IFC is Insetta Boatwork's Internal Foiling System.

You can expect a significant increase in cruise speed; Improved handling and stability in rough conditions; Better acceleration; A boat that is less affected by increased payload; A 20-40% increase in fuel efficiency; and a 20-40% further cruise range! Additionally, the IFC technology will also provide a drier ride in choppy conditions and Provide for more responsiveness when turning at speed!

The system is a fixed setup, there is nothing to operate and there are zero moving parts.

The IFC Technology in effect smooths out rough seas by allowing the boat to run from wave crest to wave crest at a relatively smooth and stable attitude. The IFC System creates lift which help to in effect “Carry” the hull higher in the water. The system acts as a set of wings carrying the boat at speed, keeping the hull from having to follow each wave across its entire contour. In other words the surface of the waves have less effect on the hull as the IFC system is lifting the boat. Additionally, the aerodynamic lift created by the catamaran hulls creates even more lift at the bow of the boat, keeping the nose high and preventing the “slamming” or sneezing found in other catamaran hulls.

No, you don’t. The foils are flush mounted to the bottom of the keels of each sponson (as well as up in the tunnel.) At its centerline the main foil of the IFC system is only slightly lower than the keel line. The boat will easily load onto a standard catamaran trailer. There is no big contraption hanging way down under the boat.

Remember, the foils are INTERNAL to the tunnel. At its lowest point the main foil is only slightly lower than the hull and is higher than the props. Because of this the odds of striking the foils are extremely low. The boat is designed to be lifted by the foil. The structural integrity of the foil system is such that the weight of the boat could be supported many times over by the foil. As such, if you did somehow manage to strike the foil on something EXTREMELY SUBSTANTIAL, like a stone shoal, the likely outcome is that you may (in a very worst case scenario) bend or break a foil wing. If that were to happen, you could still operate the boat to port with the remaining foils. The IFC foils are made from a very high-grade stainless steel and designed to meet or exceed relevant guidelines for impact and strength.

As water travels through the tunnel and around the foil, a tremendous vortex is created. This force keeps most debris from being trapped in the tunnel or around the foil. Between the pressure of the air moving through the tunnel, and the vortex created in the water, the tunnel and foils will stay clean and clear.

The outboards of the 35 IFC are mounted on a slight outward angle to place the propellers properly to maximize the thrust and flow efficiency created as the water travels through the tunnel and around the foils. This mounting also helps the boat to lean into a corner, much like a monohull.

Firstly, we’d ask, “Why would you want to?” But the short answer is no. IFC is an integrated system that is integral to the design of the boat.

The short answer is that boats with technology similar to IFC have been in use for many years, but not in the recreational market. Commercial and Military applications are quite prevalent. The initial design of a hull and system like this is quite complex and can be cost prohibitive. We at Insetta feel the gains in efficiency, speed, range and ride quality far outweigh the initial design and build cost.

Upon deciding to build a foiling Cat, Insetta assembled a team of naval Architects and Marine Engineers to refine an existing and proven design. Using their own state of the art construction techniques, Insetta brought an application specific version to the fiberglass Center Console market.

Why did Insetta Boatworks decide to build a boat with IFC?

For decades, Hydrofoil power boats have proven to be the most efficient craft for a variety of offshore operations.

While pursuing a B.S. in physics in 1960, Victor Insetta was employed doing anti-submarine research that utilized high speed Deep-V patrol boats equipped with hydrofoils. Their ability to pursue submarines at high speed, operate safely offshore, and, being foil borne: allowed their hull to run clear of the water avoiding direct hits from torpedoes. Decades later, Vic and his family rode comfortably on hydrofoil ferries in Italy, flying over white capped waves in the bay of Naples.

In 2017, The Insetta 45 was chosen to be the official chase boat of the America’s cup! Four 45’ Insetta’s catamarans were shipped to Bermuda to assist at various cup events. Sailboats, competing from several countries, were catamarans with hydrofoils ! The Insetta 45’s ran parallel to these “foiling sail cats” to assist with TV coverage. The sailing cats were traveling at speeds approaching 50 mph, 2 ½ times the wind speed . Efficient … you bet . They could also turn on a dime at over 40 mph…

It became obvious: that a foiling cat would make a great offshore outboard power boat… Many foil power boat designs in the past, had wide foils that stuck out the sides, increasing their beam and draft. It made them difficult to dock, and they couldn’t operate in shallow waters. Joel Shine (chief operating officer) of Insetta Boatworks found a catamaran design that had hydrofoils mounted in the tunnel, (that location between the tunnel walls actually improves their efficiency), and does not add to its draft. Further improvements could be added by using our ultra-light high strength infused composite construction.

Joel, Vic and our technical staff reviewed the foiling cat’s initial specifications and performance data, and then sea trialed two foiling cats with internal hydrofoils. Our staff includes a second physicist and pilot… Glen Dobbs. We are all active boaters and we determined we would build our version of a foiling outboard powered cat. We contacted a Naval architect, who designed several successful foiling power cats . He is now a member of our technical staff.

Our 35 “foiling cat” design has set the standard for Foil-Assisted Sportfishing boats. The hull, foils, materials, and engines are synergistically combined, to provide: unrivaled high-speed cruising efficiency , and provide safe offshore handling, with unimpeded shallow water operation, including beaching, without foils or props contacting the bottom.

A Catamaran Boat

Catamarans have two hulls, which provide more stability in the water. They are less likely to roll or pitch, which means they offer a more comfortable ride, especially in rough conditions and for people who are prone to seasickness.

Power catamarans are typically more fuel-efficient than monohull boats of the same size. It requires less energy and yields more performance per HP. Outboard motors can provide excellent performance and speed. They can often reach higher speeds than inboard motors of the same horsepower.

Outboard motors have a simple and standard design and are relatively easy to install, they do not require additional components such as a transmission, propeller shaft, couplings, and struts, that inboard engines do. They are easily assessable and cost less to maintain than inboard motors because they are mounted outside at the rear of the boat.

The Power Catamaran Compilation

Power Catamarans have been growing leaps and bounds in popularity, and, in lengths and widths. And for good reason. These cruise-centric yachts offer homelike livability for avid travelers, are fuel efficient and are fairly intuitive to run. Power cats are popular in the bareboat charter market too, for these very reasons.

Here, we take a look at 12 catamarans ranging from a cruising-couple-size 36-footer to a 78-footer for friends, family and some more friends. And there are myriad power options: outboards, diesel inboards, hybrid or even all-solar power.

