48° North Boat Test

In 2018, the British small boat specialists, RS Sailing, came to market with a new keelboat that has been generating a lot of excitement; and now it’s come to the Pacific Northwest. By the numbers, it might not seem particularly unique – it is one inch shy of 21’, displaces 1,433 lbs, draws 4’ 6”, and carries its 7’ 3” beam well aft. Yet, after sailing it, there is both a ton to like about the RS 21, and also a lot to distinguish it from its competitors.

The intent from RS Sailing was not to create the fastest 21’ sport boat in the world. In fact, much of the design intent is built around a different priority, and an RS rep told me they aren’t even calling this a sport boat. The RS 21 aims to be quick to plane and a blast to sail, while emphasizing simplicity in its systems, design, and sailing experience; all of which put it squarely in the conversation for the best available club racer and training platform. Sport boat enthusiasts might have noted that the displacement seems a tad on the heavy side for a sport boat of this size. This can be at least partly explained by the choice to endow the boat with 730 lbs of ballast. That better-than-50% ballast-to-displacement ratio clearly fits the design ethos.

The boat has a distinct and eye-catching appearance, sleek and low-slung, somewhat reminiscent of an RS Aero on steroids. I liked it from the jump. Its chamfered bow design and hard chines maximize waterline and denote modernity. Unlike nearly all of its competitors, it is an open-boat design; meaning there’s no cabin or doghouse of any kind. The boat actually is all cockpit. Forgoing what would be a tiny interior anyway means that there’s a much greater sense of space for the crew and more real estate for ergonomic rigging. There’s still a water-tight hatch in the bow that offers a surprisingly generous amount of storage for crew bags, lunch, and your beverage of choice.

The structure of the one design class is taking shape and will be inviting. The boat will be sailed with three or four, and there’s no legs out hiking allowed, making it comfortable compared to some sportier alternatives. There are restrictions on sail purchases, sail cloth usage, and professional sailor involvement, meaning an effort is being made to keep the cost of racing the boat fairly low.

I got to go sailing on the RS 21 on a puffy April day in Richmond, CA. Seeing no outboard on the transom, I assumed we would be sailing off the dock, but then Jake Sorosky, the sales rep for West Coast Sailing (the regional RS dealer) in Washington State stepped to the middle of the cockpit, released a line that was keeping the electric Torqueedo of the water, and asked me, “You want to drive us out?” This innovation is a clever solution to the auxiliary power problem on small sport boats; anyone who has ever done the contortions to stow an outboard down below will appreciate the set-it-and-forget-it ease.

We began sailing inside the harbor in flat water with wind affected by geography and some massive commercial traffic, and mystery puffs and lulls from seemingly every direction. Driving and trimming main, I had to stay on my toes but found it easy to keep the boat on its feet. After a while, I fought my instincts and started letting the big lifting puffs heel the boat without easing. We even tried powering-up in the puffs, inducing excess heel while close-hauled to see if we could lose the rudder. We couldn’t. This kind of sailing is neither comfortable nor fast, but such stability and drive-ability boggles the mind. One word that RS uses to describe the 21 is forgiving, and this is definitely accurate.

Sailing beyond the breakwater into 15-20+ knots of breeze against San Francisco Bay tide, I was aware of the boat’s relatively low freeboard. It tracked beautifully and stayed pleasant to drive, but digging a wave didn’t just slow the boat, it sent a bit of water through cockpit. Careful driving minimized this tendency. The boat seemed to like backstay and the jib, which has athwartships-adjusting leads, could be sheeted hard and still gave great shape and a well-proportioned slot.

Upwind or down, it’s a combination of hull form and foil shape, in addition to the ballast, that makes it eminently drivable. This puts the RS 21 in stark contrast to some of its closest competitors, boats that may be faster and more powered up, but that require much more nuance of tune and trim to drive easily.

You might think all of this stability and ease makes the boat feel slow. Hardly! It was just about as easy to get on a plane as any keelboat I’ve sailed, and declaratively easier than some. It never felt heavy to me, but rather stiff and stable. We weren’t using any instruments, but on an easy plane, I’d guess we were happily cruising along in the low double-digits, pushing into the low teens in the puffs.

Of all the features, the one that gets the double-edged-sword award, in my opinion, is the mid-cockpit pedestal that doubles as a housing for the Torqueedo and the bar for the mainsheet attachment point (there is no mainsheet traveler). The backstay adjustment is also here, as is the double-ended main sheet that may be trimmed from forward or aft of this pedestal.

