All about Issuance of Marine Driving Licence in Dubai

Like for any other means of transport, a driving licence is required for marina craft in Dubai. Both private or commercial marine craft require a boat driving license issued by Dubai Maritime City Authority (DMCA). DMCA focuses on increasing awareness of boat safety, marine navigational rules, and knowledge of the internal and external waters by issuance of marine driving licence to the trained boat drivers.

Let’s give a read on how one can apply for a marine driving licence in Dubai.

APPLYING FOR A BOAT DRIVING LICENCE IN DUBAI

Applicants need to submit specific documents for the marine driving licence of every marine craft category. However, the process of application takes place after the trained individual visits the DMCA happiness centre or registers at DMCA smart portal.

Among the documents, boat drivers need to submit the qualifying courses completion certificate  from the DMCA certified training schools for instance Al-Bateen Marine Training Institute,  JLS Yacht Training Institute, and Xclusive Sea School or any other certified marine crew training centres around the world. Another important document is the medical clearance certificate from International Modern Hospital, which is certified by DMCA.

DMCA issues an equivalency certificate to the individuals who have completed the marine driving courses from certified training centers. Here’s how one can apply for equivalency certificate to move on to the licence application process:

EQUIVALENCY OF MARINE DRIVING LICENCE AND CERTIFICATES 

DMCA offers equivalency for marine crew certificates and licences to the individuals who trained from certified marine training schools outside the UAE. Applicant needs to submit the following documents:

• Equivalency application form
• Copy of licence or certificate
• Emirates ID card and passport copy (for residents of the UAE)
• Residence visa and passport copy (for expatriates)

DMCA then reviews the application and informs the applicant with regards to their equivalency application and completing the procedures for obtaining licence or permit. However, the equivalency certificate is valid for only one month. 

DMCA conducts tests for trained individuals before issuing a marine driving licence to ensure that the applicant is aware of boat safety guide and regulations.

Marine crafts are divided in five different categories for boat driving licence in Dubai:

• Pleasure marine craft 
• Commercial marine craft
• Traditional marine craft
• Fishing marine craft 
• Marine boat

CATEGORIES OF BOAT DRIVING LICENCE

Pleasure marine craft driving licence.

Here’s a list of documents that a trained marine driver need to submit to obtain a pleasure marine craft driving licence in Dubai:

• Application form
• Personal photograph with white background
• Medical fitness certificate
• Qualifying courses completion certificate or equivalent certificate issued by DMCA

Following is the criteria for applicants’ minimum age depending on the length of pleasure marine craft:

• Up to 12 metres: 16 years
• Up to 24 metres: 18 years
• More than 24 metres: 20 years

COMMERCIAL MARINE CRAFT DRIVING LICENCE

For a commercial marine driving licence in Dubai, documents are similar to that of a pleasure marine craft driving licence. However, applicants of commercial marine craft driving licence require a few additional documents that are listed below:

• Good conduct certificate issued by Dubai Police General Headquarters.
• NOC from sponsor (for expatriates)
• Original certificate copy of marine safety and communication courses.

DMCA has set a criteria for applicants’ minimum age depending on the length of commercial marine craft:

• Up to 12 metres: 18 years
• Up to 24 metres: 20 years

TRADITIONAL MARINE CRAFT DRIVING LICENCE

DMCA has divided the traditional marine craft driving licences into the following two categories:

• Abra driving licence
• Traditional wooden marine craft driving licence

The driving licence process of both the traditional marine crafts is different, here’s the process for issuance of driving license for Abra and wooden marine craft:

ABRA DRIVING LICENCE

DMCA issues driving licence for abra which is one of the marine public transports in Dubai in two stages:

FIRST STAGE DOCUMENTS:

Practical assessment is the first stage for the issuance of an abra driving license. Individuals need to submit the documents and pay the abra training fees that is AED 120 . Documents required are similar to that of pleasure and commercial marine driving licence with few additional ones:

• Abra driving training application form
• Abra registration licence on which the applicant will work
• Emirates ID card and passport copy of Abra owner

After passing practical assessment, one needs to move to the second stage of documents submission for driving licence:

SECOND STAGE DOCUMENTS:

Second stage documents are similar to the commercial marine driving licence for instance medical and good conduct certificates. One additional document is required which is the DMCA practical assessment completion certificate.