Fountaine Pajot MY44

The Fountaine Pajot MY44 , a creation of Italian architect Pierangelo Andreani and French designer Daniel Andrieu, has a main deck that’s open from the aft-deck seating all the way forward to the starboard helm station. The sense of spaciousness is significant, for several reasons. First, four glass panels aft can all slide to port, creating an indoor-outdoor space with the aft deck and salon. In the salon, 32-inch-high windows extend for 12 feet down the sides of the yacht, with three sections per side, bringing in natural light along with the three forward panes that comprise the windshield. Finally, 6-foot-6-inch headroom provides vertical clearance, with a 21-foot-7-inch beam that adds interior roominess while keeping the yacht stable.

Silent-Yachts 55

The ideas about which solar panels, electric motors, inverters and the like to use — and more importantly, Michael Köhler says, how to configure them — became the basis for the brand Silent-Yachts. The company offers 55-, 64- and 79-foot catamarans that run on solar-electric propulsion. The Silent 55 premiered this fall, and the 64 is sold out for the next two years, Köhler says.

Horizon PC74

As founder and director of The Powercat Company, a Horizon Power Catamarans distributor, Stuart Hegerstrom had long believed that catamaran builders needed to design their yachts to more stylish standards.

“The boats were very boxy,” he says, based on his years of experience with cats in the charter market. He and his partner, Richard Ford, asked Horizon to produce models that had high-end finishes and looked good inside and out.

The Horizon team brought in mega-yacht designer JC Espinosa to work with its own craftsmen. The result aboard the Horizon PC74 is a catamaran with exterior styling, layout and functionality that should appeal to private and charter owners alike.

The Aquila 36 is a departure from her sisterships in that she is an outboard-powered, express-cruiser-style catamaran, but she also adheres to MarineMax’s philosophies.

With a single main living level from bow to stern and a beam of 14 feet 7 inches, the Aquila 36 is like a bowrider on steroids. She has seating that can handle 20 adults for outings and barbecues, and there are two staterooms below, one in each hull, for family weekending. The staterooms have nearly queen-size berths, en suite heads, stowage and 6-foot-6-inch headroom.

Lagoon Seventy 8 Powercat

Lagoon is a division of Groupe Beneteau, the world’s largest builder of sailing yachts, and the Lagoon Seventy 8 Powercat is a developmental sistership of its Seventy 7 super sailing cat. The Seventy series yachts are built at Construction Navale Bordeaux in France, which had to add a new yard to construct these catamarans because they require separate stern molds for the power and sail versions.

Horizon PC60

To understand the Horizon PC60 power catamaran , you need to put aside preconceived notions about midsize yacht amenities. For example, main-deck master suites are the province of yachts over 100 feet length overall. Incorrect. This 60-footer has an elegant and spacious owner’s stateroom on the same level as the salon. If you want a 14-foot center console tender on a 60-foot yacht, you have to tow it. Wrong again. On the PC60, you hoist it onto the upper deck, no problem.

40 Open Sunreef Power

Sunreef is known for pushing the boundaries of catamaran design, incorporating four adjustable hydrofoils into a twin-hulled speedboat.

The Polish builder is one of several European builders (including Evo, Fjord, Wider and Wally) transforming the open ­day-boat category with creative designs. ­Beyond its hydrofoils, the 40 Open Sunreef Power ‘s cockpit has side “wings” along the aft gunwales that fold out at anchor, widening the beam from 17 feet to 22 feet 9 inches.

Sunreef 50 Amber Limited Edition

Sunreef Yachts introduced its 50 Amber Limited Edition , with plans to launch just 10 hulls of the exclusive design.

The Sunreef 50 Amber Limited Edition will have a carbon fiber mast and boom, four layout options and numerous amber-colored elements, including the hull.

Lagoon 630 Motor Yacht

Fitted with the optional twin 300-horsepower Volvo Penta D4 diesels, the Lagoon 630 MY burns only 1.64 gph total at 6 knots, giving a theoretical range of 2,952 nautical miles with standard tankage of 793 gallons. Hull No. 1 had an optional 502-gallon tank, giving it transatlantic range.

Luxury, stability and economy are all hallmarks of Lagoon’s return to luxury motor yachts. If you can take a ride, it will be worth your time.

Fountaine Pajot MY 37

The Fountaine Pajot MY 37 easily accommodates the seafaring family with three- and four-stateroom options. In the three-cabin version, called ­Maestro, you’ll find an owner’s suite in the portside hull with a queen-size berth and en suite head. Two double-berth cabins and one more head are available for the kids. If your brood is bigger, the Quator setup features four double cabins with two heads.

The 37 is a traveler and can be powered with twin 150 hp or 220 hp Volvo Penta diesels. Top speed with the smaller engines is 17 knots, while it’s 20 knots with the bigger power plants. Interestingly, at 7 knots, the fuel consumption is the same, with either set of motors offering voyagers a 1 ,000-nm range.

Solarwave 64

Many yachts boast eco chops because they have a handful of solar panels that power the microwave or navigation lights. The Solarwave 64 , launched last summer, has the potential to run on sunshine alone. The vessel’s 42 solar panels generate 15 kW that are stored in batteries weighing about 1,300 pounds. They connect to electric motors.

Glider SS18

This British builder says it strives for design innovation and the Glider SS18 displays that DNA, the result of 8 years of research and development. She has a head-turning, catamaran hull form constructed from aluminum and composite materials. She is 60 feet LOA with a 17-foot beam, and has a relatively shallow 1-foot draft. Powered by quad Yamaha 300 hp outboards, she can reportedly reach 50 knots, and with her Stability Control System (SCS), should give a smooth ride while doing it.

The center console driver configuration is common with the multi-hull performance boat. This driver position gives you more control over the vessel when turning. Some consoles may position closer to the bow or aft of the boat, depending on the length and design features of the boat.

Hardtop Designs

Most multi-hull powerboats come equipped for long ocean-going trips. As a result, they may have a covered driver cockpit leading to below deck accommodations or storage facilities. Some models have wraparound cockpits with doors sealing the cabin, allowing for air conditioning inside the boat on hot days. Other models come with an open plan design and a hard roof.

Trailerable

Most models of multi-hull power bats range from 16 to 24-feet, but there are plenty of longer models. Power catamarans are gaining popularity in the cruising world thanks to their enhanced stability and ease of operation. They’re ideal for coastal cruising but can also be used for ocean crossing thanks to their stability and speed.

In this article, I’ll review some of the best power catamarans out there. I’ll also go over the main features of different power cats and if they can handle rough weather. 

But before we dive in, let’s get a better understanding of what power cats are.

What Is a Power Cat?

A power catamaran (power cat) is a motor-powered boat that, unlike traditional boats, has two hulls connected by a bridge deck. These vessels are more stable than monohulls because of their wide base.  

Power cats also don’t have a leaded keel to weigh them down, so they’re pretty lightweight and fast. The lack of a keel also means that power cats are more suitable for shallow waters.

