International Certificate of Competence - ICC

Many European countries require the skipper of a vessel to be able to provide evidence of his or her competence. In practice documentary evidence may seldom be inspected, but it is generally useful and in some countries essential to carry an ICC.

So is the ICC required or recommended?

The requirement is solely dependant on the country you are visiting. You may find that some only require it for inland waters where others only require it for coastal waters. However you will find some require it for both.

In very general terms an ICC is required for the inland waterways of Europe and for inland and coastal waters of Mediterranean countries. For the coastal waters of Northern Europe the ICC is generally not required, however to all of these generalisations there are exceptions.

Further information can be found on the Evidence of Competence Abroad page . RYA members will find more specific information in the individual country pages .

Eligibility

Minimum age.

The ICC cannot be issued to anyone under the age of 16. Therefore please only apply for the ICC if you are age 16 or over.

Nationality

The RYA is permitted to issue the ICC to British nationals and residents. You are a British national if you are one of the following:

  • A British citizen
  • A British Overseas Territories citizen
  • A British overseas citizen
  • A British national (overseas)
  • A British subject
  • A British protected person

Evidence of residency is required for non-nationals this is usually a photocopy of a driving licence, utility bill, Council Tax bill, bank statement or similar. Further authenticated evidence of residency may be requested.

How to apply

To apply simply download the form from the link below, complete it and send it to the RYA along with any supporting evidence required. This is free of charge to RYA members. We can also help you complete the form whilst on your RYA Powerboat Level 2 course if required.

Why choose the Powerboat Level 2 course?

The qualification known as “Powerboat Level 2” is also often referred to as “Powerboat Handling Level 2.” Those who have obtained their Powerboat Level 2 certification are eligible to submit an application to the RYA for their Powerboat ICC ( International Certificate of Competence ), which is valid for boats up to 10 metres in length.

The RYA Power Boat Level 2 course is the gold standard of powerboat education, and its length of two days allows students ample time in both hands-on powerboat instruction and theoretical navigational study. The purpose of a powerboat level 2 course is to instil the necessary skills for operating and operating a powerboat safely. While the course content may seem comparable to that of Powerboat Level 1 at first look, the additional time allows for a far more in-depth examination of each topic, greatly increasing the student’s potential for organisational learning.

What does the course involve?

Theory time will be spent learning about different types of boats and their advantages and disadvantages, different types of engines and drives, how to use power tilt and trim tabs, how to perform safety checks, how to stay afloat, how to recognise other boaters, how to apply the collision regulations (IRPCS), how to comply with local ordinances, how to tow and be towed, how to communicate in an emergency, how to send and receive distress signals, how to prevent fires, and how to fight fires.

The first day of the training focuses on honing your skills in handling the vessel in tight quarters, while the second day teaches navigation and gives you plenty of practise time to put your newfound knowledge to use.

Our second day of training focuses on navigational basics including reading maps, calculating tides, identifying buoys, and navigating with a compass. We next put our newly acquired knowledge to use by creating a brief pilotage plan and carrying it out.

If you choose, you can apply for your ICC from the RYA once you have attained the level at which we can grant the Level 2 certificate. Once you obtain the necessary paperwork, and when you submit it along with a photo and a copy of your certificate, you will be issued a licence. Your ICC is free if you are a member of the RYA; otherwise, it costs about £50 per person. Coincidentally, joining the RYA costs nearly the same, so we normally recommend joining first to receive the ICC for free. If you join the RYA before attending your course please enter Joining Point Code No 920082657 on your application.

The Level 2 certificate can occasionally be obtained without completing the entire course. This process, called Direct Assessment, takes a half-day to one day. (Let us know if you interested in pursuing Level 2 in this manner.)

What is covered in the course?

This powerboat course teaches you the basics of handling a powerboat including safety and navigation. It essentially provides you with the skills you need to charter a powerboat on your next trip away or abroad.

When you take the PB2 course with Duck-2-Water, qualified RYA instructors will provide training on a modern and fully-equipped powerboat. Your instructor will cover the following topics with you during your 2 days with him or her:

The  RYA theory  element of the Powerboat Training Level 2 course will cover the types of craft and their respective advantages and disadvantages, engines and drives, use of power tilt and trim tabs, safety checks, personal buoyancy, awareness of other water users, application of the collision regulations (IRPCS), local bylaws, towing and being towed, communication with other craft, emergency action, distress signals, fire precautions and fire fighting, and rope work.

