American 14.6 or 18

Does anyone have experience with either of these boats? I'm looking for something I can trailer easily behind my Subaru impreza wrx, can occasionally seat 4 adults, and is stable. I'm willing to sacrifice performance for this. The com-pac picnic cat also looks appealing. Thanks, Bill

A little experience I have sailed quite a bit in Americans. They are OK -nothing special. They are not particularly sturdy, so you have to take very good care of them. They are simple, so there is not too much to do. You can seat four adults in them, but there is not much room for comfort. If you want basic, fairly slow sailing sitting upright for four people you will be fine with the American boats. You might want to make sure that you can put a small trolling motor on them - the ones I used had no motor and no place for one, so if you got caught out and the wind dies, you'll be out there for a while. I would look around - depending on your budget you might be able to do better.  

O'Day Daysailer ?? At just under 17 feet, an O'Day Daysailer may suit the purpose even better. There were zillions made and used (for family use, not racing) are available all over the place for $800 - $2,000 complete (boat, trailer, decent sails). Virtually all parts are still available at Cape Cod Shipbuilding and D&R Marine. There's a very active Class Association and website ( DaySailer.org ) with forums, classifieds, etc. It accomodates 4 adults quite well (3 on the high side while one stays low) and the boom clears heads without ducking. It will plane in wind > 12 knots or so and we've clocked over 9 MPH on our handheld GPS on an inland lake. I'm in my mid-50s and my wife and I can be in the water within 15 minutes of reaching the ramp... about the same at pull-out. Daysailers were produced in two basic flavors (same hull, rigging, sails for both). Earlier models (60s into early 80s), the DS I, had an open cuddy and mahogony floorboards and coamings with a centerboard operated by a lever. The DS II was produced late 70s thru the 80s (There was a short time, I think, when both models were produced). The DS II is all plastic and its cuddy is semi-enclosed and can be secured with hatch boards. The DS II centerboard is raised / lowered by a line-block design (some feel is inferior to the DS I's lever). DS II Seating goes all the way to the transom (the DS I has a 1-foot rear deck that takes away some cockpit space). I replaced my DS II when I came across a very nice DS I at a great price. I like the saltier look of the wood coamings and floorboards and the open, more accessible cuddy. But if you are mooring or dry-sailing where security is a concern, the DS II with its enclosed lockable cuddy may be the better choice. One step up performance-wise, still with readily available parts, an active Class Association and room for four is the 18 foot Chrysler Buccaneer (still made by Nickols).

American Sail American 14.6 The American 14.6 is designed for the beginning sailor or those who are seeking a large, stable sloop that offers hasslefree sailing. This sturdy, deep-cockpit daysailer features a 6-foot 2-inch beam, glass kick-up rudder, weighted glass centerboard, and a large built-in storage compartment under the deck. The large cockpit offers room for four adults with generous freeboard, comfortable seats and backrest, and includes locations for two drink coolers at the end of the seats. The hull is designed to be 80-percent self-bailing, and floats high in the water with a minimum 4-inch draft when empty. Simplicity is enhanced with color-coded main and jib lines, and features simple up and down colored lines for centerboard control. The tabernacle mast allows for quick stepping and easy retrieval at the end of the day. The American 14.6 is also equipped with an advanced rudder system that can be raised or lowered from the cockpit and is designed to kick-up and spring down as necessary. Tide conditions could complicate search and rescue operations, CNN meteorologist says

Officials are conducting search and rescue efforts in Baltimore on Tuesday after a cargo ship hit the Francis Scott Key Bridge, causing it to collapse. At least eight people were on the bridge when it fell, and at least six of them are still unaccounted for, according to Maryland Transportation Secretary Paul Wiedefeld.

But, weather conditions in and above the water of the Patapsco River could complicate search and rescue operations, CNN Meteorologist Derek Van Dam said.

A full moon spring tide is bringing two main impacts: coastal flood advisories around the Chesapeake Bay and dangerous rip currents, Van Dam said.

Another contributing factor is the way the water is moving. Water from the Patapsco River will flow out of Baltimore Harbor as low tide approaches Tuesday afternoon. Then, during high tides, there will be a reversal, with water coming back into the harbor. Van Dam said this could mean more difficult conditions for search and rescue boats.