It has numerous positive attributes. Sheeting the main from an aft and above-the-deck position means that the boom can be trimmed to nearly centerline. Keeping the lifting motor there retains the full range of tiller-motion at the transom and keeps the weight better centered. It’s an easy foot push for the crew seated nearby. And finally, the arch in the middle is an exciting asset as a hand-hold for sailors who struggle with balance or mobility. A recent J/70 world champion installed something somewhat similar to aid him in getting from one side of the boat to the other, and this pedestal could do the same for RS 21 sailors.

The potential downside of this element is that it really is in the middle of everything. On jibes, in particular, we had a couple issues in which the extra main sheet would get caught on parts of this pedestal. There will surely be a learning curve for someone regularly sailing the boat, and it’s far from an insurmountable challenge.

Considering these unique attributes, who is the RS 21 really for? It will be a great first boat for anyone entering sport boat sailing, whether they’re adults getting into it or kids coming out of high school or college racing. Because of its simple and user-friendly approach, I think it will be a popular choice among sail training programs and clubs that provide race boats for fleet or match racing. And, among the boats of similar design, I would call the RS 21 the easiest to day sail, either short handed or with an inexperienced crew. So with this in mind, a fair answer to the question above could genuinely be: everybody.

Two Southwest Florida residents died on Friday in a boat crash that remains under investigation by the Florida Fish and Wildlife Conservation Commission.

John C. Moulder and Judy M. Eaton, both 71, suffered fatal injuries when the 21' Cobia Open Bay boat they were on crashed into the mangrove trees near Little Hickory Bay, Florida Fish and Wildlife said in a statement.

Moulder was from Naples and Eaton was from Bonita Springs.

Moulder and Eaton were the only occupants of the boat and no other vessels were involved in the crash, Florida Fish and Wildlife said.

Eaton was found in the trees and pronounced dead at the scene, while Moulder died from his injuries in a local hospital after being recovered from the water.

Collier had no boating death s in 2021 or 2022, according to the most recent statistical report released by Florida Fish and Wildlife.

Authorities have not released any further information as the investigation continues.

Refugee advocates make contact with suspected Kimberley asylum seekers on Nauru

A refugee advocacy group says it has made contact with 39 men taken to Nauru after being found wandering near a remote Aboriginal community in WA's far north last month. 

After weeks of trying to reach the men, the Asylum Seeker Resource Centre (ASRC) said it was relieved to receive contact from all 39 on March 11, confirming they were still being held in detention on Nauru.

On February 16, the  remote Aboriginal community of Beagle Bay rallied together to help the men , making national headlines for their humane response to the strange situation. 

But it would soon be discovered the men were part of a group from south Asia — Pakistan, India, Bangladesh — who arrived on a boat allegedly seeking asylum in Australia.

Within hours, the men's arrival was national news and the centre of a political football focused on Australia's border protection policies.

Federal Opposition leader Peter Dutton slammed the government's weak policies, drawing parallels between the boat arrival and the release of dozens of immigration detainees  convicted of violent offending.

Prime Minister Anthony Albanese rubbished Mr Dutton's accusations, reiterating the government's hardline approach to border arrivals and promising the men would not be able to settle here.

Australians saw a Nauru Airlines plane come and go from the Kimberley region and heard from authorities that the situation had been "dealt with."

Men reach out via email

ASRC spokesperson Jana Favero said the men reached out via email, but she remained concerned for their welfare.

She said the ASRC had spoken directly with eight of the men.

"We are following them up as a priority just to make sure their human rights are being met in the first instance," Ms Favero said.

"At the end of the day, we are talking about people and we just want to know what is happening to those people."

She said ASRC continued to be disappointed with the "silence" from the government and subsequent challenges contacting the men.

"We're still calling on the government to dismantle the wall of secrecy that has shrouded what's been happening on Nauru … over the past 10 years," Ms Favero said.

"The government does provide monthly reports on other statistics."

Ms Favero said it was no surprise to hear concerns from community members who saw the men because it puts a human face to Australia's tough border controls.

"When people actually meet someone seeking asylum, the first thing they say is, 'They're just people like us'," she said.

"It strips away the politics and strips away the labels."

A linear process in place

Associate Professor of Law at Murdoch University Mary Anne Kenny said there was a linear process in place to deal with boat arrivals in Australia.

