, l’ente pubblico che gestisce il patrimonio immobiliare dello Stato. Secondo il decreto legislativo 109 del 2007, l’Agenzia del Demanio può nominare un custode o un amministratore che si occupi del bene congelato. Il congelamento dura sei mesi, «rinnovabili nelle stesse forme fino a quando ne permangano le condizioni». Le risorse economiche congelate non possono essere spostate o utilizzate per ottenere «fondi, beni o servizi».

All’Agenzia del Demanio spetta anche la «custodia, l’amministrazione e la gestione delle risorse economiche oggetto di congelamento», e quindi anche la spesa per il mantenimento e la conservazione dei beni. Le spese per lo Scheherazade sono significative. Va pagato lo stazionamento in porto, oltre a una parte di equipaggio: serve almeno un comandante, un tecnico macchinista, un motorista e personale dedicato alla cura e alla gestione degli interni. Se rimanesse completamente incustodito potrebbe essere danneggiato dalla ruggine e dalla muffa. Di tanto in tanto vanno azionate le eliche e vanno controllati gli ormeggi per evitare rotture in caso di vento forte. Negli ultimi mesi lo yacht ha avuto bisogno anche di interventi di refitting , cioè la riparazione dello scafo e il rinnovo degli interni.

Lo scorso novembre Maria Pevchikh, dirigente della Fondazione anticorruzione FBK – la più celebre tra le organizzazioni fondate dall’oppositore russo Alexei Navalny – ha pubblicato un tweet per denunciare la scomparsa dello yacht dal cantiere navale dell’Italian Sea Group a Marina di Carrara. In realtà lo Scheherazade era stato solo spostato in un’area coperta per alcuni interventi di manutenzione, che non sono ancora conclusi: parte della poppa, la parte posteriore della barca, ha bisogno di essere riverniciata perché danneggiata.

Secondo diverse stime, gli interventi sono costati allo Stato italiano quasi cinque milioni di euro. Non è possibile ricostruire la spesa con precisione perché le informazioni del CSF e dell’Agenzia del Demanio sono coperte da segreto. Interpellata, Italian Sea Group ha confermato soltanto che sono in corso lavori di refitting , senza rivelare particolari in merito agli interventi necessari e ai costi. Nel tardo pomeriggio di un giorno di inizio febbraio tutte le luci erano accese, su tutti i piani, anche se all’interno non sembrava esserci nessuno.

La legge prevede che quando lo yacht sarà restituito il proprietario dovrà risarcire lo Stato italiano per le spese sostenute. L’Agenzia del Demanio ha infatti «diritto di recupero nei confronti del titolare del bene in caso di cessazione della misura di congelamento». Ogni tre mesi, l’Agenzia del Demanio deve inviare al CSF una relazione sullo stato del bene congelato.

Lo Scheherazade tuttavia è soltanto uno dei beni sequestrati agli oligarchi russi. A Trieste è ormeggiato il Sy A, uno yacht a vela disegnato da Philippe Starck del valore di circa 530 milioni di euro. È di proprietà di Andrey Igorevich Melnichenko, principale azionista e membro dei consigli di amministrazione del produttore di fertilizzanti EuroChem e della società energetica Suek. Il suo mantenimento è perfino più costoso rispetto a quello dello Scheherazade: si stima che finora lo Stato abbia speso 15 milioni di euro. Nella lista ci sono poi il Lena, che vale 50 milioni di euro, il Lady M da 65 milioni, il D2 da 3 milioni.

Al giornalista Vladimir Solovyev sono state congelate 19 proprietà immobiliari sul lago di Como, soprattutto ville. A Porto Cervo, in Sardegna, sono state sequestrate villa Pucci, villa Fabbri, villa Primavera e villa Dolce Drago: sono dell’oligarca Viatcheslav Moshe Kantor. È invece di Alexei Mordashov un complesso immobiliare ora congelato a Olbia, in località Portisco, del valore di circa 105 milioni di euro. Mordashov è, secondo Forbes , l’uomo più ricco di Russia, con un patrimonio stimato di 29,1 miliardi di dollari. È azionista di maggioranza del gruppo dell’acciaio Severstal.

