WASHINGTON (AP) — Four U.S. Army boats, loaded with tons of equipment and steel pier segments, left Virginia on Tuesday, heading to Gaza as part of the U.S. effort to expand the delivery of food and other supplies to starving Palestinians as Israel’s war against Hamas drags on.
The ships pulled out of docks at Joint Base Langley-Eustis and headed down the James River toward the Atlantic Ocean for what could be a month-long voyage to the Mediterranean Sea. There, at a yet-to-be-announced location along the Gaza shore, they will build and begin to operate a floating dock to receive the aid.
Since Hamas militants attacked Israel on Oct. 7, Israel’s military has battered the territory, killing more than 30,000 Palestinians, according to the Gaza Health Ministry, and creating a humanitarian catastrophe . The U.N. says virtually all of Gaza’s 2.3 million people are struggling to find food. But getting humanitarian aid to the area has been difficult, due to the ongoing hostilities and struggles to coordinate with the Israeli military, which has blocked routes and slowed deliveries due to inspections.
The latest Pentagon plan calls for the U.S. military to build what is called a modular causeway system. Off shore, the Army will build a large floating platform where ships can unload large containers of aid. Then the aid will be transferred by the Army to a motorized string of steel causeway sections that have been pushed to the shore.
That pier is expected to be as much as 1,800 feet (550 meters) long, with two lanes, and the Pentagon has said it could accommodate the delivery of more than 2 million meals a day for Gaza residents. Officials have not said who will be unloading the containers and taking the aid ashore. President Joe Biden has said there will be no U.S. troops on the ground in Gaza.
On Tuesday, as family members and senior Army commanders watched, about 70 soldiers with the 7th Transportation Brigade (Expeditionary) pulled away from the docks in four U.S. Army vessels: the USAV Wilson Wharf, USAV Matamoros and USAV Monterrey, all Army landing crafts, and the larger USAV SP4 James A. Loux, a logistics support watercraft.
The brigade’s commander, Army Col. Sam Miller, said about 500 of his soldiers will participate in the mission. All together, Pentagon officials have said about 1,000 U.S. troops will be involved.
Calling it a complicated mission, Miller said the transit will take about a month, but it will depend on weather and any possible high seas. The actual construction, he said, will take about a week, but that also could be hampered by weather. Then it will take additional time to get the delivery process coordinated with those providing the aid and the system up and running. Defense officials have said it will take about two months to get the deliveries started.
The Army’s vessels and maritime capabilities are unique and not as well known as the Navy’s. The last time the 7th Transportation Brigade did a similar mission to construct a large pier was in Haiti in 2010. But it has participated in a number of major military exercises.
“The soldiers here are energized, they’re motivated, they’re excited,” Miller said, adding that the new humanitarian mission “gives them purpose and meaning” and highlights the Army’s watercraft. He noted that just 36 hours after Biden ordered the operation, the first Army vessel — the USAV General Frank S. Besson logistics ship — left Joint Base Langley-Eustis on Saturday.
Miller said a larger Maritime Sealift Command ship will also be leaving Virginia in the coming days, and will be carrying some of the bigger equipment and more of the steel pier segments.

Cruising the Moskva River: A short guide to boat trips in Russia’s capital
There’s hardly a better way to absorb Moscow’s atmosphere than on a ship sailing up and down the Moskva River. While complicated ticketing, loud music and chilling winds might dampen the anticipated fun, this checklist will help you to enjoy the scenic views and not fall into common tourist traps.
How to find the right boat?
There are plenty of boats and selecting the right one might be challenging. The size of the boat should be your main criteria.
Plenty of small boats cruise the Moskva River, and the most vivid one is this yellow Lay’s-branded boat. Everyone who has ever visited Moscow probably has seen it.
This option might leave a passenger disembarking partially deaf as the merciless Russian pop music blasts onboard. A free spirit, however, will find partying on such a vessel to be an unforgettable and authentic experience that’s almost a metaphor for life in modern Russia: too loud, and sometimes too welcoming. Tickets start at $13 (800 rubles) per person.
Bigger boats offer smoother sailing and tend to attract foreign visitors because of their distinct Soviet aura. Indeed, many of the older vessels must have seen better days. They are still afloat, however, and getting aboard is a unique ‘cultural’ experience. Sometimes the crew might offer lunch or dinner to passengers, but this option must be purchased with the ticket. Here is one such option offering dinner for $24 (1,490 rubles).
If you want to travel in style, consider Flotilla Radisson. These large, modern vessels are quite posh, with a cozy restaurant and an attentive crew at your service. Even though the selection of wines and food is modest, these vessels are still much better than other boats.
Surprisingly, the luxurious boats are priced rather modestly, and a single ticket goes for $17-$32 (1,100-2,000 rubles); also expect a reasonable restaurant bill on top.
How to buy tickets?
Women holding photos of ships promise huge discounts to “the young and beautiful,” and give personal invitations for river tours. They sound and look nice, but there’s a small catch: their ticket prices are usually more than those purchased online.
“We bought tickets from street hawkers for 900 rubles each, only to later discover that the other passengers bought their tickets twice as cheap!” wrote (in Russian) a disappointed Rostislav on a travel company website.
Nevertheless, buying from street hawkers has one considerable advantage: they personally escort you to the vessel so that you don’t waste time looking for the boat on your own.
Prices start at $13 (800 rubles) for one ride, and for an additional $6.5 (400 rubles) you can purchase an unlimited number of tours on the same boat on any given day.
Flotilla Radisson has official ticket offices at Gorky Park and Hotel Ukraine, but they’re often sold out.
Buying online is an option that might save some cash. Websites such as this offer considerable discounts for tickets sold online. On a busy Friday night an online purchase might be the only chance to get a ticket on a Flotilla Radisson boat.
This website (in Russian) offers multiple options for short river cruises in and around the city center, including offbeat options such as ‘disco cruises’ and ‘children cruises.’ This other website sells tickets online, but doesn’t have an English version. The interface is intuitive, however.
Buying tickets online has its bad points, however. The most common is confusing which pier you should go to and missing your river tour.
“I once bought tickets online to save with the discount that the website offered,” said Igor Shvarkin from Moscow. “The pier was initially marked as ‘Park Kultury,’ but when I arrived it wasn’t easy to find my boat because there were too many there. My guests had to walk a considerable distance before I finally found the vessel that accepted my tickets purchased online,” said the man.
There are two main boarding piers in the city center: Hotel Ukraine and Park Kultury . Always take note of your particular berth when buying tickets online.
Where to sit onboard?
Even on a warm day, the headwind might be chilly for passengers on deck. Make sure you have warm clothes, or that the crew has blankets ready upon request.
The glass-encased hold makes the tour much more comfortable, but not at the expense of having an enjoyable experience.
Getting off the boat requires preparation as well. Ideally, you should be able to disembark on any pier along the way. In reality, passengers never know where the boat’s captain will make the next stop. Street hawkers often tell passengers in advance where they’ll be able to disembark. If you buy tickets online then you’ll have to research it yourself.
There’s a chance that the captain won’t make any stops at all and will take you back to where the tour began, which is the case with Flotilla Radisson. The safest option is to automatically expect that you’ll return to the pier where you started.