TRADITIONAL WOODEN MARINE CRAFT DRIVING LICENSE

Wooden marine craft driving licence is issued in a single stage by submission of required documents that are similar to the documents for commercial marine craft driving licence. 

The applicant must be 18 years or above for a traditional marine craft driving licence in Dubai. 

FISHING MARINE CRAFT DRIVING LICENCE

DMCA issues the fishing marine driving licence only to the UAE nationals after submission of the documents. All documents are the same as for a commercial marine craft driving licence. However, following additional documents’ copies need to be submitted:

• Skipper or deputy skipper license issued by the Ministry of Environment and Water
• Membership certificate of Dubai Fishermen Co-op Association

Skipper and deputy skipper of the fishing boat should be minimum 18 years old to obtain a fishing boat driving licence in Dubai.

MARINE BOAT DRIVING LICENSE

DMCA will issue the marine boat driving licence after successful submission of all the documents and valid fees. All the documents are the same as for pleasure and commercial marine crafts. However, the official applicant needs to submit a request form as well for a marine boat driving licence in Dubai.

Following is the required minimum age of individuals applying for marine driving licence depending on the length of marine boat:

FEE FOR MARINE DRIVING LICENCE IN DUBAI

DMCA has allocated different fees for application of various types of marine driving licence in Dubai. Following is the allocation of fees:

• Pleasure marine craft driving license: AED 620
• Commercial marine craft driving license: AED 920
• Abra driving license: AED 220
• Traditional marine craft driving license: AED 320
• Fishing marine craft driving license: AED 920
• Marine boat driving license: AED 920

VALIDITY OF MARINE DRIVING LICENCE

Marine driving licence is valid for 5 years from the issuance date and it is renewable for the same period of time after the validity of licence ends. Moreover, DMCA facilitates the tourists with a non-renewable temporary marine driving licence for boating in Dubai which is valid for 3 months.

New Delhi: R Madhavan, the renowned actor, recently shared a fascinating insight into his life, revealing that his most cherished possession isn't a lavish car or a sprawling mansion, but rather a yacht. In a candid conversation, Madhavan opened up about his journey towards fulfilling a lifelong dream of owning a yacht and obtaining a captain’s license. He expressed profound gratitude for this acquisition and its significance, especially during the pandemic.

R Madhavan recounted his remarkable journey of obtaining a captain’s license and acquiring his beloved yacht. Reflecting on this accomplishment, he shared, “The most expensive purchase that I bought is the house that I have. It’s quite expensive. Does a family of three require that big a house? Not at all. But apart from that house the most expensive thing I got was a yacht."

The actor described the process of obtaining his captain’s license as a fulfilling endeavor during the Covid-induced lockdown. He said, “I bought it because I always wanted to take a captain’s license and during Covid I had nothing to do so I gave my exam and it took me six months. So, now I am a licensed captain who can sail a 40-foot yacht or a boat and just to scratch that off my bucket list, I bought the yacht and I enjoy it thoroughly.”

He also talked about the profound impact of his yacht on his life. "It is a place for me to write. I take it out to the sea and I park overnight, I look at the dolphins fly around as I write my stories, it is the best purchase of my life. It is parked in Dubai. It has brought me a lot closer to nirvana," he shared. 

In case you are wondering, a yacht of 30 or 40 feet in length can cost anything from half a million to two million dollars.

Do You Need A Boat Licence In Dubai?

Usually, yes – with one exception!

Watersports and boating are very popular activities in Dubai. With plenty of options to choose from, this coastal city attracts all kinds of sea-lovers looking for their next adventure.

With a variety of yachts, jet skis, boats and other watersport activities sharing the sea, there are laws to regulate and enforce strict safety measures. The waters of Dubai are patrolled daily by the  FTA (Federal Transport Authority) ,  Coastguards  and  Dubai Maritime Police  and in order to drive your own boat, you are required to obtain a boat licence, with one exception: the HERO OdySea self-drive boats.

Usually, to Captain your own boat you are required to carry a boat licence with you at all times when on the water. If the authorities encounter a vessel with an unlicensed Captain on board, the starting fine is AED 5000 and increases depending on the type of boat as well as the current water and weather conditions. It is also important for Captains to pay attention to the restricted and controlled areas and to make sure not to carry too many passengers on board. In general, there are two types of classifications for licences: motorised and non-motorised, like sailing boats.