Depending on how an individual powerboat instructor structures the course, the second day may involve a practical assessment of boat handling capability. This will involve undertaking manoeuvres learnt earlier in the course. This test can be taken on its own without undertaking the Level two course. This is known as Direct Assessment and can lead to the award of a powerboat level two certificate.

A further consideration when attending a powerboat level two course is where you take it. Coastal based schools award certificates with a coastal endorsement. This means that the student has learnt in conditions where tides and currents must be considered. Generally speaking, if you intend using your boat in coastal waters ensure that you undertake a level 2 course with a powerboat coastal school.

What are the level 2 course requirements

You do not need to have attended a Powerboat Level 1 Course in order to do this course. If you have already attended a  Powerboat Level 1  course you will find that a benefit, however, no prior boating experience or  powerboat training  is necessary or essential if you want to take the course, and it is open to anyone over the age of 12.

The RYA Powerboat Level 2 ICC Course suits both those with extensive boat handling experience and those who have never stepped onto a boat before.

A further consideration when attending the RYA Powerboat Level 2 ICC Course is where you take it

We are allowed to give certificates with a coastal endorsement because our school is located on the coast, and all of our classes are hosted at Ocean Village Marina, Southampton SO14 3XB UK (near Shamrock Quay Marina & Ocean Quay Marina), as well as other locations throughout the Solent region.

This means that the student has learnt in conditions where tides and currents must be considered. Generally speaking, if you intend to use your boat in coastal waters, ensure that you undertake a course with a coastal school.

Benefits of having a level 2 RYA powerboat certification

This is a criteria that is commonly required by employers as a bare minimum. After obtaining this degree, students have the opportunity to continue their education and earn their International Certificate of Competence (ICC), which is a necessity for working with boats in other countries.

Your development of a solid foundational understanding of boat management, navigation, and seamanship will be the primary focus of the training you will get. Following the completion of the course, you will be able to “bolt on” additional practical experience in order to properly solidify the knowledge that you received during the course.

The RYA PBL2 course is an excellent approach for anyone considering purchasing a boat to develop into a more “informed buyer.” When evaluating the vast array of vessels available for purchase, being surrounded by so many boats and having the opportunity to debate the benefits and drawbacks of the various models with the Instructor is really helpful.

If you own a boat and want to insure it through the Royal Yachting Association , holding the RYA powerboat 2 qualification could help you save money on your premiums.

Does RYA Powerboat Level 2 certificate expire?

Will the RYA Powerboat Level 2 license expire?

No, the Powerboat level 2 license does not expire . However, if you have not handled a powerboat or RIB for some time then we also offer refresher sessions or mile building experience days. Please email, WhatsApp or phone Duck-2-Water for more information on these PB2 refresher/Solent orientation days.

14 beginner’s tips before you start Dragon’s Dogma 2

Step one: Be very (very) patient

A warfarer leaps at a giant armored cyclops in Dragon’s Dogma 2.

Dragon’s Dogma 2 resists you at every turn. Seemingly every mechanic in this sprawling RPG — from combat to exploration to the pawns who resolutely follow you around — is complex in a way that eludes quick explanation. Even the save system doesn’t make sense.

The upshot is that patience rewards you with knowledge here. We’ve collectively sunk dozens of hours into Dragon’s Dogma 2 , and thus have plenty of wisdom to impart. What follows are 14 tips for beginners, consisting of everything we wished we knew before starting.

Be extremely, extremely careful with your save files

A dialog box in Dragon’s Dogma 2 says, “Load from your last save at a safe location. Any progress made after that save will be lost. Proceed? Yes/No”

Dragon’s Dogma 2 only has one save file, and there’s no (official) way to start a new save. It autosaves often and you can save from the menu whenever you want. That’s all normal enough. Where it gets weird is when you die — like when you fall off a slightly too-high roof.

When your character dies, you’ve got two options: “load from last save” or “load from last inn rest.” Loading from the last save just backs you up a few minutes at most. Loading from the last inn rest, though, reverts you all the way back to the last time you paid to stay in an inn.