College basketball coaching changes tracker 2024: Jake Diebler promoted at Ohio State; latest rumors elsewhere
There are seven high-major programs sitting in wait as the ncaa tournament gets underway.
The NCAA Tournament is officially underway (Thursday's going to be A DELIGHT), but the carousel is still spinning and there is a lot of buzz behind the scenes on candidates at vacant jobs. We'll have more clarity on a lot of those situations once we get out of the first weekend of the Dance.
The biggest recent hiring came on Saturday, when Ohio State made the surprising move to stay in-house and promote Jake Diebler after just a 6-2 record following Chris Holtmann's firing on Feb. 14. OSU beat Cornell Tuesday night in the NIT and will face Virginia Tech on Saturday. Diebler's deal is for five years and starts at $2.5 million annually.
And Ohio State isn't the only high-major job that is closed. DePaul hired Ohio State's former coach two days before Diebler was promoted. Holtmann is on a six-year deal and, per sources, he had every contract request/stipulation met. It's a best-case scenario for the Blue Demons, who've been awful for most of the past 20 years.
That means Louisville, Michigan, Oklahoma State, Stanford, Vanderbilt, Washington and West Virginia are still on the chase. All, according to my sources, are waiting on coaches who are set to work in the NCAA Tournament over the next two days. Meantime, the transfer portal opened on Monday (a terrible bit of timing that, next year, needs to be pushed back) and we're above 500 players on the move already.
A surprise firing on Wednesday: Siena severed tied with Carm Maciariello after a dismal 4-28 season, his lone losing campaign (but a bad one) in five years on the job.
Be sure to bookmark/favorite this story, as it will continue to get dozens of updates over the few weeks. Any time there is actionable intel on coaching movement, we'll refresh our tracker below, in addition to frequently giving a fresh topper of copy to give you context on the latest from college basketball's hot stove.
It's the first Thursday of the NCAA Tournament we're at 40-plus job changes — and more will be coming after some sitting head coaches move up in the next week, after they lose in the NCAAs. Here's the latest:

Candidate Watch: Niko Medved's Rams Put the Clamps on Virginia in First Four
N iko Medved has been tied to the West Virginia job for quite some time, but probably needs a nice little run in the NCAA Tournament and other candidates to say no before he gets a real shot at being the next head coach in Morgantown.
So far, he's off to a good start by knocking off Virginia 67-42 in the First Four on Tuesday night in Dayton. The Cavaliers had absolutely no offensive rhythm and notched just 14 points in the first half. For the night, Virginia shot 14/56 (25%) from the field and 3/17 (17.6%) from three-point land.
WVU athletic director Wren Baker talked extensively in his press conference last week about hiring a coach who could teach and coach his team to play good defense. Although Virginia is not known to be a high-scoring team, it's still a performance that likely raised Baker's eyebrows. Medved's Rams rank 74th nationally out of 351 schools in points allowed per game (68.4) - a pretty respectable number.
But it wasn't just the stingy defense that allowed Colorado State to win this one going away. They dominated virtually every aspect of the game. CSU crushed Virginia on the boards 43-24, outscored them in the paint 36-20, and nearly doubled them in team assists, 13-6.
Guard Nique Clifford (17 pts, 10 rebs) and forward Joel Scott (23 pts, 11 rebs) each finished the game with a double-double and were the top two scorers for the Rams.
Medved and Colorado State will be back at it on Thursday in the round of 64, taking on No. 7 Texas at 6:50 p.m. EST on TNT.