They feature large engines designed to handle their bigger bodies and weights, and serve different purposes, like fishing, cruising, or crossing rough seas. In addition, each hull has a separate engine which makes them more maneuverable, especially at turns and tight spaces.

Power catamarans don’t have sails or masts and get all of their power from the combustion engine (or electric motor), unlike their sailing cousins. In addition, these vehicles are much easier to steer because of their increased stability.

Power catamarans have more interior and exterior space thanks to their multihull design, making them perfect for cruising and liveaboard . They also have ample space for storing everything you need on a cruise without worrying about weighing it down. Catamarans offer increased privacy as well because each hull houses one sleeping area, separated by the living area between them.

Are Power Cats Good in Rough Water?

Power catamarans are good in rough waters particularly because of their multi-hull design. Their wide base makes them stable, and their high speed allows for outrunning bad weather.

Power cats that feature a high bridge clearance, will handle rough waters effortlessly. With the added height, you won’t experience pounding and slamming even in heavy waves, allowing the crew to easily control the vessel in challenging situations.

These boats are also faster than their sailing counterparts, which means they can get you out of rough waters quickly.

In addition, since catamarans are large and tall, maneuvering is easier because you have a better view of the surroundings. Additionally, you can steer from the interior cockpit (on certain models), making it easier to control the vessel in bad weather.

Finally, although a power cat doesn’t have a keel to help it right itself in case of capsizing, it will still float easily because of its positive buoyancy.

Are Power Catamarans More Efficient?

Power catamarans are more fuel-efficient than monohulls because they don’t have leaded keels. While keels are designed to offer stability by weighing down the vessel, they increase the wetted surface and thereby add drag.

Due to the catamarans’ narrow bow entry, there’s lower resistance, leading to smoother acceleration and greater fuel economy in catamarans. In addition, power cats show fewer spikes in fuel consumption in a single power band, especially because of their smooth acceleration and fuel consumption.

The figures reported by cat owners or manufacturers show that power cats have the best power-consumption-to-speed ratios.

That being said, you can improve fuel efficiency by maintaining lower speeds; studies have shown that speed can be the most important factor in fuel efficiency, regardless of the number of engines or hull types. 

Now that you have a better understanding of power catamarans, let’s take a look at the ten best models on the market.

1. Leopard 53

This 53ft (16.19m) power cat is the fourth generation of the widely popular Leopard catamarans, and brings with it all the great features from her predecessor, the 51. 

Although the 51 was the company’s best-selling cat, they added these features to the 53 along with new ones to repeat its success. For example, they have built an enormous saloon, flybridge, and galley by removing the foredeck cockpit in the 51 PC, making it 30 percent larger than the previous model.

This model comes with three or four stateroom layouts, with the 3-stateroom version featuring an owner’s stateroom, two sinks, a loveseat, and lots of storage space.

With two Yanmar 370 hp engines, a maximum speed of 22 knots, and a cruising speed of 17.5, you can enjoy a magnificent ride, whether it’s long-distance cruising or a fun night out with friends.

2. Fountaine Pajot MY6

This luxury power cat is 44ft (13.40m) long, making it super spacious and suitable for families and big parties. With its spacious flybridge, sunbathing lounge, and enormous galley, it’s nothing short of a second home on the water. 

You can steer the cat from the saloon or the 21sqm (68 sq ft) flybridge which features a sunbathing lounge, a pool, and a galley.

This motor yacht continues to delight with its luxurious combination of privacy and pleasure, with views of the sea in almost every interior space. With three cabins, two bathrooms, six cabin beds, ample storage, and a kitchen that opens into the cockpit, you can enjoy practicality and luxury in one place.

It’s easy for passengers to navigate the deck thanks to its seamless design that connects the saloon to the cockpit and the rear deck. The stern features a big swimming platform that can also accommodate a tender. The cockpit is usable in different weather conditions thanks to the clear covers wrapping the whole area.

This efficient catamaran promises long cruising for big families and groups with two 300L water tanks and a pair of 645L fuel tanks.  

4. Horizon PC74

The Horizon PC 74 is another luxury power cat that can give you the comfort of your home on water. This 73′ 9” (22.48m) long power cat with a 2,000gal (7570L) fuel tank is an enormous vessel that can accommodate more than 14 people.

The enormous hardtop on the three-piece windshield, the teak dining table, the U-shaped bar, the sun pad, and the swing-out stools all guarantee that you’ll have the luxury cruising experience of a lifetime.

This vast and wide catamaran allows you to access the aft deck from the flybridge via a curving staircase. The vast aft deck has a ten-person dining table, a wet bar, and storage space. The saloon is huge, well-ventilated, and separated from the exterior by glass doors and panoramic windows.

But what sets Lagoon Seventy 8 apart from other power cats, in addition to its enormous size, is the wide choice of layouts. You can choose between five different versions, all offering the same amount of storage space, living and sleeping area, and privacy.

Additionally, some versions are fully customizable, allowing you to pick every detail to your liking.

6. ArrowCat 420

This 41′ (12.73m) long express cruiser is a semi-custom catamaran with two-stateroom and three-stateroom layouts. The ArrowCat 420 is designed and built with comfort and strength in mind, and capable of handling rough waters safely.

The two Suzuki 350 hp engines give this model a maximum speed of 40 knots and a cruising speed of 20 knots.

The streamlined design and the angled hulls ensure the vessel cuts through the waves effortlessly, making it easy to maneuver.

The fully-equipped head features an electric toilet, a shower, sink, and mirrors, coupled with a dining table, floor storage locker, and teak-finished floors. This cat is built to combine luxury and comfort for both onshore and offshore cruising.

8. Sunreef Supreme 68

According to its designers, this model was built with a radical concept in mind while staying true to the company’s promise of building the most comfortable and spacious power cats in the world.

One of the greatest features of the Supreme 68 is its aft garage that houses a 5m (16 ft) tender and two jet skis in addition to other water toys.

You can also transform the aft to a large platform for water sports by lowering the garage door.

The four-stateroom layout features ample storage, ensuite guest cabins, queen-sized beds, and TVs to create a memorable stay. The white and beige furniture with chrome details and floor-to-ceiling glazing create a soothing atmosphere that blends with the practicality of the well-equipped galley.

2023 Boat Buyers Guide: Catamarans

The popularity of the multihull (aka catamaran or cat) fishing boats has never been greater, as more and more boatbuilders enter this growing segment of the market. The inherent stability of the catamaran design rolls less with the seas, making fishing offshore less tiresome and more comfortable. Available from 20 to 48 feet, catamarans typically offer a large fishing platform with generous storage and fishing amenities. They are available in a wide variety of deck layouts, including center-consoles, dual-consoles, and even pilothouse and express variants.