La Guardia di Finanza ha sequestrato diverse altre ville in Sardegna, in Toscana, a Portofino e a Roma, tutte proprietà di oligarchi o persone legate a imprenditori russi. Nella lista delle proprietà congelate ci sono anche alcune aziende. In totale sono stati congelati beni per un valore di poco più di 2 miliardi di euro.

Il mantenimento di yacht, ville e aziende costa ogni anno alcune decine di milioni di euro allo Stato italiano. L’Agenzia del Demanio potrebbe utilizzare utili eventualmente prodotti dai beni per pagare le spese di manutenzione, ma tutti i beni congelati risultano inutilizzati: non garantiscono entrate, e per questo le spese vanno coperte con un fondo stanziato nel bilancio dello Stato.

L’Italia non è il solo paese alle prese con questo problema. Secondo la Commissione Europea, in totale sono stati congelati beni per 269 miliardi di euro. Negli ultimi mesi i funzionari dei paesi del G7, di cui fa parte anche l’Italia, hanno iniziato a discutere di cosa fare di tutti questi beni, compresi i conti correnti di investimenti russi in Europa. Si è ipotizzato, per esempio, di utilizzarli come garanzia per ottenere prestiti bancari per finanziare la ricostruzione dell’Ucraina. Finora, tuttavia, alle ipotesi non sono seguite trattative più concrete per via delle possibili ritorsioni della Russia, che si è detta pronta a sequestrare a sua volta beni occidentali.

Italian authorities urged to seize six-deck luxury vessel linked to Russian president

A small Italian town on the Tuscan coast is the epicentre of an investigation to discover the owner of one of the world’s biggest and most expensive superyachts.

The Guardian said the “mysterious 140-metre-long, six-floor” vessel, called the Scheherazade, is facing scrutiny from the Italian police and locals in Tuscany’s port of Marina di Carrara.

Activists working with jailed Russian opposition leader Alexei Navalny are convinced that the yacht, which is worth $700m (£528m), is owned by Vladimir Putin .

Researchers said that almost half of the Russian crew members that had been traced were employed by Russia’s Federal Security Service, which handles security for high-ranking officials including the president.

“They are Russian state employees, military personnel, and they regularly travel to Italy as a group to work on the mysterious yacht,” investigative journalist Maria Pevchikh wrote on Twitter .

However, the ship’s captain, Guy Bennett-Pearce, a British national, denied that Putin owned the yacht or had even set foot on it. “I have never seen him. I have never met him,” Bennett-Pearce told The New York Times , adding that its owner was not on any sanctions list.

The paper said that even by the standards of the “hyper-confidential world of superyachting”, there was an “unusual degree of secrecy” surrounding the Scheherazade.

Contractors and crew members have signed non-disclosure agreements, and the ship has a cover to hide its name plate. A tall metal barrier has also been erected on the pier to partly obscure the yacht from onlookers.

The Sun said the “sickening luxury” allegedly enjoyed by Putin on board includes “countless swimming pools, a spa, a sauna, a theatre, ballrooms, a gym, and two helipads”. Bathrooms are “adorned with gold toilet-roll holders and taps”, and the vessel even has its own hospital.

“Personal touches for the despot” reportedly include a judo gym adorned with framed pictures of black belts, as well as “the biggest TV on a yacht”, measuring in at 4.5 metres, that cost a million euros to install.

Tory MP Tom Tugendhat told the paper that “Putin’s pampered nautical palace” was “launched with cash stolen off the Russian people and now floats off the Italian Riviera showing us all the action we should take”.

Speaking to the Italian parliament via video link yesterday, Ukraine’s President Volodymyr Zelenskyy urged the authorities to seize the yacht. “Don’t be a resort for murderers,” he said. “Lock all their real estate, accounts and yachts – from the Scheherazade to the smallest ones.”