Additionally, the cold water temperatures could be dangerous for people still in the water. Right now, the water in the Patapsco River is about 40-50 degrees. The human survivability at that temperature is one to three hours.

How federal funding from the bipartisan infrastructure law could be used to rebuild the bridge

President Joe Biden said Tuesday that it’s his intention that the “federal government will pay for the entire cost of reconstruction in that bridge.”

It’s possible that some of the funding could come from the  bipartisan infrastructure law  – one of Biden’s key legislative accomplishments that passed in 2021.   It authorized $550 billion in new federal investments. As with any massive spending package with hundreds of funding streams, it's difficult to track exactly how much money remains. But the money is being disbursed over a five-year period, so there will be funds available through 2026. 

Most of the money passes through the US Department of Transportation and is awarded to states and projects on an annual basis through one of two ways:

  • Some funds are sent to the states based on a formula, which is typically used to fund highway and bridge projects. The state selects those projects. A lot of the formula programs have long been sending federal money to states annually but are now delivering much more funding during the five-year period covered by the infrastructure law. Overall, 47% of the formula funding made available by the infrastructure law had been awarded by November 2023, according to the  Brookings Institution .
  • But even more funds are available and   awarded through competitive grant programs for which communities can apply to receive money for specific projects.  For example, the  Bridge Investment Program  funds major projects that cost up to $100 million.

After   a   447-foot-long, four-lane bridge collapsed in Pittsburgh in 2022 — hours before Biden was scheduled to visit the city —  money from the infrastructure law  helped rebuild the bridge quickly without affecting funding for other critical projects in the region. The bridge reopened within one year.

President Joe Biden said he will visit Baltimore soon following the collapse of the Francis Scott Key Bridge Tuesday morning.

Responding to a question about whether he planned to visit Baltimore, Biden said, "I do, and as quickly as I can."

The president did not provide specifics on when he plans to visit.

Biden says he wants federal government to pay for rebuilding collapsed bridge

President Joe Biden said Tuesday he wants the federal government to bear the full cost of rebuilding the Francis Scott Key bridge after it collapsed in Baltimore Tuesday morning.

That could include funding from the Federal Highway Administration, as well as funding from the Bipartisan Infrastructure Law that provides competitive grants to improve the nation’s bridges. But it could require additional funding from Congress.

"It's my intention that the federal government will pay for the entire cost of reconstructing that bridge," Biden said from the White House. "I expect the Congress to support my effort — this is going to take some time."

Responding to a reporter who asked whether the company who owns the container vessel Dali, which collided with the bridge and caused the collapse, should pay for the bridge's reconstruction, Biden said, "We're not going to wait for that to happen."

He continued, “I’ve directed my team to move heaven and earth to reopen the port and rebuild the bridge as soon as humanly possible,” adding that the federal government will work “hand in hand” with the state of Maryland.

There is no indication that the collapse of the Francis Scott Key bridge in Baltimore was the result of an intentional act, President Joe Biden said from the White House Tuesday morning.

The president promised a large response from the federal government, and said he has spoken with Maryland Gov. Wes Moore, along with Maryland's two senators.

Biden noted he has traveled over the Francis Scott Key bridge "many, many times" during his commutes between Washington, DC and Delaware.

The president will continue to receive updates about the collapse and search-and-rescue efforts throughout the day, the White House said.

As the response to the Baltimore bridge collapse  shifts  from a search-and-rescue mission to a recovery phase, there will be a sense of urgency to open up federal funding to remove debris and ultimately rebuild the bridge, given the economic significance of the Port of Baltimore, which is currently indefinitely closed, and the fact that the bridge is a key traffic artery for commuting Marylanders. 

“The added pressure of the port and the economic costs make it even more urgent for folks in Maryland and in the White House to quickly act,” said Andy Winkler, an expert in disaster and infrastructure issues at the Bipartisan Policy Center. 

With emergency operations underway, federal and state officials will be working around the clock to assess the damage and the cost to rebuild – and rebuild quickly, Winkler said. The National Transportation Safety Board has already launched a “go team” to investigate the collapse. 

Winkler said it will be key to watch whether and how soon the president declares a federal emergency, which can help cut red tape involved with certain regulations and contracting rules.

Benfil Mendez, 37, lives a block away from the southern entrance of the bridge near Fort Armistead Park. He works in construction and he said the bridge's collapse will affect his everyday life.