Big Picture

The large deck area of a catamaran enables many large underdeck storage lockers and insulated fish boxes in the sponsons. This gives anglers ample room for gear and the day’s catch. The catamaran’s stability, fishability, and smooth ride in rough seas make it attractive to anglers as well as day-cruisers. A center-console version adds 360 degrees of angler access to the rail. With the dual-console design, generous seating behind a beam-to-beam windshield makes for a great family fishing-friendly setup.

Live bait is one of the most popular types of fishing in virtually every coastal zone. To do it successfully requires optimal water capacity and proper flow. The minimum size of the outflow water plumbing should be twice the size of the inflow. The plumbing should have a drain at the bottom to shed scales at the end of the day, as well as a drain at the top of the well to adjust capacity and allow overflow. Above-deck transom-mounted wells should fully flood to the lids when running to keep baits from getting beat up. 

Tip: A sump box with multiple pumps in case a pump fails is the best setup for first-rate livewells. Conveniently located inflow and outflow valves make it easy to optimize the flow without tiring your bait from swimming too much in the well. 

Rod Storage

Having enough rod holders is essential to be successful for opportunity fishing. Look for vertical rod storage along the console and across the back of the T-top. Many models also have rod holders along the outboard transom wall. Having plenty of gunwale rod holders for drift- and kite-fishing is helpful. 

Tip: Placing adjustable swivel rod holders by Gemlux makes deep-dropping, lure-fishing and drifting even easier because they allow your rods to face the direction the baits are fishing, yet they can be swiveled back to keep rods from sticking out of the boat while running and docking. 

Manufacturers often offer multiple choices for horsepower, but whatever the choice, the engines must come in pairs. For example, you might order twin outboards (one for each sponson) or four outboards (two for each sponson), but single- or triple-outboard configurations are not common on a cat. Optimal selection should be made based on user load, weight of the boat, ride comfort , performance desires, and best case for resale. It’s a rare day when you can run wide open, but having more horsepower gives better torque at slower speeds and thus better control. Running larger engines slower gives better fuel efficiency too.

Tip: When possible, choose the highest horsepower offered because it typically leads to a better resale value with a shorter sales cycle. 

Power steering from engine manufacturer Optimus or SeaStar is essential with the higher horsepower required for larger boats, and it makes installing and operating the upper station in a tower far more practical and comfortable.

With the power demands of electronics, livewell pumps, stereo amps and more, it is wise to have at least two house batteries, and for larger boats, a third or fourth with a multibank charger for dockside. Each engine should have its own dedicated battery as well. 

• Electronics

Typically choosing the largest screen or multiple screens that will fit on the console is best-case scenario for ease of use, ergonomics, and visibility. VHF radios, stereo controller, and equipment switches for lighting, pumps, and accessories should all be integrated with greatest visibility and ease of operator reach. 

A Tale of Two Hulls 

A catamaran rides on pair of hulls, or sponsons, each thinner and sharper than  that of a similarly sized monohull boat. The narrow sponsons of the cat tend to slice easily through water to deliver a smooth ride, even in rough seas. At the same time, with the sponsons positioned out to the sides of the boat, cats tend to roll less, thus providing great stability to enhance crew comfort, security and safety. However, cats tend to corner more flatly than a monohull, and some hulls (but not all) tend to lean outward versus inward during a turn.

Experts Say

Newer designs such as Invincible’s Morelli and Melvin-designed semi-asymmetrical sponsons eliminate some of the negatives of the cat design, such as “sneezing,” where water sprays out the front of the boat when hitting a wave. They’ve also controlled the uncomfortable “outboard lean” ­sensation common in older designs when in a turn. Once transitioned to a ­catamaran, many become true believers and preach the benefits of the design.

Editor Says: Saltwater fishing cats not only offer superb stability and smooth ride, but some also display exceptional speed and range. I recall one trip out of Key West, Florida, aboard an Invincible 40 Cat with four 350 hp outboards to the Dry Tortugas. It was a 60-mile run, and we made it there in 70 minutes. A Catamaran Boat

Catamarans have two hulls, which provide more stability in the water. They are less likely to roll or pitch, which means they offer a more comfortable ride, especially in rough conditions and for people who are prone to seasickness.

Power catamarans are typically more fuel-efficient than monohull boats of the same size. It requires less energy and yields more performance per HP. The two hulls create little to no drag or resistance to get on plane, resulting in greater fuel economy. Allowing for longer journeys with fewer refueling stops. 

Power catamarans have a shallow draft which means they can navigate in diverse cruising grounds – beaches, islands, rivers, channels, and coastal areas with limited water depth. 

An Express Cruiser

Outboard motors have a simple and standard design and are relatively easy to install, they do not require additional components such as a transmission, propeller shaft, couplings, and struts, that inboard engines do. Rossinavi launches first 43m hybrid-electric catamaran Seawolf X

Rossinavi has launched its "most innovative project" to date, a 42.8-metre hybrid-electric catamaran named Seawolf X . Construction was first revealed to have begun at the Monaco Yacht Show 2022, with the concept itself unveiled during Miami Design Week in 2021.

Exterior design is by Fulvio De Simoni Yacht Design , marking the first project presented by the pair since the 49.1-metre Aurora in 2017. It also marks the first multihull project for the shipyard.

A key characteristic of the model is her three "performance scenarios". On one-day trips, Seawolf X can cruise in full-electric mode for 100 per cent of the time; on multi-day trips, she can cruise for 90 per cent; and on transatlantic trips, she can still cruise in electric mode for 80 per cent of the time. When the catamaran is moored, a "hibernation mode" activates for reduced consumption – with the energy generated able to be given back to the quay or to a private property. She can recharge at the shore in five hours and supplies enough energy to charge up an entire villa.

Rossinavi has also developed an onboard artificial intelligence system, called Rossinavi AI, to analyse the operation of the vessel, predict the needs of guests and communicate with the crew on "lower-impact behaviours" and "conscious cruising". The AI can also monitor the battery pack to keep it in a range of 20 to 80 per cent.

Her exterior is low-profiled and reminiscent of a sports car, with Fulvio De Simoni Yacht Design seeking "to liberate their minds from preconceptions" around catamaran design. The team also integrated solar panels into Seawolf X and addressed hull efficiency by developing "lightweight solutions", including an anchor installation that meets weight standards while enhancing aesthetics.

New York-based design firm Meyer Davis have created an interior that "complements the cutting-edge yacht to bring relaxed luxury and sustainable design to its forefront," the shipyard said. The decor takes inspiration from nature, in particular the sun, the sea and sand.

Leisure highlights include a convivial cockpit centred around a pool, an expansive sundeck with sunbathing and living spaces, and a bow area that features a hidden pool and convertible home theatre. Accommodation is for up to 10 guests in four cabins located in the hulls.