Drone Footage Shows Superyacht Under Investigation for Putin Links

US intelligence officials told the New York Times that they were investigating a superyacht docked in Italy for possible links to Russian President Vladimir Putin.

The yacht, named Scheherazade, is docked at Marina di Carrara on the west coast of Italy.

The Italian Sea Group, which runs the port, said in a statement that the yacht was not associated with Putin.

“The Italian Sea Group, on the basis of the documentation in its possession and following the findings of the checks carried out by the relevant authorities, declares that the 140 meter yacht Scheherazade, currently in the shipyard for maintenance work, is not attributable to the property of Russian President Vladimir Putin,” the group said. Com'è lo yacht

L'interno del yacht è progettato da Zuretti Yacht Design. E' in grado di ospitare almeno 18 ospiti e un crew di 40. Secondo quanto si legge sul sito Superyachtfan ha una piattaforma di atterraggio per elicotteri, una piscina con copertura a scomparsa che si trasforma in una pista da ballo, la palestra attrezzata e gli infissi dorati nei bagni. Oltre a un cinema e diverse aree di intrattenimento. Ha anche un sistema di crash dei droni, che letteralmente schianta i droni dall'aria.

In the wake of widespread sanctions against Russia and the subsequent seizing of oligarchs’ assets , Russian crew members aboard a $700 million superyacht potentially linked to President Vladimir V. Putin have quit their jobs amid scrutiny of the luxurious 459-footer.

The mysterious vessel in question, which goes by the name of Scheherazade , has sparked a wave of controversy over the past two weeks while dry docked in the port of Marina di Carrara in northern Tuscany as officials struggle to identify the official owner.

The Russian crew members, however, had been fixtures in the small town since the fall of 2020 when the Lürssen yacht first arrived, as reported by the New York Times . Local union leaders and workers say the crew abruptly left their jobs and the coastal town following international investigations into the yacht’s ownership.

“They were replaced by a British crew,” Paolo Gozzani, the local leader of Italy’s General Confederation of Labor trade union, told the Times on Wednesday. “I don’t know and don’t care whether the yacht is indeed Putin’s or not, but I worry about the repercussions on shipyard workers if police impound or confiscate the vessel.”

Scheherazade ’s real ownership appears to be shrouded by various shell companies. This week, though, Russian opposition leader Aleksei A. Navalny and his team published a video they say proves the six-decker belongs to Putin or one of his closest associates. That’s based on a 2020 crew manifest which showed a dozen of Scheherazade ’s Russian crew members either worked for or had a connection with Russia’s Federal Protective Service.

US intelligence officials also said this month they had found initial indications that the glitzy superyacht was linked to Putin, but would not describe what information they had.

Captain Guy Bennett-Pearce, meanwhile, told the Times that Putin had no stake in the yacht, but declined to name the owner. Bennett-Pearce has said that he would provide Italian police with documents stating the owner’s name.

Similarly, the Italian Sea Group, which owns the shipyard where Scheherazade is currently docked, said that, based on “checks carried out by relevant authorities,” the yacht is “not attributable to the property of Russian President Vladimir Putin.”

Italy’s finance police, who have been looking into Scheherazade ’s ownership for weeks, told the Times that the investigation was continuing but provided no other details. Until the marine mystery is solved, Scheherazade will stay exactly where she is.

How can a $700 million superyacht sitting in an Italian port ‘belong to no one’? Russian sleuths say it’s Putin’s

In the legend of Tales From the Thousand and One Nights , Scheherazade is a beautiful virgin who escapes being murdered by the king by telling him stories at night.

Scheherazade is also President Vladimir Putin’s $700 million superyacht, according to Russian investigative journalists—and its ability to survive being seized by Western governments will require far more cunning than storytelling.

The yacht, currently moored in the Marina di Carrara on Italy’s Tuscany coast, is gargantuan, even by the outsize dimensions of Russian oligarchs’ superyachts. At about 459 feet long , it has six levels of decks, two helipads with a hidden helicopter hangar, a spa, huge living room and dining room, a swimming pool and three saunas, as well as an upper-level “owner’s area” that includes its own private spa.