And then immediately autosaves over your file.

Treat “load from last inn rest” as a nuclear option when something goes horribly wrong or when you just need to back up a lot. Once you know how it works, though, you can treat inn saves as restore points for important decisions.

Make sure you actually like your character before committing

A player makes a new beastren character in Dragon’s Dogma 2.

Since Dragon’s Dogma 2 only lets you maintain one save file, you’re locked into the character you create (or the one you import from the Dragon’s Dogma 2 Character Creator app). While you can change vocations or your appearance down the line — both for yourself and for you main pawn — doing either comes at a cost. And you cannot change between human and beastren after you make your selection.

Augments can apply to all vocations

Dragon’s Dogma 2 unlocking augments at a Vocation Guild

At the start of Dragon’s Dogma 2 , you’re prompted to select from one of four vocations : Fighter , Archer, Mage , and Thief . Your vocation is your character class, and determines a lot about what you can do — what weapons you can wield, what armor you can wear, and what combat skills you can use.

As you level up a vocation, you’ll earn augments for it. Once an augment is unlocked, you can then apply that augment to any vocation. Bear that in mind when choosing which vocation you’ll want to focus on leveling up first. (The Fighter, we’ll gently note, comes with augments to boost health and carrying capacity.)

Prepare to walk — a lot

A Dragon’s Dogma 2 screenshot showing a fighter character, shield on their back, walking toward someone waving

Your journeys over the course of Dragon’s Dogma 2 will take you all across the map. And you’re going to walk for almost all of it. Yes, there are some fast travel options, but they’re pretty limited — ferrystones are expensive and only deliver you to a few portcrystals, and the few oxcarts that exist only travel during the day along set routes.

Walking isn’t the worst, though, and there’s plenty to do while you’re traveling like collecting resources, fighting monsters, or just exploring the map. That said…

Remember to stick to the road while exploring

A party of adventurers brawl with some goblins in Dragon’s Dogma 2

Since you’re walking so much, it’s tempting to try to find a shortcut — or to just march in a straight line. That will get frustrating fast. You can’t climb or swim in Dragon’s Dogma 2 and it doesn’t take much for you to fall to your death, so cutting through the wilderness is a sure way to get dead.

Basically, the vast open world of Dragon’s Dogma 2 isn’t that vast and isn’t really that open. There’s plenty of opportunity to explore and you’ll do a lot of wandering, but you’re much better off (and safer) exploring along the roads. You’ll still encounter lots of monsters to slay and resources to collect, so you’re not really missing anything.

Don’t be afraid to run from a fight

A closeup of a snake-haired Medusa like enemy in Dragon’s Dogma 2

Some of the biggest enemies in Dragon’s Dogma 2 stand directly between you and where you’re trying to go. The good news is, most of the time, you don’t have to fight them. Big enemies will ignore you eventually if you simply... run past them. And if your pawns decide to engage, you can issue the “To me!” command to get them to follow you instead.

If you want to kill the giant enemy later on (for XP, for loot, or just for your pride), mark it on your map and come back later.

Combine your items early and often

A screenshot of the combine items screen in Dragon’s Dogma 2

There are tons of items to pick up in Dragon’s Dogma 2 , from monster teeth to apples. Most of these items are usable on their own with middling effects, but if you combine them with other items, you can create something even more useful.

For example, you can use a normal apple to heal you if you’re hurt. But if you combine that apple with a Greenwarish plant, you can make a Salubrious Draught (a much more powerful healing potion). Even better, you can combine two ripened apples into dried fruit, and then combine that dried fruit with that a Greenwarish to make a Fruit Roborant (an even more powerful healing item).

All you need to do to combine anything in Dragon’s Dogma 2 is pop into your item menu and hit the button that says “combine.” Start doing this early on and make a habit of combining things together for healing draughts and stamina potions every time you rest at an inn.

Your items will age

Adventurers raise their tankards in an inn in Dragon’s Dogma 2

Dragon’s Dogma 2 has a day-night cycle that lasts about 45 minutes. Time of day affects the monsters you encounter and the resources you can find. And the progression of time plays into some quests. More importantly, though, time affects the contents of your inventory — specifically, the fruits, vegetables, and meat in it.