Types of Licences:

Powerboat Level 2: for boats under 12m in length (attained with 2 days of theory and practical training) Powerboat Level 8: for boats of up to 24m in length on coastal and inland waters. (motorized only and suitable for people wanting to wakeboard, fish and cruise the coastline) Bareboat Skipper 24m: qualifies for both motorised and non-motorised sailing boats. It requires a range of courses like basic chart reading, advanced first aid etc.

The above licences are all attainable for private and commercial entities. Commercial licences require further training in first aid, firefighting, sea survival and social responsibility. These 4 areas are covered in the STCW ’95 training course and they are additional requirements to a valid boat licence in order to attain a commercial boat driving licence. It is very important for an individual who wishes to own a boat or get his licence to understand where he will be using the boat and what kind of boat he will be driving. In Dubai, only the  DMCA (Dubai Maritime City Authority)  licence is accepted by the authorities but should someone wish to drive the boat in Abu Dhabi or any other Emirate, he will require an FTA (Federal Transport Authority) licence.

Issuing Marine Craft License

Service description.

Registering and licensing marine crafts sailing or operating in the Emirate’s water.

To license and register marine crafts, in order to implement maritime rules and regulations, ensuring that marine crafts are constructed and manned to the acceptable standards with adequate safety requirements that will comply with the safety of the marine craft, its passengers and crew, and ensure that the marine crafts operate in an environmentally responsible manner that does not cause pollution.

Service Target Customers

Individuals: marine craft owners and operators including UAE nationals and expatriates residing in UAE.

Companies: companies and establishments with Marine activities in the emirates of Dubai.

Service Provision Channels and Provision Timing

• Marine craft License is valid for one year and can be renewed for a similar period. Yet the customer can select to validity of the marine craft license to be for two years and pay the required fees for the pleasure water sport marine craft.
• The Safe manning certificate will be issued annually for the commercial, tourist marine crafts and the pleasure marine craft that length 24 m and above.

Stages of Issuing Marine Craft Registration and License.

Marine craft registration and licensing will be processed through two stages:

First Stage: Online Registration & Inspection Process

• Marine craft owner shall use UAE pass to login to DMCA online services or register through DMCA portal or smart applications and obtain a user name and password.
• Initiate an online request attaching all the required documents for the first stage.
• Once the request is approved by DMCA, customer shall select the inspection appointment and pay the applicable fees.
• Prepare technical requirements for the marine craft inspection as per the inspection check list.

Required Documents of First Stage:

Customer shall assure attaching clear copy of the following required documents.

• In case of not using UAE Pass, customer should upload a copy of valid Emirates ID card and passport copy for UAE citizens, or copy of Emirates ID card, passport and UAE residence visa for expatriates considering that the customer age should not be less than 18 years old.
• Copy of marine craft builder certificate or any document from the manufacturer or supplier listing the marine craft details.
• Copy of proof of ownership document, or marine craft purchase invoice attested by the authorized entity.
• Copy of the marine craft cancellation certificate.
• Copy of sale agreement attested by the authorized entity.
• For new marine craft: Copy of proof of ownership document, or marine craft purchase invoice attested by the authorized entity.
• For previously registered marine craft: Copy of the marine craft cancellation certificate, and Copy of sale agreement attested by the authorized entity.
• Cpy of customs clearance certificate issued by the competent authorities.
• Copy of environment specifications certificate issued by Emirates Authority for Standardization and Metrology (ESMA), for the new Petrol Outboard marine engines.
• Copy of mortgaged marine craft deed.

Second Stage: Issuing Marine craft registration & license certificate.

After passing the technical inspection, the customer shall:

• Update the insurance details in DMCA portal or smart application.
• Attach the required documents of the second stage and pay the applicable fees.

Note: In case of failure to pass the inspection.

Required Documents of second stage:

• Valid technical inspection pass certificate for the marine craft issued by DMCA or any certified entity by the Authority (for New brand water sport marine crafts).
• Copy of insurance policy valid for (13) months or (26) months in case the license validity is for (2) years issued by an insurance firm licensed to operate in the Emirate.
• Copy of valid trailer registration or copy of valid annual berth contract issued by marine club or marina in the Emirate.