“Belongs to no one”

For weeks, there have been questions about who owns the superyacht, which is registered in the Cayman Islands through a shell company. But on Monday, the group headed by jailed Russian activist Alexis Navalny claimed in a YouTube video that the vessel belongs to Putin himself.

“On paper, it belongs to no one, and sits quietly in an Italian port,” the video says in Russian. “Watch the video, and you will find out how Putin owns this yacht through figureheads, and how we can take this yacht away from him.”

The group obtained the all-Russian crew list for the yacht, and found that almost all of them were employed by Putin’s security detail, the Federal Protective Service, known by its Russian acronym FSO.

Earlier this month, the Scheherazade’ s British captain, Guy Bennett-Pearce, told the New York Times he was under “a watertight nondisclosure agreement” about who the superyacht’s true owners were, but claimed he had never seen Putin on board.

But Navalny’s group says the crew’s employment status suggests that the Russian leader owns the vessel. If that hunch is correct, it would be subject to immediate seizure under U.S., U.K., and European Union sanctions.

Superyachts have been one of the most visible signs of Russian oligarchs’ mammoth wealth—and, recently, one of the most often seized. French police seized a $120 million vessel allegedly owned by Igor Sechin, head of the Russian oil giant Rosneft, on the Mediterranean coast earlier this month . Spanish officials impounded  two more yachts, including the Crescent , a 443-foot superyacht also thought to belong to Sechin.

Another boat, owned by former KGB agent Vladimir Strzhalkovsky, was stranded in Norway when no one would sell it fuel. And on Monday, the 460-foot superyacht Solaris , owned by the sanctioned billionaire oligarch Roman Abramovich, was spotted parked in the harbor of Bodrum, Turkey; that country has not implemented sanctions.

Putin’s $200 billion

Western governments face a daunting task in tracking down Putin’s true wealth, which could amount to some $200 billion, according to financier Bill Browder, who told the U.S. Senate Judiciary Committee in 2017 that Putin’s inner circle of oligarchs split their billions 50-50 with the Russian president. The assets include a $1.3 billion mansion on the Black Sea, funded through a Russian health project in which Putin allies were vastly overpaid for medical supplies.

The Scheherazade , in fact, might not be Putin’s only superyacht. Last month, the vessel Graceful made a hurried departure from its berth in Hamburg as the EU was drafting tough new sanctions just days before Putin sent Russian tanks into Ukraine. Believed to be linked to Putin, that superyacht is thought to be worth $100 million .  

But untangling ownership details, and pinpointing them to Putin, will be immensely complicated.

In that, Navalny’s team has joined forces with the Organized Crime and Corruption Reporting Project, or OCCRP, a Sarajevo-based group of investigative journalists, to create a database of oligarch wealth. It publishes its “ Russian Asset Tracker” in Russian , English, and Spanish.

The journalists say they are focusing on “a new generation of wealthy men obedient to Putin”—many of whom are now under Western sanctions and whose funds Western governments believe are crucial to funding the Ukraine war. The database lists mansions, superyachts, private planes, and other property, so far totaling about $17.5 billion. The group is sure that will grow, and invites people to send details of “anything we’ve missed.”

“Figuring out who owns what, and how much of it, is a tall order even for experienced police investigators,” the journalists say. “We decided to follow the trail.”

Satellite image shows super yacht linked to Putin out of reach of sanctions

As Europe and the U.S. bear down with a raft of aggressive sanctions targeting Russian President Vladimir Putin, the super yacht he is believed to own has found safe harbor in a highly militarized port in Russian territorial waters. In new satellite imagery obtained by CBS News, the yacht can be seen docked in a port in Kaliningrad, near Russia's nuclear weapons operations. 

Experts say Putin's luxury vessel has become a symbol not only of his vast hidden wealth, but also of how challenging that money has been to find. 