When you pick up, say, an apple, your inventory will show an apple, then a ripened apple, and then a rotten apple over the course of a few days. Meat just swaps “ripened” with “aged.” (Storing food at an inn or one of your houses essentially serves as a fridge for your food, stopping the aging process.)

Ripened and aged foods are better — more effective in terms of perks like healing — than raw foods. When food becomes “rotten,” though, it’s no longer safe to eat (but you can turn a rotten meat and a rotten vegetable into lantern oil). As mentioned, combining ripened food can result in potent healing items.

Be careful at night time

At night, all the big, nasty creatures come out to fight you in Dragon’s Dogma 2 . Ghosts, spectral skeletons, invisible goblins — the list goes on. The point is, the game will warn you early on that night time is dangerous. Listen to the game.

If you’re close to town and the sun starts getting low, that’s a sign that it’s time to turn around and sleep for the evening. And you can do that even if you’re in the middle of nowhere, thanks to the power of camping.

Make sure to camp after a big fight

Characters sit around a camp fire and small tent in Dragon’s Dogma 2

When you take damage in Dragon’s Dogma 2 , it lowers your maximum health. Healing items won’t restore your health bar to normal levels. You’ll need to sleep — either at an inn or a campfire — for that.

Camping at a fire requires camping kits, which are both heavy to carry and limited in quantity. It’s still worth carting one around. Traveling reduced max health can quickly spell your doom. Save yourself the headache and camp out under the stars liberally.

Also, keep in mind that your pawns will learn more about the area of the world you’re in when you camp, making them more useful to you (and anyone who hires them).

Take a different return route

An image of the map screen in Dragon’s Dogma 2

Dragon’s Dogma 2 features winding paths and numerable forks in the road. Most cities additionally have two or three gates, and some caves even have two or more entrances.

In order to fill out your map and the world, make sure to explore as many routes as you can. Came to a certain quest marker from the west? Take the east path on your way back to town. This will potentially expose you to new treasures and side quests you’d otherwise miss by sticking to the same road. Just keep in mind that you can also run into monster dens you didn’t previously know about, so make sure you’re ready for a fight before heading into new territory.

Keep an eye out for gold bugs and smoking discs

A character looks at a gold bug on a tree trunk at night in Dragon’s Dogma 2

The primary rare collectibles of Dragon’s Dogma 2 are lightly smoking discs called Seeker’s Tokens. You can find them everywhere, but they’re extremely hard to spot. Also, there are 240 of them. But the hunt isn’t fruitless. When you gather a certain number of Seeker’s Tokens, you can turn them into your local Vocation Guild for a reward.

The unofficial (and arguably much more useful) collectibles are Golden Trove Beetles. These bugs sit on tree trunks and increase your inventory size by 0.15 if you or your main pawn consume them. This is a slow but fairly effective way to increase your inventory size.

Reserve your Wakestones for big fights

An archer fighting a giant stone monster thing in the desert on a sunny day in Dragon’s Dogma 2.

Wakestones are essentially 1UPs in Dragon’s Dogma 2. If you have one on-hand, you can consume it when you die to get back up to full health — even during the middle of a fight.

Though incredibly helpful, Wakestones are both rare and precious. Dragon’s Dogma 2 usually respawns you right before the fight that killed you, but during the more tedious battles, a Wakestone can be a huge time-saver.

You’ll need to combine three Wakestone Shards to create a full Wakestone. Try to be choosy about when you use these precious resources, as they’re best saved for long and very difficult fights.

Let yourself get distracted

A figher maister and quest-giver stands in a green field in Dragon’s Dogma 2.

Dragon’s Dogma 2 is really good at shepherding you along to the next thing. Like a great Dungeon Master in D&D , it might put an enticing side quest in the same cave as your main quest, or you might encounter a villager on the road who needs an escort to their home town — which, as luck would have it, you already have a quest for.

This is part of the game’s charm, and what makes exploring its world feel both dynamic and lucrative. So feel free to let yourself wander and get distracted while you play. The game will find ways to refocus your attention on what matters. Go with the flow and you’ll eventually end up where you’re supposed to be.