"After years of study and construction, it is now a source of satisfaction and pride for us to witness the launch of project Sea Cat, now Seawolf X , the first hybrid-electric multihull vessel," said Federico Rossi, COO of Rossinavi. "This yacht showcases remarkable technological innovations in both power management and propulsion technologies, marking the beginning of a new chapter in next-generation vessels."

Seawolf X also carries the BlUE label, the shipyard' "sustainable" design philosophy established in 2022. Inspired by phytoplankton, the BlUE fleet absorbs sunlight during the day and utilises photovoltaic technology to convert it into energy. This energy is stored in advanced batteries and released at night, creating a bioluminescent effect "akin to glowing plankton".

The catamaran sits below the 500GT threshold with a beam of 13.8 metres and a maximum draught of two metres.

Christened Seawolf X, the new multihull features exterior architecture by Italy’s Fulvio De Simoni Yacht Design and interiors by New York’s Meyer Davis Studio. Made entirely of lightweight aluminum, the 140-footer showcases the sleek, sculptural lines and low, streamlined profile of a sports car but runs more like an EV.

“We set out to envision the boat of the future, unbound by convention yet grounded in feasibility with cutting-edge technology for minimal environmental impact,” designer Fulvio De Simoni said in a statement.

Seawolf X is part of the Italian yard’s newly launched Blue series . Inspired by the way in which phytoplankton harnesses sunlight for energy, the hybrid-electric Blue cruisers use solar panels to capture clean energy and then stores it in advanced batteries to power the engines and hotel load.

Rossinavi says Seawolf X can cruise in full electric mode 100 percent of the time on one-day trips, 90 percent on multi-day jaunts, and 80 percent on transatlantic crossings. In addition, “Hibernation” mode reduces power consumption while the vessel is at anchor and any excess energy generated can be given to a quay or private property. In fact, Seawolf X supplies enough energy to charge up an entire villa, Rossinavi claims. The cat is also equipped with two diesel generators that can quickly recharge batteries. Alternatively, the batteries can be fully recharged with shore power in only five hours.

To top it off, Seawolf X is powered by an artificial intelligence system. Described as “a brain that can learn from observation and predict the needs of guests on board,” Rossinavi AI keeps the environmental impact of the yacht as low as possible by helping the crew to implement more eco-friendly operational changes and monitoring the battery pack to keep it in an ideal range of 20 to 80 percent.

More traditional features include a convivial cockpit centered around a pool, an expansive sundeck, and a plush bow area with a hidden pool and a convertible home theater.

“This yacht showcases remarkable technological innovations in both power management and propulsion technologies, marking the beginning of a new chapter in next-generation vessels,” adds Rossinavi COO Federico Rossi.

With a beam just shy of 40 feet, the cat offers a generous amount of space onboard. The first hull is equipped with one giant owner’s suite, two generous VIP cabins, and one twin, but owners can also opt for a five-cabin layout. This particular owner’s suite covers almost half of the main deck and opens onto a private foredeck lounge. The main deck is also home to a well-equipped galley and a customizable aft cockpit, while the upper deck sports an additional forward cockpit, a sky lounge, and the helm. At the stern, the tender garage can transform into a spacious aft beach club with fold-down bulwarks that increase the amount of waterside space. Wider is widely considered to have started the trend of fold-out platforms for yachts.

Maggi says eight other hulls are under construction at the yard in Fano. Following the unveiling of the first hull in Venice, Wider will release a four-episode web series detailing the evolution of the pioneering multihull. The WiderCat 92’s worldwide debut is scheduled for the Cannes Yachting Festival this September.

Western allies are taking too long to make key decisions on military support for Ukraine, President Volodymyr Zelenskiy told Reuters in an exclusive interview in Kyiv on Monday.

STOCKHOLM – Two months into its membership in NATO, Sweden is retooling its defense after 200 years of military neutrality.

Not since Napoleon’s 1812 campaign in Russia has Sweden formally allied militarily with another country, Minister of Defense Pål Jonson told reporters earlier this month. Since the eve of World War II, Stockholm used a porcupine strategy of “armed neutrality” relying on the country’s indigenous defense, aerospace and shipbuilding industries to ward off Russian aggression. That changed after Moscow’s invasion of Ukraine in 2022.

“Going into an alliance is of course a big change. Policy-wise it’s a big change, mentally it’s a big change,” Jonson told reporters at defense firm Saab’s headquarters. “And [we have] to remember that we’re not necessarily going to be defending Sweden from inside Sweden, but from a distance, and we’re going to be doing it as a solidaric ally.”

Now NATO planners can use what was “white space” on their maps to craft a unified defense of the Nordic region, Sweden’s deputy chief of defense staff Rear Adm. Jens Nykvist told reporters. Sweden also brings more than a hundred years of experience operating submarines in the Baltic Sea – the doorway to Russia’s largest port of Saint Petersburg, Nykvist said.

In parallel with joining NATO, Sweden is also finalizing an agreement with the U.S. to host American military units, double its defense spending and craft a new national security strategy that factors in its 31 new treaty allies, Jonson said.

“This is a direct consequence of Russia’s illegal, unprovoked full-scale invasion of Ukraine,” Jonson said. “This is the mother of all unintended consequences for Russian strategic thinking.”

Since Sweden and Finland joined NATO combined with Norway and Denmark, they form the first contiguous Nordic military alliance in more than 500 years and might be Sweden’s most significant contribution to the alliance, one expert told USNI News.

While Sweden has developed a domestic military industrial base, its standing military is small relative to the other members of NATO. The Swedish Armed Forces total 25,000 and about 2,500 sailors make up the Swedish Navy.

“Sweden’s most important contribution to NATO will be its territory for deterrence and defense purpose,” Marta Kepe, a researcher at RAND, told USNI News last week. “Sweden can have an important role as an enabler, and as a basing and staging area for U.S. and allied forces. Sweden can help NATO prevent Russia’s ability to shape the regional environment for a potential conflict and repel a Russian invasion.”

Baltic Sea is Not a ‘NATO Lake’

After Finland formally joined NATO last year, European pundits started referring to the Baltic as NATO’s lake, encircled by Finland, Sweden, Denmark, Germany, Estonia, Latvia, Lithuania and Poland. Compared to NATO, Russia has a minuscule coastline on the Baltic south of Finland and in Moscow’s exclave in Kaliningrad between Lithuania and Poland.

But the proximity of eight treaty allies around the Baltic does not mean the 145,000 square mile body of water is uncontested, Nykvist told reporters.

“Some people tried to say Sweden and Finland now being part of NATO makes the Baltic like a NATO lake. I would say no, it’s not,” he said. “It’s not, because we have the Russian bases.”

Russia’s Baltic Fleet is headquartered on its sliver of Baltic coast and is key to Moscow’s power projection in the region.

On Wednesday, the head of the Swedish Armed Forces, Gen. Micael Bydén, told German news outlet RND that Russian President Vladimir Putin was set on controlling the Baltic Sea .