"He's a KGB agent, so he's crafty. He knows how to hide when he needs to," said John Smith, former director of the Treasury Department's Office of Foreign Assets Control, which administers and enforces all foreign sanctions.

Data from MarineTraffic, a global intelligence group, shows Putin's alleged yacht, the Graceful, left Germany two weeks before the invasion of Ukraine . 

Putin's government salary is said to be about $140,000, but that doesn't begin to explain the mansions, million-dollar watch collection and over-the-top yacht. 

"It would be fair to say he's among the richest men in the world," Smith said. 

Though he sells himself as a man of the people, his wealth is estimated to be more than $100 billion. 

Putin's critics allege he also has a cliffside palace that includes an amphitheater and a personal tunnel to the beach that doubles as a security bunker. 

"Of course, he doesn't acknowledge it as being his own," Smith said. "It doesn't fit with the public persona that he's trying to create to actually acknowledge it." 

Putin relies on his oligarch friends to shield his fortune from sanctions, Smith said. 

"So if he asked them to do something, they do it in terms of hiding assets, squirreling them in different parts of the globe, they will do what he needs," he said. 

Those who have tried to expose Putin's fortune have done so at great personal risk. 

Putin critic Boris Nemtsov was assassinated on a bridge in the shadow of the Kremlin in 2015. Sergei Magnitsky died in 2009 under questionable circumstances in prison after he exposed $230 million in fraud by Putin's friends. Putin publicly condemned Nemtsov's murder and claimed Magnitsky died of a heart attack.  

His most recent No. 1 critic, Alexei Navalny , who helped expose Putin's lavish palace, emerged as a political rival and found himself repeatedly jailed. He nearly died after being poisoned two years ago, though Putin has denied responsibility for the poisoning. 

"Putin's wealth is one of the most dangerous topics," said Russian journalist Roman Badanin, who spent two decades investigating Putin's financial web. 

Badanin said Russian authorities sought to intimidate and silence his reporting team. Six months ago, he reached his breaking point. 

"I fled the country. My apartment was searched twice. I have like three criminal charges against me back in Russia," he said. 

In his State of the Union address, President Biden said the U.S. and its allies are waging economic war on Putin and Russian oligarchs. 

"We are joining with our European allies to find and seize your yachts, your luxury apartments and your private jets," Biden said. 

On Wednesday, the Justice Department announced the formation of a new task force that would target Russian oligarchs. 

"Russia is not a transparent economy," Smith said. "The U.S. and our allies have decent information on some of [Putin's] assets, I think a lot will remain a mystery for a long time in the future." 

The biggest financial hit for Putin would be sanctions on the energy sector, which Smith says the Russian president has used to build up his wealth for years. So far, Washington and the Europeans have been hesitant to do that.

MARINA DI CARRARA, Italy— The Italian police are in a race to finish investigating the ownership of a $700 million superyacht, which U.S. officials say is linked to President Vladimir V. Putin of Russia, before the vessel is put to sea and able to elude possible sanctions.

They may be running out of time.

After spending months dry-docked in the Tuscan port of Marina di Carrara, the 459-foot vessel, called the Scheherazade, was put into the water again on Tuesday. Crew members milled about topside as water slowly filled the dry dock. The British captain, who had previously spoken to reporters, did not respond to questions.

A former crew member said that the ship could be ready to sail immediately, but that first it was likely to undergo sea trials to check its equipment — common for a ship that has been under repair and, in this case, in port since September.

The Scheherazade has so far avoided the fate of some luxury yachts linked to powerful Russians, which have been seized in the effort by the European Union, Britain and the United States to go after the wealth of oligarchs and officials in Mr. Putin’s inner circle in response to the Ukraine invasion. In March, the Scheherazade’s captain, Guy Bennett-Pearce, said the vessel’s owner — whom he didn’t identify — was not on any sanctions list. The Italian media reported that the owner was Eduard Khudainatov, an oil tycoon not currently under sanctions. He is a longtime associate of Igor Sechin, a close Putin ally and chairman of the Russian state-owned oil company Rosneft, who is believed to be the owner of a superyacht seized in March.