After being flown to Nauru, the only current country with an agreement to process Australia boat arrivals, she said there were contracts to provide those people with welfare and health services.

Ms Kenny said there was also an ongoing arrangement with an Australian legal firm.

"Hopefully, these people will be given access to that assistance," she said.

Ms Kenny said it was understandable for people to be concerned because of the "very difficult conditions" previously revealed about Nauru.

"I guess people do just have to continue to ask questions of the government about what is happening," she said.

Responsibility with Nauru government

Australian Border Force did not respond to questions regarding community and advocate concerns about the fate of the men, citing privacy concerns.

A spokesperson said the responsibility now sat with the government of Nauru to administer and implement regional processing arrangements, including the management of "unauthorised maritime arrivals".

"Australia’s policy response remains consistent: Unauthorised maritime arrivals will not settle in Australia," the spokesperson said.

The ABC was told the cohort of foreign nationals would remain in Nauru until their migration status was resolved or until they voluntarily departed.

Ms Favero said ASRC would stay in contact with the men and continue trying to determine what will happen to them next.

12:39 a.m. Ukraine begins negotiations with the U.S. this week on a bilateral agreement for security guarantees that will be valid until Ukraine joins NATO, the head of the Ukrainian presidential office announces.

The talks will follow up on Group of Seven members' recent pledge to "each work with Ukraine on specific, bilateral, long-term security commitments and arrangements."

Sunday, July 30

5:30 p.m. The Russian Navy will receive 30 new warships this year, President Vladimir Putin says in St. Petersburg in a speech for a naval parade on the Neva River to mark his country's annual Navy Day.

1:00 p.m. Ukraine tried to attack "Moscow facilities" via drone in the morning local time, Russia's Defense Ministry says.

"One Ukrainian drone was destroyed by air defense means over the territory of the Moscow Region's Odintsovo district," the Russian government's Tass news agency quotes the ministry as saying. "Two other drones were suppressed by electronic warfare and, having lost control, crashed on the territory of the Moscow City complex of non-residential buildings."

There is no immediate claim of responsibility from Ukraine, whose military intelligence service declines to comment on the Moscow City strikes, the Financial Times reports.

Tass quotes an emergency services source as saying a security guard was injured in a Moscow City building. Independent Russia-focused media outlet Meduza posts photos of blown-out skyscraper windows.

"Passers-by found documents on the street, which were presumably blown out of the buildings where the offices of the Ministry of Industry and Trade, the Ministry of Economic Development, and the Ministry of Digital Development, Communications and Mass Media are located," Meduza says.

12:15 a.m. Polish Prime Minister Mateusz Morawiecki says a group of a hundred Russian Wagner mercenaries have moved closer to the Belarusian city of Grodno near the Polish border, raising fears that the troops will try to cross the border.

"The situation is getting increasingly dangerous ... Most likely they [the Wagner personnel] will be disguised as the Belarusian border guard and help illegal migrants get to the Polish territory [and] destabilize Poland," Morawiecki says. "They will most likely try to enter Poland pretending to be illegal migrants and this poses additional threats," he says.

11:30 p.m. Ukrainian soldiers have used North Korean rockets that they said were seized by a "friendly" country before being delivered to Ukraine, the Financial Times reports .

The North Korean arms, were shown to the FT by troops operating Soviet-era Grad multiple-launch rocket systems (MLRS) near the devastated city of Bakhmut.

The Ukrainian soldiers say the rockets had been "seized" from a ship by a "friendly" country before being delivered to Ukraine.

3:50 p.m. Wagner mercenary boss Yevgeny Prigozhin, who remains active despite leading a failed mutiny against the Russian army's top brass last month, has hailed Niger's military coup as good news and offered his fighters' services to bring order. 10:30 p.m. Russia has placed International Criminal Court Judge Tomoko Akane on its wanted list after the court issued an arrest warrant for President Vladimir Putin for war crimes, the state media Tass reports.

Akane is the second ICC judge to be placed on Russia's wanted list, with Judge Rosario Salvatore Aitala and ICC prosecutor Karim Khan being put on the list in May.