Bydén singled out the central Swedish island of Gotland as key to Russia’s goal of dominating the region.

“I’m sure that Putin even has both eyes on Gotland. Putin’s goal is to gain control of the Baltic Sea,” Bydén told RND . “If Russia takes control and seals off the Baltic Sea, it would have an enormous impact on our lives — in Sweden and all other countries bordering the Baltic Sea. We can’t allow that.”

Russia’s naval presence in the Baltic is buttressed with a fleet of merchant vessels that Swedish officials claim are part of a hybrid warfare campaign. The shadow fleet is equipped with sophisticated communications gear that military officials in Stockholm say is unnecessary for merchant ships. The fleet has operated inside Sweden’s economic exclusive zone off of Gotland, according to a report from the Center for European Policy Analysis . The shadow fleet is also suspected of shipping illicit Russian oil through the Baltic, violating sanctions.

Beyond the Russian Navy and shadow fleet, increased commercial shipping and underwater infrastructure like communications cables and pipelines are making operations in the Baltic Sea more complicated, Nykvist said.

“There is a lot of density of traffic. It’s roughly 4,000 ships moving around every given minute in this region,” he said. “It’s coming from [the] St. Petersburg area and going out and back. That’s one of the main routes for Russia regarding oil and energy products.”

Merchant shipping on the Baltic Sea is also critical to the Nordic countries. The western port of Gothenburg, which is the main container port for Sweden and Norway, is being dredged to accommodate heavier ships. Instead of being the last stop for ships from Asia, the port will be the first for ships coming across the Arctic.

Sweden is also anticipating a Northeast passage will eventually allow commercial ships to come to Europe from Asia through the Arctic. Gothenburg will become one of the first spots for ships coming across the Arctic as opposed to the last for container ships coming through the Red Sea through the Suez into the Mediterranean Sea.

The threat of electronic warfare is also increasing regionally. In the southern Baltic, near the Russian exclave of Kaliningrad, GPS jamming of ships and aircraft has increased, resulting in high-profile instances of aircraft and ships falling victim to spoofing .

“We see examples of GPS jamming, for instance, in this area,” Nykvist said. He would not go as far as to say where the jamming originates, but many open-source intelligence analysts have pointed to Kaliningrad.

A Century Undersea

Sweden launched its first submarine, Hajen , in 1904 and has developed submarines consistently since then.

“I would claim unique assets and capabilities when it comes to operating [in] the Baltic Sea because we’ve been working for decades under the water with our submarines on the surface with our surface combatants,” defense minister Jonson told reporters. The brackish and shallow Baltic Sea is a playground for small attack submarines. Sensors used to find an adversary’s boats in the salty and deep Atlantic don’t perform well. The differences in temperature create layers under the water that hide submarines from active sonar, Cmdr. Peter Östbring, chief of staff of the Swedish Navy’s 1st submarine flotilla, told USNI News earlier this month during a trip to Karlskrona in southern Sweden.

“The complexity of the sea in our surrounding areas is… to our advantage,” Östbring said. “That [is] the reason why our submarines are the size they are: because they’re optimized for operating in shallow waters.” The Swedish submarine fleet consists of four submarines: three Gotland-class 1,600-ton air-independent attack boats built in the 1990s and the older 1,500-ton HSwMS Södermanland . All four boats have been upgraded with an air-independent propulsion system that allows the boats to operate underwater for extended periods.

The shallow Baltic Sea is about 230 feet deep on average, making seabed warfare a major consideration in the region, with major utilities under the surface like communication cables and gas and oil pipelines.

“The concept of seabed warfare is a fairly new concept … the learning curve is steep,” Östbring said. “We are moving ahead quite fast to get more knowledgeable, create capabilities to add on to a higher level of maritime security, because of the critical mass of the things that are at sea and on the seabed.”

The most famous example of an undersea incident in the Baltic was the still-unsolved attack on the Nord Stream 2 pipeline in 2022. In October, a gas pipeline and communications line from Finland to Estonia were severed.

“The main goal of the submarine force is to, to not stand guard, close to the pipeline but to create over time a recognized maritime picture so that other parts of the Navy and Swedish society are aware of what actors are in the area, what they’re doing, and what potential threat they might cause,” Östbring said.

To that end, the Swedish Navy is developing a new class of A-26 Blekinge-class boats that can operate for weeks at time in the shallow depths of the Baltic. The two boats, which have been several years in the making, lean into seabed warfare with the bows of the future HSwMS Blekinge and HSwMS Skåne featuring a large airlock to deploy either divers or unmanned underwater vehicles.

In addition to undersea warfare, the Swedish Navy also brings extensive experience with mine countermeasures. The Baltic Sea has an estimated 40,000 to 50,000 unexploded sea mines from World War I and World War II.

“It’s a time-consuming task to clear those mines. Most of the mines built 100 years ago were superb quality, because …when we demolish them today they still detonate with full force as they were intended 200 years ago,” Östbring said. “I would say our demining efforts [haven’t] changed. The thing that has changed are there no contacts with Russia.”

The Russian Drone Plant That Could Shape the War in Ukraine

E arly last month, cellphone footage captured a Ukrainian unmanned aerial vehicle slowly winding toward its final destination in a new installment in the spreading drone wars—a drone itself was being used to hit a site where enemy drones were being made.

The target was a high-tech college and manufacturing complex in the Russian steppes where Moscow is aiming to scale up production of the weapons it needs to gain an advantage in Ukraine.

Around 20 people were injured when the drone slammed into the dormitories at the Alabuga Special Economic Zone, many of them young engineering students hired from East Africa. Russian authorities said the manufacturing facilities were unscathed. Ukraine’s military intelligence agency said the blast caused significant disruption to production. The Alabuga Special Economic Zone didn’t respond to a request for comment, nor did the Kremlin.

The attack highlighted an important new aspect of the war in Ukraine, military experts say: the speed with which Russia can scale up production of Iranian-designed surveillance and attack drones, drawing on Chinese components, an African workforce and logistics networks that Iran honed during its own yearslong standoff with the West.

Drones are playing an increasingly significant role in current conflicts, particularly in Ukraine. Russia has launched dozens of attacks using Iran’s Shahed drones, whose telltale buzz has earned them the name “mopeds” among Ukrainians.

Their low cost compared with the expensive missiles Ukraine uses means air-defense units have sometimes resorted to machine guns to shoot them down. Iran unleashed a swarm of drones in its recent attack on Israel, attempting to overwhelm Israeli air defenses and allow ballistic and cruise missiles to sneak through, a tactic Moscow also uses.

With Ukraine now building its own drones—which have struck oil refineries and other critical infrastructure deep in Russian territory—there is a race to gain an edge in drone warfare.