Mr. Khudainatov’s ownership of the Scheherazade could not be independently verified. If indeed he is the owner, it may be only on paper. His name has also come up in the case of another superyacht, The Associated Press earlier reported: the Amadea , which shares an exterior designer, interior designer and builder with the Scheherazade. On Tuesday, Fiji’s highest court gave the United States permission to seize the $325 million Amadea, which has been held in the South Pacific nation since last month. According to an American official, the vessel’s owner is Suleiman A. Kerimov , a billionaire gold magnate from Russia who has been under U.S. sanctions since 2018; defense lawyers claim the true owner is Mr. Khudainatov, The Associated Press reported.

The former Scheherazade crew member, who spoke on the condition of anonymity because of a nondisclosure agreement that workers on the ship signed, had never heard of Mr. Khudainatov and said it was openly discussed onboard that the Scheherazade’s real owner was Mr. Putin. Soon after The Times first wrote about the Scheherazade in early March, U.S. officials said the yacht had ties to Mr. Putin, without offering specifics. A team of journalists working for the jailed Russian opposition leader Alexei Navalny obtained a list of crew members and found that many of them were employees of the Russian agency that guards Mr. Putin.

A spokeswoman for Italy’s financial police, which has been leading the national and international inquiry into the Scheherazade’s ownership, said that, should the vessel leave before their investigation concluded, there would be nothing that authorities could do to stop it.

Three port workers said that the authorities appeared to be keeping an eye on the yacht, which has been adjacent to a police station and the Coast Guard while in dry dock; a police helicopter makes daily fly-bys, they said. The workers, who were not authorized to speak to the press, asked that their names not be disclosed.

A retired shipyard employee, Roberto Franchi, said that if the Scheherazade “is floating, it can move relatively quickly.”

It isn’t clear where the ship would go, but the movements of Russian-owned superyachts that have successfully dodged American, European Union or British sanctions offer some possibilities. Two vessels that belong to the billionaire Roman Abramovich, who faces British and E.U. sanctions, have been in Turkish waters for weeks. Others have loitered in the Maldives, an island nation in the Indian Ocean. The Nord, owned by the billionaire Alexei Mordashov, went much farther afield, arriving at the Russian Pacific port of Vladivostok at the end of March, according to data from Marine Traffic, which tracks vessels.

Those superyachts escaped the fate of the Amadea and a growing list of others, including Sailing Yacht A, owned by the billionaire Andrey Melnichenko and impounded by the Italian police in March; and the Crescent, sister ship of the Scheherazade, impounded in Spain. Reuters, citing a person in the Spanish police, reported that the Crescent was believed to belong to Mr. Sechin.

Here in Marina di Carrara, port workers and other people with access to the shipyard saw a flurry of activity by the Scheherazade’s crew: removing the white plastic screens that protected the decks during the repairs, cleaning the ship, loading supplies. Last week, they said, fuel trucks filled the vessel’s enormous tanks, while crew members carefully moved wrapped cases onboard.

As the sun set on Tuesday, a young couple had their aperitivo drinks at a bar overlooking the shipyard.

“Look, Putin’s yacht is still here,” Massimo Giovi, a 25-year old student, joked. “If that goes, it will change the skyline here.”

Poi, serata a Lecce, in piazza Duomo, per ammirare “Core Meu”, spettacolo che unisce musica e danza, creato dal coreografo Jean-Christophe Maillot e cucito addosso alle note della pizzica salentina suonate dal vivo da Antonio Castrignanò e Taranta Sounds. L'evento, che ha debuttato nel 2019 nel tempio monegasco del Forum Grimaldi, approda per la prima volta in Italia. Di certo, la principessa è una fan della prima ora dello spettacolo e i ben informati sanno che nei giorni scorsi ha assistito con entusiasmo a tutte le prove.