"It affects us a lot," he told CNN in an interview conducted in Spanish. "To get to work on the other side through other routes, we're talking about a 45-minute difference."

He said his family didn't hear anything at night when the bridge collapsed, but he, his wife and their four children gathered near a gas station Tuesday to see what was going on. They learned about the incident on the news, he added.

Minnesota Gov. Tim Walz offered the people of Maryland resources, in the wake of the Francis Scott Key Bridge collapse, calling the incident "heart-wrenching" on X .

"As we pray for the people of Maryland, we're offering any resources they may need as they grapple with this tragedy," he wrote.

The state faced a similar tragedy in 2007 , when the Interstate 35W bridge over the Mississippi River near downtown Minneapolis collapsed, taking down more than 100 vehicles with it. Thirteen people died from the incident, with 145 people injured.

At the time, the bridge was loaded with rush hour traffic along with heavy construction equipment, which officials said contributed to the collapse. A multimillion-dollar settlement was reached a few years later between the victims of the collapse and the engineering firm responsible for the bridge's inspection.

A major bridge in Baltimore , Maryland, has snapped and collapsed after a container ship collided with it early on Tuesday, sending a number of vehicles into the water.

Baltimore fire department officials said at least six people were still missing, after reports that a 948ft Singapore-flagged container ship leaving port on its way to Sri Lanka crashed into the Francis Scott Key Bridge. It added that up to 20 people and several vehicles have fallen into the river and declared it a “mass casualty event”.

A video posted on X appeared to show the vessel striking one of the bridge’s central supports, causing much of the 2.6km bridge to give way as a number of vehicles fell into the Patapsco River below.

Joe Biden addressed the bridge collapse in a public briefing about midday, saying that all indications were that it was a “terrible accident” rather than an intentional act”.

The president also said he was thinking of those who remainded unaccounted for amid the search and rescue efforts around the bridge, a key traffic artery whose destruction is also expected to cause months of travel disruption in a city with more than 575,000 residents.

“We’re with you. We’re going to stay with you as long as it takes,” said Biden, adding that he intended to travel to Baltimore as soon as possible. “You’re Maryland tough. You’re Baltimore strong.”

Officials said the ship issued a mayday as it went off course and seemed to lose power, which Baltimore officials said allowed them to prevent more vehicles from coming on to the bridge. The ship then appeared to catch fire as part of the bridge collapsed over it, sending plumes of thick, black smoke into the air.

Two people have been rescued, with one of them “severely” injured and in critical condition, officials said in a pre-dawn press conference. There were reports that there were workers on the bridge engaged in basic road maintenance when the collision occurred.

The temperature in the river was about 47F (8C) in the early hours of Tuesday, according to a buoy that collects data for the National Oceanic and Atmospheric Administration.

From a vantage point near the entrance to the bridge, jagged remnants of its steel frame were visible protruding from the water, with the on-ramp ending abruptly where the span once began. “All lanes closed both directions for incident on I-695 Key Bridge. Traffic is being detoured,” the Maryland transportation authority posted on X. “I-695 Key Bridge collapse due to ship strike. Active scene,” it later added.

Calls to 911 had come in at about 1.30am, reporting a vessel travelling outbound from Baltimore that had struck a column on the bridge, causing it to collapse, said Kevin Cartwright, the director of communications for the Baltimore fire department. Several vehicles were on the bridge at the time, including one the size of a tractor-trailer.

“Our focus right now is trying to rescue and recover these people,” Cartwright said. He added that it was too early to know how many people were affected but described the collapse as a “developing mass casualty event”.

Cartwright said it appeared that there were “some cargo or retainers” that appeared to be dangling from the bridge, creating unsafe and unstable conditions that were complicating the rescue operation. “This is a dire emergency,” he said.

Matthew West, a petty officer first class for the coastguard in Baltimore, told the New York Times that the coastguard received a report of an impact at 1.27am ET. West said the Dali, a 948ft (290-metre) Singapore-flagged cargo ship, had hit the bridge, which is part of Interstate 695.

The Maritime and Port Authority of Singapore (MPA) confirmed that the vessel was registered in Singapore and said the agency was coordinating with the US Coast Guard and the ship’s management company to help. It also said it would investigate the incident itself.