3:00 p.m. Russia hit port infrastructure in Ukraine's Odesa region in an overnight missile attack, killing a security guard and damaging a cargo terminal, the region's governor says. 9:30 a.m. North Korean leader Kim Jong Un on Wednesday met with Russian Defense Minister Sergei Shoigu , who was on a rare visit to the isolated country during which both sides pledged to boost ties, state media KCNA reports. Shoigu handed Kim a letter from Russian President Vladimir Putin, the report said. Kim in turn thanked Putin for sending a military delegation led by Shoigu, adding the meeting deepened the "strategic and traditional DPRK [North Korea]-Russia relations."

The corvette is tasked with patrolling the shipping lane between the Bosphorus and Odesa, the ministry says in an intelligence update.

"There is a realistic possibility that it will form part of a task group to intercept commercial vessels Russia believes are heading to Ukraine," the ministry says.

A day earlier, U.K. Prime Minister Rishi Sunak and Ukrainian President Volodymyr Zelenskyy talked by phone on the possibility of Russian forces adding merchant ships to their list of targets in the Black Sea, British Ambassador to the U.N. Barbara Woodward told reporters.

Russia has repeatedly attacked grain warehouses in the port of Odesa since suspending its participation in an agreement ensuring the flow of agricultural exports through the Black Sea. Moscow says other parties to the deal failed to hold up their end of the bargain.

3:00 p.m. Operators performing maintenance at Ukraine's Zaporizhzhia nuclear plant have switched the shutdown mode of two reactors, the Moscow-installed administration of the plant says. "In order to conduct a scheduled technical inspection of the equipment of power unit No. 5, the management of the Zaporizhzhia nuclear power plant decided to transfer it to the 'cold shutdown' state," the administration said on its Telegram channel. It added: "And in order to provide steam for the station's own needs, the reactor plant of power unit No. 4 was transferred to the 'hot shutdown' state."

The digital ruble will be used as a means for payments and transfers, Tass reports, adding that the platform will be operated by the Bank of Russia.

3:30 p.m. The Russian Defense Ministry says Ukraine tried to attack Crimea overnight using 17 drones, but that the attack was foiled and that there were no casualties, Reuters reports. It said 11 of the drones crashed into the Black Sea after being suppressed by anti-drone equipment, three fell on Crimean territory and three were destroyed by air-defenses. Reuters was not able to independently verify the report.

2:00 p.m. Russia's overnight drone attack on the southern Ukrainian port of Odesa destroyed a grain depot and injured four port employees, Ukraine's southern military command says on social media. Based on preliminary information, three drones were destroyed in the attacks, the command said.

1:20 p.m. Russia's defense ministry accuses Ukraine of a "terrorist" drone attack on Moscow after the city's mayor said that two buildings were hit and media reported that debris was found not far from the ministry's buildings. The defense ministry said on its Telegram messaging app that two drones "were suppressed and crashed." Mayor Sergei Sobyanin said on his Telegram messaging app that two non-residential buildings were struck at around 4 a.m. (0100 GMT), adding that there was no "serious damage or casualties."

10:45 a.m. Fragments of a drone were found in central Moscow some 2 kilometers away from the main building of the Ministry of Defence, Russia's state news agencies report, citing emergency services. Komsomolsky Avenue from the center of Moscow toward the outskirts of the city was closed, RIA news agency reported, citing Moscow's Department of Transport. A Reuters witness heard two loud explosions before the reports of the drone fragments were found. Preliminary information indicates that there were no casualties.

7:30 a.m. Russia's Investigative Committee says it has launched a criminal probe into the killing of a Russian war reporter. The committee said on its website that "armed Ukrainian formations targeted and deliberately fired at a group of Russian journalists" working near Pyatikhatka, in Ukraine's southeastern Zaporizhzhia region. It did not specify the type of weapons or munitions used, but said Rostislav Zhuravlev, a journalist for RIA state news agency, was killed.

5:40 a.m. A previously announced meeting of a new NATO-Ukraine Council, expected to address Black Sea security, has been scheduled for Wednesday, President Volodymyr Zelenskyy says in his nightly video address on Sunday.

11:30 p.m. U.S. Secretary of State Antony Blinken says that while Ukraine has reconquered half the territory that Russia initially seized in its invasion, Kyiv faces a "a very hard fight" to win back more.

"It's already taken back about 50% of what was initially seized," Blinken says in an interview to CNN on Sunday. "These are still relatively early days of the counteroffensive. It is tough," he said, adding: "It will not play out over the next week or two. We're still looking I think at several months."