Soon after Russia’s invasion in February 2022, Ukraine successfully used Turkish-made Bayraktar TB2 drones to slow the initial march on Kyiv, radically changing Moscow’s plans for the war. In response, Moscow approached Iran for access to its drones, building on the growing commercial and security links between the two countries.

Since then, Russia has launched over 4,000 Iranian-designed Shahed attack drones, according to the Ukrainian military, enabling Russia to target power plants and other critical sites deep inside Ukraine. While the initial models were shipped directly from Iran, more recent strikes were carried out with devices entirely manufactured in Russia, say military experts.

Moscow has since leveraged key alliances to build out its defense capabilities.

Senior Biden administration officials said in early April that China had provided Russia with optics, microelectronics and other dual-use materials that could be used in drones, along with other military hardware. A research arm of the Ukrainian military said in September that Russia was sourcing engines for the Shahed attack drones from China, identifying a company called Beijing MicroPilot UAV Flight Control Systems as a supplier.

In 2020, a United Nations report identified the company as a possible source of engines in Shahed drones found in attacks by Yemen’s Houthis and Iran on Saudi oil facilities the previous year. The engine has a rotary configuration, making it more efficient than piston engines and ideally suited to long-range drones. They can cost tens of thousands of dollars when constructed with high-grade materials, but the price can be cut to a few thousand if cheaper materials are used and longevity isn’t an issue, as would be the case in a suicide drone, experts say. The company didn’t respond to a request for comment.

But also key are Russia’s deepening ties to Iran and more African states. The manufacturing operation for the Iranian-designed drones, tucked away in a pair of hangars at the Alabuga Special Economic Zone, on a tributary of the Volga river, shows how the different elements come together.

Russian business executives sealed the deal to build the drone plant in late 2022 when they flew to Tehran with a lucrative offer: $1.7 billion to be paid partly in gold bars. The unusual terms, corroborated by The Wall Street Journal with U.S. security officials, were revealed in February by a hacker group called the Prana Network, which said it broke into email servers associated with Iran’s Islamic Revolutionary Guard Corps.

The plan is for the Alabuga facility to churn out 6,000 Shahed attack drones a year, in addition to surveillance drones, according to a contract between the plant’s Russian managers and their Iranian partners leaked by the Prana Network and that was independently corroborated by two advisers to the British government. At the end of April, the factory was ahead of its production schedule, having already supplied 4,500 of the promised Shaheds, according to the International Institute for Strategic Studies, a London-based defense-focused think tank.

Russian soldiers are already being trained to operate the drones in Syria with instructors from both the Revolutionary Guard and Iran-backed militant group Hezbollah, according to Ukrainian military intelligence and a former Syrian officer with conflict-monitor group Etana.

Dozens of the M3 “Albatross” reconnaissance drones made at the Alabuga plant have obtained detailed photographic intelligence on Ukrainian positions and movements on the front line. Their manufacturer said the drones had already helped repel an attempted incursion by Ukraine on Russia’s border region of Belgorod.

Russia now produces its own warheads instead of waiting for Iranian ones, speeding up production of combat-ready weapons, said a former employee at the plant, Henry Thompson, a drone expert who previously worked for the United Nations, who has analyzed debris found in Ukraine and concluded that more recent versions of Shaheds had been made in Russia.

After another Russian drone barrage on April 11, Ukrainian President Volodymyr Zelensky warned that Ukraine would soon run out of air-defense missiles if the intensity of the Russian strikes continued.

Moscow’s pivot to drones is helped by tapping Tehran’s shadow logistics networks, in addition to Iran’s military technology.

Many of the front companies Iran has used over years of evading its own Western sanctions were based in places such as Hong Kong or Dubai—something Supreme Leader Ali Khamenei once described as its “resistance economy.”

The U.S. has blacklisted scores of such firms playing a role in Iran’s clandestine financial system. Tom Keatinge at Royal United Services Institute, a U.K. think tank, has described American efforts to shut them down as a game of whack-a-mole. The sanctions “expose small portions of a vast network momentarily, only for the networks to adapt and compensate with the formation and use of the new companies,” he wrote in a research paper.

One part of Russia’s drone project involved an Iranian front company in the United Arab Emirates called Generation Trading FZE, according to the U.S. Treasury, which imposed sanctions on the company in February. The Treasury said the company, which didn’t respond to requests for comment, sold drone models, spare parts and connected ground stations to Russia. On paper, the facility would produce boats, according to the contract signed between the Russian industrial park and Sahara Thunder, another Iranian entity the U.S. sanctioned in April as a front for Tehran’s defense ministry.

To expand its drone production, however, Russia needed skilled workers to assemble them.

Initial production runs of the Albatross reconnaissance devices had largely relied on students from nearby technical colleges, but there weren’t enough of them to meet Moscow’s ambitions. The manufacturers began looking farther afield—to Africa.

Early last year, Russian businessmen from the Alabuga Special Economic Zone rented a hall at an upscale school in Kampala, the capital of Uganda, and gathered an audience of young female students to hear their pitch, according to Alabuga’s footage of the event and people who attended. The offer included a skilled job paying three times the wage at home in Uganda, with an airfare, free accommodation and a university diploma to join the work-study program.

The tone was calculated to be anti-colonial, echoing some of the language of the Cold War and reflecting Russia’s attempts to use soft power to dilute Western influence in East Africa.

“They get to crack our spirit,” a Russian delegate said at the event, referring to Western countries. With Moscow, he stressed, “you will never see that.”

Some of the recruiters are Ugandan schoolteachers, administrators and student leaders who quietly contact former students with the right skills. Joseph Kazibwe, one of the recruiters, who also doubles as a deputy headmaster at a secondary school in Lubiri, says the Russians are interested in young women who have excelled in science subjects in high school. Kazibwe said he was unaware they would be involved in building drones.

“Our job is to identify and reach out to the suitable candidates,” he said. “The Russians take full charge of the process after that. They don’t share with us their recruitment criteria and we have no knowledge of how and who they eventually select.”

Over a thousand women have since gone to the Alabuga free zone from all over Africa, an additional thousand students will likely join this year’s intake, say Ugandan officials.

Promotional videos posted by the Alabuga free zone show students roaming the corridors on skateboards to the sound of techno. The salary is nearly $1,000 a month, almost double the average Russian wage.

Other footage published by the free zone showed an African woman at the site, dressed in a hazmat suit and face mask to avoid contaminating the delicate components, as she glued two wings onto an engine-equipped body for one of the Albatross reconnaissance drones. Officials in Kampala confirmed that the recruits sent to Alabuga are used to assemble unmanned aerial vehicles.

Last month they found that their new jobs come at a risk.

“Those who attacked our hostel…wanted to intimidate us,” said a Kenyan woman who said she was studying hospitality at the industrial park. “You won’t scare me, because Alabuga is a strong place and we will get through this,” she said in a video published by the free zone.

Ship that toppled Baltimore bridge had lost power twice before leaving port, NTSB reports

The massive container ship that toppled the Francis Scott Key Bridge had lost power twice in the hours before it left the Port of Baltimore, according to a preliminary report released Tuesday by the National Transportation Safety Board. 

The NTSB has been investigating the collision, which killed six people and destroyed critical infrastructure, since it occurred in the early morning hours of March 26. Its report offers the first official accounting of the events leading up to the disaster, as well as its immediate aftermath.

About 10 hours before leaving port, the container ship Dali experienced a blackout during maintenance when a crew member accidentally closed an inline engine exhaust damper. This blocked the engine’s exhaust from exiting the vessel and stalled the engine, the NTSB report states .

Crew members restored power by manually closing two breakers, but then a second blackout occurred due to insufficient fuel pressure in one of the ship's generators. The crew successfully restarted that generator by reopening its exhaust damper.

“While recovering from this second blackout,” the report notes, the crew switched the ship’s electrical configuration to use a different set of breakers than what it had been using for the past several months. It was these new breakers that were in use when the ship departed hours later.

What happened after the Dali left the Port of Baltimore?

The Dali left port at 12:36 a.m., assisted by two tug boats and a pair of pilots from the Association of Maryland Pilots. Nine minutes later, the senior pilot ordered the tugboats to be let go, and the Dali was navigating the channel under its own power, the report shows.

Less than an hour later, at 1:25 a.m. the two electrical breakers that supplied most of the ship’s power tripped, causing the first blackout offshore and resulting in the shutdown of the main engine and steering mechanism. At that moment, the Dali was 0.6 miles away – or three ship lengths – from the bridge, the report notes. 

The voyage data recorder was also affected by the blackout and stopped recording the ship’s system data for about one minute, although it had continued to record audio.

“The Dali crew was able to restore electrical power to the vessel, but, when the ship was 0.2 miles from the bridge, a second electrical blackout occurred,” the report said, noting that the breakers that connected to two of the ship’s generators had tripped, “causing a total loss of vessel electrical power.”

By that time, one of the pilots on board had already alerted a dispatcher on shore, and the dispatcher was able to notify the Maryland Transportation Authority Police, which closed the bridge to traffic.

But seven road maintenance workers and one inspector were still on the bridge when the ship struck. The inspector was able to run to the nearest surviving span before the bridge collapsed and survived. 

Thirty-one seconds later, the crew manually closed the breakers and restored electrical power but was unable to regain propulsion. Less than one minute afterward, the Dali struck the bridge. 

All the maintenance workers, who were in their vehicles at the time, fell into the Patapsco River along with the bridge. One of the workers was able to free himself from his truck and survived with injuries. The rest died. 

A crew member on the Dali also sustained minor injuries fleeing debris when part of the span fell on top of the ship, the report said. 

Could tugboats have saved the Dali and the Key Bridge?

Absent from the report is any comment about whether the first set of power outages, or the crew’s efforts to fix them, were related to the second set of power outages once the ship was sailing.

“We have to wait for a more detailed inquiry to see if it was related at all to it,” said Ashok Pandey, a master mariner and associate professor of maritime business at the Massachusetts Maritime Academy, who reviewed the NTSB report at the request of USA TODAY.

Pandey said it’s standard operating procedure to perform a thorough test of the ship’s controls and its main engine shortly before departure. Though the test isn't mentioned in the NTSB report, Pandey said the test’s findings would have been logged and any major problems communicated to both the ship’s owner and management company.

The ship’s top commanders probably “didn’t feel there was anything that would prevent the ship from sailing,” Pandey said. “So I’m not reading too much into it, unless an inquiry finds there was something amiss that was missed by all that could have contributed to the engine blackout.”

Regardless of what caused the blackout, Pandey said, he believes the disaster could have been averted, or at least minimized, had the Dali used tug escorts all the way through the channel and out to sea.

“That’s the glaring human error here,” he said, referring to the lack of mandatory tug escorts . “It’s a larger problem that the industry has to deal with here.”

The ship's owners and Baltimore officials are in court over responsibility

The NTSB account confirms what The Associated Press had reported in April – that the Dali had suffered apparent electrical issues before it left port, which was based on information from an anonymous source. The city of Baltimore repeated that information in a lawsuit it filed last month against the ship’s owner and manager for damages related to the incident.

The city also argued that neither the ship’s owner, Grace Ocean Private Ltd., nor its manager, Synergy Marine Private Ltd., should be allowed to limit their liability in the case, claiming both had failed to properly train and supervise the crew, failed to follow safe work and operational procedures, and failed to properly maintain, equip and inspect the vessel.

The filings were submitted in response to a petition by the Dali’s owner and its management company seeking to limit their financial liability for the collision; they claimed they were not at fault.

Grace Ocean and Synergy have been participating in the investigation, along with other agencies, associations and companies. The FBI separately has been investigating the incident, the agency confirmed last month. 

What did the NTSB find in drug and fuel tests?

A spokesman for Synergy Marine, Darrell Wilson, confirmed the company’s involvement in the investigation but declined further comment “out of respect for the investigations and any future legal proceedings.”

“We again extend our deepest sympathy to all of those impacted by this incident,” Wilson said in an email to USA TODAY. 

In addition to detailing the power outages leading up to the bridge collision, the NTSB report ruled out two other potential factors in the disaster – substance use and fuel problems. 

The ship’s entire crew underwent drug and alcohol testing less than an hour after the crash and again a few hours later, per U.S. Coast Guard regulations. All tested negative. 

Both pilots also were administered drug and alcohol tests once they got back ashore. Those, too, were negative, the report said.

At the time of the incident, the Dali was burning low-sulfur marine gas oil procured from Newark, New Jersey. Testing of that fuel determined that it complied with international standards and regulations and raised no concerns about its quality.

Several marine experts had speculated that dirty fuel – a common problem in commercial vessels and one that can gum up an engine – could have played a role in the ship's power outage. The report's findings say otherwise.

What's next in the NTSB's Key Bridge investigation?

The NTSB said that its work continues. For example, the report noted, its investigators are still examining the Dali’s propulsion and electrical system, analyzing and validating its voyage data recorder and have planned interviews with numerous stakeholders.

The agency also is assessing other bridges to see if they need improved pier protection. It specifically named the Gov. William Preston Lane Jr. Memorial Bridge – also called the Bay Bridge – near Annapolis, Maryland, as one such bridge.

“Planned areas of investigation,” the report said, “include oceangoing vessels’ propulsion and electrical systems; the frequency and causes of vessel contacts with bridges over navigable waters; and bridge-strike mitigation measures such as a combination of vessel-size restrictions, vessel-assist tugs, and bridge-pier protection.”