After completing all the procedures, an electronic copy of the marine craft license and certificate will be available in the customer account at DMCA portal. Yet the customer can contact the contact center to request to print and deliver the original license & Marine craft Certificate with additional cost.

License application validity:

Marine craft license application shall be cancelled automatically in case of failing to fulfil all requirements within three months as of application submission date considering that paid fees will not be refunded.

Pleasure Marine Crafts

Including the pleasure power marine crafts, rowing marine craft and sailing marine craft

Stages of issuing Marine Craft Registration and License.

Issuing a marine craft registration and licensing will be processed through two stages:

First Stage: Online Registration & Inspection Process.

• Use UAE pass to login to DMCA online services or register through DMCA portal or smart applications and obtain a user name and password.
• Prepare technical requirements for the marine craft inspection as per the inspection check list
• Proof of total income 20,000 AED and above.
• Copy of partnership in commercial Dubai issued trade license.
• Copy of title deed for free hold property owners to whom the residence law is not applicable.
• For new marine craft: Copy of marine craft builder certificate or any document from the manufacturer or supplier listing the marine craft details or copy of marine craft purchase invoice attested by the authorized entity.
• For previously registered marine craft: Copy of the marine craft cancellation certificate, and copy of sale agreement attested by the authorized entity.
• Copy of customs clearance certificate issued by the competent authorities.
• Copy of confirmation certificate from approved supplier to license radio communication devices (VHF) applicable for pleasure marine crafts more than (35) feet (10.67 meter).
• Copy of mortgaged marine craft deed between the mortgagor and the mortgagee if applicable.
• Copy of stability booklet for all marine crafts, licensed to carry more than 12 passengers, regardless of type or structure material.
• Copy of UAE yacht code certificates if the Load Line Length of the marine craft.

Note: The copy of the stability booklet should be presented to the inspector during the technical inspection. (if applicable)

Second Stage: Issuing Marine Craft Licensing & Registration Certificate.

• Visit Critical Infrastructure and Coastal Protection Authority (Coast Guard) office to install a safety and security transponder for the marine craft in accordance with the requirements of the (Coast Guard) and deliver the original installation certificate to DMCA.
• Update the insurance details in DMCA portal or smart applications.
• Attach the required documents for second stage and pay the applicable fees.

Note: In case of failure to pass the inspection

• Valid technical inspection pass certificate for the marine craft issued by DMCA (For new Brand Pleasure Marine Craft less than 24 M and up to 12 passengers)
• Copy of insurance policy valid for (13) months, issued by an insurance firm licensed to operate in the Emirate.

After completing all the procedures, an electronic copy of the marine craft license and certificate will be available in the customer account at DMCA portal. Yet the customer can contact the contact center to request to print and deliver the original license & Marine craft Certificate with additional cost. Once the customer receives the license, he shall proceed to install the telecommunication device (VHF) if applicable.

Commercial Marine Craft

Commercial marine crafts allocated for:

• Training purposes
• Patrolling and rescuing
• Towing and pilotage
• Cargo transportation

Tourist Marine Craft:

• Tourist water sport marine craft
• Tourist marine craft
• Non- Wooden floating restaurant
• Wooden floating restaurant
• Wooden tourist yachts

Public Water Transport:

• Marine crafts allocated for public water transport including water taxi, waterbus, Abra and ferry boat.
• Marine craft owner shall register through DMCA portal or smart applications and obtain a user name and password

Customer shall assure attaching clear copy of the following required documents. Yet there are original documents should be submitted to the Customer Happiness center for verification.

• Copy of valid Dubai issued trade license, in addition to the Emirates ID card, passport and residence visa copy of the company’s shareholder or authorized manager.
• No-objection certificate from Roads and Transport Authority to operate the marine craft.
• A statement of marine craft route, dates of service and rated speed, issued by the Roads and Transport Authority
• Copy of stability booklet for all marine crafts, for those licensed to carry more than (12) passengers regardless of type or structure material. For Commercial marine craft (24) meters and above, regardless number of passengers.
• Copy of GCC code certificates for all Non- Wooden Commercial and Touring marine crafts above (12) meters Length Over All(LOA)
• Copy of classification certificate or GCC code certificates for commercial marine crafts, (24) meters and above, and (150) GT and above, from any certified classification body in the country.