5:30 pm. Russian air attacks on Ukraine's southern port of Odesa kills one, injures nearly 20 and badly damages an Orthodox cathedral.

"Odesa: another night attack of the monsters," Oleh Kiper, governor of the Odesa region, said on the Telegram messaging app.

The Spaso-Preobrazhenskyi Cathedral, or the Transfiguration Cathedral, was severely damaged, Odesa's military administration said. Odesa's largest church building, it is located in the historic city center, which is a UNESCO world heritage site.

5:40 p.m. Road traffic on the bridge linking Russia to the Crimean peninsula has resumed after being briefly suspended on Saturday, an official Telegram channel said. It did not state the reason for the road closure. On Monday, the road was put out of service after an attack that killed two people. The bridge had only recently returned to full operation after being damaged in a bomb blast last October.

3:10 p.m. Prominent Russian nationalist and former military commander Igor Girkin, who had publicly accused President Vladimir Putin and the army top brass of not pursuing the war in Ukraine harshly or effectively enough, was remanded in custody on Friday on charges of inciting extremism. His arrest earlier in the day by his ex-employer, the FSB state security service, suggests authorities have wearied of his criticism of the war in Ukraine, following an abortive mutiny last month led by another outspoken critic, Yevgeny Prigozhin, boss of the Wagner mercenary force, who is still free but has sharply curtailed his own verbal attacks.

Britain's defense ministry, in a regular intelligence update on Saturday, said the arrest was "likely to infuriate fellow members of the military blogger community, who largely see Girkin as an astute military analyst and patriot."

8:00 a.m. Ukrainian President Volodymyr Zelenskyy says the bridge linking the Crimean Peninsula to Russia, which was built by Moscow and brought into service in 2018, is a military target as it is "not just a logistical road" and brings "war, not peace." Speaking by video link to the Aspen security conference in the United States, he said, "For us, this is understandably an enemy facility built outside international laws and all applicable norms. So, understandably, this is a target for us. And a target that is bringing war, not peace, has to be neutralized." Ukraine welcomed Monday's attack on the bridge, which killed two civilians, but officials did not directly claim responsibility, while Moscow blamed Ukraine.

7:30 a.m. French President Emmanuel Macron's top diplomatic adviser says China is delivering items that could be used as military equipment to Russia, according to Reuters. Asked at the Aspen Security Forum late on Thursday if the West had seen any evidence that China has armed Russia in any way in the war in Ukraine, Emmanuel Bonne, the head of Macron's diplomatic team at the Elysee Palace, told the moderator: "Yes, there are indications that they are doing things we would prefer them not to do." When pressed on whether China is delivering weapons, Bonne said: "Well, kind of military equipment ... as far as we know they are not delivering massively military capacities to Russia but [we need that to be] no delivery."

11:30 p.m. Ukrainian President Volodymyr Zelenskyy has dismissed Kyiv's ambassador to the U.K. and the International Maritime Organization, Vadym Prystaiko, under a presidential decree that does not state a reason.

Prystaiko had given Zelenskyy an apparent rebuke last week for the president's "sarcastic" response to British Defence Secretary Ben Wallace's comment that the U.K. is not an "Amazon" delivery service for weapons for Ukraine.

The dismissal comes the day after Zelenskyy said in his nightly video address that the state budget should prioritize defense and that he had asked the prime minister to consider replacing the culture minister. "Paving stones, city decorations and fountains can wait till after the victory," the president said. The culture minister in question, Oleksandr Tkachenko, says he submitted his resignation before Zelenskyy's address.

2:40 p.m. Poland's security committee decided in a meeting on Wednesday to move military units to the country's east due to the Wagner Group's presence in Belarus, state-run news agency PAP quotes its secretary as saying on Friday. On Thursday, the Belarusian defense ministry said Wagner mercenaries had started to train Belarusian special forces at a military range just a few miles from the border with NATO-member Poland. "Training or joint exercises of the Belarusian army and the Wagner Group is undoubtedly a provocation," Zbigniew Hoffmann told PAP. "The Committee analyzed possible threats, such as the dislocation of Wagner Group units. Therefore, the Minister of National Defense, chairman of the Committee, Mariusz Blaszczak, decided to move our military formations from the west to the east of Poland."

1:57 a.m. Russia is not preparing to attack civilian ships in the Black Sea, contrary to American claims, says Anatoly Antonov, the Russian ambassador to the U.S., in comments posted on social media by his embassy.