There were 22 crew onboard at the time of the incident, Singapore said.

The shipping company Maersk said that it chartered the container ship in Baltimore, with the operator named as Synergy Marine Group. Maersk confirmed that there were 22 crew, and said they were all Indian. None of them were Maersk crew or personnel.

It added that there were 4,679 containers on board, roughly half of its 10,000 capacity.

“We are horrified by what has happened in Baltimore, and our thoughts are with all of those affected,” the company said in a statement.

The Dali had left Baltimore at 1am and was heading for the Sri Lankan capital, Colombo, according to the maritime data platform MarineTraffic. Synergy Marine Group, the manager of the Dali, confirmed that the ship had collided with one of the pillars of the bridge. It said all crew members, including the two pilots, had been accounted for and there were no reports of any injuries.

“Whilst the exact cause of the incident is yet to be determined, the Dali has now mobilised its qualified individual incident response service,” it said.

The same vessel was also involved in a collision in 2016 in Antwerp, Belgium, according to Vessel Finder and the maritime incident archive Shipwrecklog.

Its bow reportedly scraped the side of the quay while it was leaving port, significantly damaging several meters of the hull, and it was reportedly detained by authorities afterward.

According to Vessel Finder , the weather was fine at the time and the incident was blamed on the ship’s master and pilot on board. There were reportedly no injuries.

The Baltimore mayor, Brandon M Scott, called it an “unthinkable tragedy” at a press conference held as dawn rose on Baltimore. “Never would you imagine” seeing the bridge collapse, he added. “It looked like something out of an action movie.”

Asked about how long it would take to rebuild the bridge, he said: “The discussion right now should be about the people, the lives, the souls … there are people in the water that we have to get out and that’s the only thing we should be talking about.”

He and the county executive, Johnny Olszewski Jr, said emergency personnel were at the scene and rescue efforts were under way.

Officials added that there was “absolutely no indication that there was any terrorism or that this was done on purpose”.

The Maryland governor, Wes Moore, said in a statement that he has declared a state of emergency.

He said the the ship had lost power around the time when the cargo ship hit the Key Bridge, and the crew issued a “mayday” request. Moore said that officials were able to slow the flow of traffic, preventing more vehicles from falling into the water.

“These people are heroes. They saved lives last night,” Moore said, adding that Baltimore was working with an interagency government team to quickly deploy federal resources from the Biden administration.

Moore added the bridge was “fully up to code” before Tuesday’s accident and that rebuilding the bridge would be a long-term effort.

In a statement, the White House said it is “closely monitoring” the events. “The US Coast Guard is conducting search and rescue for those who remain unaccounted for as a result of the bridge collapse,” it said. “Senior White House officials are in touch with the governor and mayor to offer any federal assistance they need. There is no indication of any nefarious intent.”

It added that “our hearts go out” to the victims and families of what it called a “horrific incident”.

Built in 1977, the bridge spans the Patapsco River, a vital artery that along with the Port of Baltimore is a hub for shipping on the US’s east coast. It is named for the author of the American national anthem, The Star-Spangled Banner.

At least 6 people unaccounted for after cargo ship crash levels Baltimore bridge

BALTIMORE — A major Baltimore bridge collapsed early Tuesday morning after it was struck by a container ship, sending several vehicles plunging into the dark water below, sparking an intense search for survivors and shutting down one of the nation's busiest ports.

Maryland Gov. Wes Moore declared a state of emergency and said the calamity that knocked down the Francis Scott Key Bridge was likely the result of an accident and not an act of terrorism.

"Our state is in shock," Moore said.

Moore said the cargo ship Dali notified authorities of a "power issue" and issued a mayday moments before the 984-foot vessel slammed into a bridge support at a speed of eight knots, which is about nine miles per hour.

Meanwhile, rescue crews using sonar detected at least five vehicles in the frigid 50-foot-deep water, including three passengers cars, a cement truck and another vehicle of some kind, Moore said.

An unknown number of workers were doing repairs on the bridge when the ship hit a support pillar and at least six people were still believed to be missing, Moore said.

"Our exclusive focus is on saving lives," the governor said.

An 'active search-and-rescue posture'

Earlier, two people were rescued from the water, Baltimore Fire Chief James Wallace said.

One was in good condition and refused treatment, Wallace said. The other was seriously injured and was being treated in a trauma center.

“We are still very much in an active search-and-rescue posture at this point,” Wallace said.

Moore said there might be more drivers in the water were it not for the “folks” who, upon hearing the mayday, blocked off the bridge and kept other cars from crossing.

“These people are heroes,” Moore said. “They saved lives. They saved lives.”

The Dali is operated and managed by a company called Synergy Group. In a statement, the company said two port pilots were at the helm of the Dali at the time of the crash and that all 22 crew members onboard were accounted for.

The bridge, which is about a mile-and-a-half long and carries Interstate 695 over the Patapsco River southeast of Baltimore, was "fully up to code," Moore said.

Transportation Secretary Pete Buttigieg has been monitoring the situation and a team of National Transportation Safety Board investigators was already at the bridge.

President Joe Biden vowed to rebuild the bridge and send federal funds.

"This is going to take some time," Biden warned. "The people of Baltimore can count on us though to stick with them, at every step of the way, till the port is reopened and the bridge is rebuilt."

The Port of Baltimore is the 11th largest in the U.S. and the busiest port for car imports and exports, handling more than 750,000 vehicles in 2023 alone, according to data from the Maryland Port Administration.

The Dali was chartered by Danish shipping giant Maersk, which said it will have no choice but to send its ships to other nearby ports with the Port of Baltimore closed.

Writer David Simon, a champion of Baltimore who set his TV crime drama "The Wire" on the streets of the city he once covered as a reporter, warned online that the people who will suffer the most are those whose livelihoods depend on the port.

"Thinking first of the people on the bridge," Simon posted on X . "But the mind wanders to a port city strangling. All the people who rely on ships in and out."

Timeline of crash

Dramatic video captured the moment at 1:28 a.m. Tuesday when the Dali struck a support and sent the bridge tumbling into the water. A livestream showed cars and trucks on the bridge just before the collision. The ship did not sink and its lights remained on.

Investigators, in a timeline, said the Dali's lights suddenly shut off four minutes earlier before coming back on and then, at 1:25 a.m. dark black smoke began billowing from the ship's chimney.

A minute later, at 1:26 a.m., the ship appeared to turn. And in the minutes before it slammed into the support, the lights flicked off and on again.

Maryland Department of Transportation Secretary Paul Wiedefeld said the workers on the bridge were repairing concrete ducts when the ship crashed into the structure.

They were employed by Brawner Builders Inc. And at least seven workers were pouring concrete to fix potholes on the roadway on the bridge directly above where the ship hit, a foreman named James Krutzfeldt told NBC News.

Krutzfeldt, who was not working on that job, said one of the missing is another foreman who he considers his mentor and “work dad.”

"I'm still kind of in shock," he said.

Earlier, the U.S. Coast Guard told NBC News received a report that a “motor vessel made impact with the bridge” and confirmed it was the Dali, a container ship sailing under a Singaporean flag that was heading for Sri Lanka.

Bobby Haines, who lives in Dundalk in Baltimore County, said he felt the impact of the bridge collapse from his house nearby.

"I woke up at 1:30 this morning and my house shook and I was freaking out," he said. "I thought it was an earthquake and to find out it was a bridge is really, really scary."

Families of bridge workers wait for updates

Baltimore Mayor Brandon M. Scott said at a news conference: "We have to first and foremost pray for all of those who are impacted, those families, and pray for our first responders and thank them, all of them, [for] working together — city, state, local — to make sure that we are working through this tragedy."

A group of people who said they were family members of workers employed by Brawner Builders Inc. gathered at a Royal Farms convenience store near the entrance of the bridge.

They said their loved ones were working on the bridge at the time. One woman told NBC News that her father-in-law, Miguel Luna, was among the workers.

They went to the store because it was the closest they could get to the bridge, but were yet to get any formal guidance as to the status of their loved ones, they said.

'A long road in front of us'

Built in 1977 and referred to locally as the Key Bridge, the structure was later named after the author of the American national anthem.

The bridge is more than 8,500 feet, or 1.2 miles, long in total. Its main section spans 1,200 feet and was one of the longest continuous truss bridges in the world upon its completion, according to the National Steel Bridge Alliance .

About 31,000 vehicles a day use the bridge, which equals 11.3 million vehicles per year, according to the Maryland Transportation Authority.

The river and the Port of Baltimore are both key to the shipping industry on the East Coast, generating more than $3.3 billion a year and directly employing more than 15,000 people.

Asked what people in Baltimore can expect going forward, the state's transportation secretary said it is too early to tell.

"Obviously we reached out to a number of engineering companies so obviously we have a long road in front of us," Wiedefeld said.

Officials in Florida are worried the chaos and violence in Haiti will trigger a surge in migrants attempting to come to the U.S. by boat. so far, the Coast Guard says it has not seen an increase in the number of Haitians attempting the hazardous crossing.

But Florida Gov. Ron DeSantis says he wants to be ready. He's sending more than 250 officers and National and State Guard troops to the southern part of the state. Some Haitian-American leaders believe it's more about politics than preparedness.

More than a half million Haitians live in Florida. For decades, the state has been a primary destination for people fleeing political turmoil and economic hardship on the island. Florida's large Haitian-American community is closely monitoring the crisis. Tessa Petit. who was born and raised in Haiti now directs the Florida Immigrant Coalition , an advocacy group. She's been in touch with people on the island and says, "Folks in Haiti are living in complete panic. Supermarkets don't have food. People are running out of food. There's no electricity. Communication is very difficult. And people are living in fear."

DeSantis says the Guard troops he's sending, along with state law enforcement officers will help intercept any migrants who attempt to come from Haiti to the U.S. by boat and then turn them over to the Coast Guard. "Given the situation that's happening in Haiti," he says, "some brutal reports that are happening, we want to make sure we're protecting Floridians."

DeSantis was speaking at a news conference where he signed measures to crack down on undocumented immigrants in Florida. Later that day, in an interview on Fox News, he again spoke of the potential threat to Florida posed by any surge of migrants from Haiti. "We want to be prepared," he said. "I was asked today at our press conference, 'Why are you doing this when there has not actually yet been a massive influx?' I said, 'What are you supposed to do, wait for it to happen?' So, we're putting our assets in place to be able to defend the state."

The Coast Guard says it has intercepted and returned about 130 migrants to Haiti since October. And it has not seen a rise in interdictions since the recent violence began there.

Petit says she's been disappointed by the way DeSantis and other Republicans are framing a humanitarian crisis for one of the U.S.'s closest neighbors.

"The narrative now is that immigrants are the enemy," she says. "We're the criminals. We're the thieves. We're the drug dealers. It is unfortunate and sad to see that the state that has the largest Haitian community, that's how our governor is responding to it."

Other Republican officials are also raising alarms about the threat they believe the Haitian crisis poses for Floridians. U.S. Rep. Matt Gaetz and three other Republican members of Congress from Florida want President Biden to declare an "anticipated mass migration of aliens." Florida Sens. Rick Scott and Marco Rubio sent President Biden a letter stating, "Floridians and the rest of the American public will not tolerate your administration again opening the floodgates for countless, unvetted foreign nationals."

State Rep. Dotie Joseph was born in Haiti and represents a district in North Miami that's home to many from the island. She calls DeSantis' talk about "being prepared" for a wave of migrants "political grandstanding." She's one of a number of Haitian-American leaders calling on the governor to help close the pipeline of guns from Florida that's helping arm gangs on the island. A U.N. report last year found the primary source of firearms and ammunition in Haiti is the U.S., particularly Florida.

"If [DeSantis] wanted to send law enforcement to do something productive as opposed to for show," Joseph says, "then he would work with our federal partners to make sure that they're helping screen not just at our ports, but at a lot of the private places along the Miami River, where we know these things are coming from."

And if there is a surge in migration, Joseph says, the U.S. must treat Haitians humanely. She's concerned about plans outlined by a U.S. military official last week to possibly house Haitian migrants intercepted at sea at the naval station in Guantanamo, Cuba. "Seeking asylum or refugee status is not something that is criminal," Joseph says. "It's legal. And treating people like criminals with these kind of detention policies, be they at Guantanamo or elsewhere is quite frankly, unacceptable."

Even DeSantis acknowledges that a wave of migrants in boats might not materialize. In recent years, vastly more Haitians have come to the U.S. over the Southern border than by making the hazardous boat crossing to Florida.