Note: The copy of the stability booklet & classification certificate should be presented to the inspector during the technical inspection.

Second Stage: Issuing Marine craft licensing & registration certificate.

• Visit Critical Infrastructure and Coastal Protection Authority (Coast Guard) office to install safety and security transponder for the marine craft in accordance with the requirements of the (Coast Guard) and deliver the original installation certificate to DMCA.
• Copy of insurance policy valid for (13) months issued by an insurance firm licensed to operate in the Emirate.
• Copy of valid annual berth contract issued by marine club or marina in the Emirate.

After completing all the procedures, an electronic copy of the marine craft license and certificate will be available in the customer account at DMCA portal. Yet the customer can contact the contact center to request to print and deliver the original license & Marine craft Certificate with additional cost. Once the customer receives the license, he shall proceed to install the telecommunication device (VHF) if applicable. Once the customer receives the license, he shall proceed to install the telecommunication device (VHF).

DMCA Technical Inspection Procedures

• Customer shall book the technical inspection appointment at the specified locations by DMCA ensuring that all the technical requirements are prepared as per the inspection check list
• In addition to the technical inspection fees, inspection moving fees will be added in case the selected inspection location was other than the specified areas by DMCA.
• Customer shall ensure that the marine craft is presented at the allocated inspection time. Failure to do so will result in “vessel not found” and customer shall request a new inspection appointment and pay the moving fees if applicable.
• The marine craft shall be inspected in berth (in water), excluding Jet Ski and small marine crafts less than 4 m long which can be towed to the inspection location.
• The marine craft plate number must be fixed as per the approved UAE standards before the technical inspection is carried out, check plate number specifications here .
• Upon passing the technical inspection, DMCA Inspector will issue an Inspection Report, which will be valid for (30) days from inspection date. In case of Failure to submit all the required documents within the specified period, the customer shall submit a new technical inspection request and pay the applicable fees.
• If the marine craft fails to pass the technical inspection at the first attempt or is not presented for any reason other than bad weather conditions, the client shall schedule a second technical inspection appointment within (60) days and pay only the transportation fees if applicable.
• If the marine craft fails to pass the technical inspection at the second attempt or is not presented for a reason other than bad weather conditions, the customer shall submit a new technical inspection appointment request and pay all the applicable fees.
• In case the marine craft fails to pass the technical inspection at the first attempt, the client will be required to rectify all deficiencies before booking a second technical inspection appointment.
• The customer can request to change the inspection appointment for a maximum of three times only, provided that he notifies DMCA call center at least 24 hours before the inspection appointment. Failing to notify DMCA before the determined period, the marine craft shall be considered as failed, and customer shall request for a new appointment within (5) working days from the inspection date and pay the transportation fees if applicable . • DMCA has the right to cancel the marine craft registration number if the technical inspection certificate has expired or licensing procedures were not completed.
• DMCA has the right to reschedule the technical inspection appointment due to adverse environmental and weather conditions with a notification to the customer.

External Technical Inspection Procedures

The customer has the option to proceed with the inspection procedure for brand new marine crafts through certified marine craft dealers for the following categories:

• Pleasure Watersport -Jet Skis allocated for individuals
• Pleasure marine crafts- less than 8m

As per the inspection process, the customer must submit, for DMCA inspection review, the dealer’s declaration form (signed and stamped by the dealer in DMCA Template) and the required following pictures:

• Photo of the marine craft plate numbers.
• Photo of the Hull Identification Number.
• Photo of the engine’s serial number(s).
• Photo of the complete marine craft showing its shape and color.
• Photo of the firefighting equipment with their service sticker.
• Photo of the lifesaving equipment with their service sticker.

Upon reviewing the submitted documents, DMCA Inspector will issue an Inspection Report, which will be valid for (30) days from inspection date. During this period, the customer shall proceed with the marine craft registration process.

Critical Infrastructure and Coastal Protection Authority.

Note:  The Federal fees will be implemented based on the marine craft type & craft GT. >

The Registration fees will be collected for the period of Two years in case the client select the license validity to be Two years (Applicable for Pleasure Water Sport Crafts)

In addition to the technical inspection fees, inspection moving fees will be added in case the selected inspection location was other than the specified areas by DMCA. The fees will be as follow:
